06:14With the suspect's police interview concluded, officers from the rape investigation team believe they have sufficient evidence to charge.

09:47I've never mentioned no video to him.
09:49And I told him, like, I didn't even remember what happened that night.
09:52I didn't even know it got recorded.
09:54Officers review messages found on the suspect's phone.
10:00He's messaging a WhatsApp group with several other people.
10:19He sends one message, we fuck, then she feels like she's going to be sick, then we fuck again.
10:25Sends a picture of her, looks like she's thrown up into the bucket, saying she's fucked lads.
10:31His, um, one of his relatives is part of that WhatsApp group.
10:36Some time later, it's around about a week later, the relative messages France and says, send me that video again of you dragging.

10:53Craig then sends the video and the relative replies, lol, she laughed.
10:57Um, so we've got, presumably the one being dragged on the concrete, and obviously they've just thrown it amusing.
11:05France sends video and images of himself engaging in penetrative activity.
11:14This chap comments, it looks like a classic rape scene.
11:18Blood shears out of it.
11:20I now have an Insta360, and it's a really small camera you can mount anywhere.
11:29You can mount it in city places, it's so small.
11:31And it's less protruding than the other one.
11:33So I can record much better videos.
11:35That camera does look pretty sick, bro.

11:41It's going to be really relevant to be looking at all communication.
11:56We've obviously got some concerns about some of the France families when they've been sent the videos.
12:03As a human, as a member of society, it really is quite horrifying when you look at the context of his messages.
12:13Photos that were shared between him and his friends, none of them are of the view that there is a problem with what he's doing.
12:22And actually some of them are joking about the fact that it looks like a rape scene.
12:28Well, it did look like a rape scene because that is exactly what it was.
12:32And the fact that we have individuals in our society that find that acceptable is really disturbing.
12:43We have mobile phone and camera footage of what I believe him to be raping and or sexually assaulting, assault by penetration, voyeurism offences on upwards of 20 different females.
13:01And many of these females would appear to be either unconscious or stupefied by drink and or drugs.
13:10So the minute we have identification for two of the victims.
13:17A day after being charged and remanded to prison to await trial for rape, Craig France makes an application to be freed on bail.
13:31I'm being told there might be issues at court around that they're really hung up on this issue of consent.
13:40It looks like they're going to try and use that to allow him to walk free from court today.
13:44So we've got somebody at court. We need to make sure that they're linking in with a lawyer.

13:54This individual absolutely should not be in the community.
13:58The depravity of which he exposes people to. Why on earth would we let him back on the street?
14:03The stakes are really high. The scale and scope of the offending by France at this point is still not fully known.

15:03They're almost taking the defendant's word for why he shouldn't be in prison and accepting it as gospel.

15:13He's just manipulating the court in the same way he's manipulated the victims.

15:20So he will remain on remand and it will now be deferred to the Crown Court for them to make a decision.

15:30There's a number of people out there that clearly need protecting from him because he will know that we've got videos and we'll be trying to find them.
15:37He knows who they are. He's potentially trying to make them not talk to the police and we need to identify them first.
15:44Unless Cambridgeshire police find more evidence to persuade the court to reverse their decision to bail, Craig France will be free until his trial begins.

16:452004, there's a referral that's coming in from the school for him of displaying sexualised behaviour.
16:53Because of the severeness of his behaviour, he was actually expelled from school.
16:58What is that history? What was he doing?
17:01He was basically touching other male and female children of his age, their genitals.
17:12He's pulled down the knickers of female pupils at his age.
17:20The relevance of that record is really quite interesting.
17:24If those behaviours have started at an early age, as to, has it progressed over the years to contact offending.
17:35He's a lorry driver, which obviously means he's travelling all over the place.
17:40Within the download materials, some of the videos showing on the metadata shows that him to be, for example, in London and in other areas of the country.
17:49We've got numerous concern about what we've seen, but what else is happening when he's travelling around the country.

19:36There's been a real change over the last few years in terms of how important offences such as exposure are in identifying early risky individuals.
19:49The Wayne Cousins criminality has really shown how acts of exposure can quite quickly and dramatically lead to vastly more serious consequences.
20:00Craig France started his offending with exposure on a roadside and he's ended up committing rape and that's the worst case scenario.

25:32He's got people to stick up for him, protect him.

25:48We have the potential that even from prison, the perpetrator is still pulling the strings.
25:53And even from prison, he is able to manipulate his victims.
25:58France's WhatsApp account has been used to contact our victim.
26:13We've done some work on that WhatsApp account and is linked to an IP address.
26:20The plan is to arrest the account holder of that for witness intimidation.
26:24We know that he has visited France in prison.
26:37So I think we need to ask questions about conversations that he has had with Craig France.

45:23how easy has it been to build up a picture of Craig France

45:27it's through the bravery of the victims involved
