15:06qui demandent finances.
15:09Let's talk about
15:10how you are sourced,
15:13how you are financed,
15:14how you get your resources
15:15to manage this organization.
15:18How much does it even cost you
15:19to run the entire organization in a year?
15:21Most of our resources
15:24come from the contribution
15:26of our member state countries,
15:29like the other continental organizations.
15:32Okay.
15:32And, yeah,
15:34I'm not going to give you
15:36because I'm at the television
15:37the details on how it costs
15:39to run the organization,
15:41but it costs a lot
15:42because, you know,
15:44when the organization was created,
15:48there were eight member countries.
15:52Now we have 25 member countries.
15:55You see that even the operation costs
15:57are increasing.
16:01Everything is increasing.
16:02and also the financial
16:05and economic situation of Africa
16:08makes things to, yeah,
16:10increase also because of the cost.
16:12Yeah, that's it.
16:14So membership is vital
16:18for our organization to stay alive.
16:22plus, we have many member countries,
16:29active countries,
16:31involved in the operation
16:33of everything in the organization.
16:36It's guarantee
16:37the sustainable development
16:42of the organization.
16:44and that's why
16:46in our strategic plan,
16:48increasing the number
16:51of the membership,
16:53yeah,
16:53it is vital
16:55and it's important.
16:57Okay.
16:57Also,
16:58holding our event
16:59because our official events
17:02are also source of revenue
17:03for the organization.
17:05Without organizing
17:07our official events,
17:08we could not have sponsors,
17:10we could not have even
17:11license fees,
17:15we could not have
17:16many other fees around this
17:18that could permit us
17:20to operate properly
17:21and activate our programs.
17:25Mr. President,
17:26this is our last question.
17:28Probably you must have faced
17:30challenges in managing it
17:32and the organization
17:34is not living in an isolated world.
17:36It's living in a physical world
17:38that you and I live.
17:39But,
17:40what would you tell our audience
17:44the organization
17:46has concretely achieved
17:48in terms of bringing Africans together
17:50in terms of helping workers
17:53have a more
17:55or a better health
17:57and mental outfit?
17:59Yeah, but it is visible.
18:01As I told you,
18:03we create occasions
18:05for workers
18:06to come together
18:06in African countries
18:08each year
18:10to celebrate,
18:12to have,
18:13to exchange
18:14a path
18:15to build relations,
18:17to build partnership,
18:19but also
18:21to resensitize
18:22our members
18:23to be active
18:25to a lifetime
18:28engagement
18:30in sport
18:31and for their health.
18:34This is important.
18:35Programs that we put in place
18:36suite
18:37these needs
18:39and this is also important
18:42and the results of that
18:45is the increasing
18:46of the number
18:47of applications
18:48for membership.
18:49We see how
18:50African peoples,
18:52African countries now
18:53are really interested
18:55in being part
18:56of the organization
18:58by applying
18:58for membership.
18:59we have many applications.
19:02Yeah, but we have standards
19:03also.
19:04Then sometimes
19:05we have to,
19:07yeah,
19:07think enlargement
19:08but with a
19:10really well-mastered man.
19:12What are some of your standards?
19:12What are some of your values?
19:13The key banded values?
19:15Oh, yeah.
19:16Our value is
19:17brotherhood.
19:19Our values
19:19is the
19:20research of excellence.
19:22Our values
19:23are Olympic values
19:24but also corporate values.
19:26Team building,
19:28okay,
19:29cohesion,
19:30things like that.
19:31And, yeah,
19:32it suits the needs
19:34of our
19:35member organization
19:37of DR members
19:39and of
19:40African workers
19:42everywhere they are
19:43and in the context
19:46of our
19:47traditional value
19:49in Africa,
19:51this
19:51is welcome
19:52everywhere
19:53and that's why
19:54we see that
19:55countries
19:56try to
19:57join the organization.
20:00There are many countries
20:01that try to
20:02join the organization
20:03now
20:03and we are happy
20:04of the work done
20:05by our national
20:06organization
20:07to meet
20:08needs
20:09and also
20:11to show
20:13this
20:13solidarity,
20:16this
20:16I mean
20:20another way
20:22of promoting
20:24sports
20:24activities.
20:26We only,
20:28most of the time,
20:29focus on
20:30civil sports
20:31and now
20:32we have
20:33the corporate
20:33sports that
20:34is growing
20:35and that's why
20:36the president
20:37of the,
20:38Mr. Bruno Moliad,
20:39the president
20:39of the
20:39International Federation
20:41came to Africa
20:42to support
20:44this,
20:44the progress
20:46and the
20:47realization
20:48made
20:48by granting
20:50us his
20:51patronage
20:51for the game
20:52and being
20:53present himself
20:54at the opening
20:54of the game.
20:55Okay.
20:56And with that
20:57we conclude
20:58the interview.
20:59The president
20:59of the
21:00African Workers
21:01and Amateur
21:01Sports
21:02Organization,
21:03Dr. Malik
21:05Evele Atou,
21:06thank you
21:06very much indeed
21:07for being guest
21:08on our program.
21:09Thank you very much.
21:10It was my pleasure
21:10to welcome
21:11all of you here
21:12and thank you
21:13to the CRTV.
21:14You're welcome,
21:14sir.
21:15You are always,
21:16of course,
21:17at the World Bank
21:18as you indicated,
21:20chief of staff
21:20sitting with
21:22the highest
21:22policymakers
21:23in the world
21:23and one
21:24of the key
21:24successes
21:25you were part
21:26of the team
21:26for the resource
21:27mobilization
21:28of roughly
21:2991 or 93
21:31billion dollars
21:33during the
21:34COVID period
21:34to leverage.
21:36How do you
21:37intend to use
21:38your resource
21:39mobilization
21:40to inject
21:41new cash
21:42in financing
21:44agriculture
21:45on the continent?
21:46I was just
21:46reading documents
21:47this morning,
21:48the current
21:49ADB president
21:50saying that
21:52they are injecting
21:53roughly 500 million
21:55to open a space
21:56of roughly 10 billion
21:58for income
21:58to come on the continent.
22:00So you raised
22:01two separate
22:02but related issues,
22:04financing
22:04and agriculture.
22:06When it comes
22:06to financing,
22:08keep in mind
22:08that development aid
22:09has actually been
22:10falling from
22:11as far back
22:12as 2015.
22:13We managed
22:14to achieve
22:15these record levels
22:16by financial
22:18innovation,
22:19by going to
22:20markets,
22:20by partnering
22:21with others
22:21and it's that
22:22same sense
22:23of spirit
22:24that I want
22:24to bring
22:24to the
22:25African Development
22:25Bank.
22:26There are
22:26many other
22:27African financial
22:28institutions
22:28on the continent.
22:29I will partner
22:30with each
22:31one of them.
22:32There are
22:32other multilateral
22:33development banks,
22:34Afre-Exim Bank,
22:35ATI and others.
22:37even the World
22:38Bank's last
22:38replenishment
22:39of 100 billion.
22:40I want to see
22:41as much of that
22:42money working
22:42right here in Africa.
22:44So scaling up
22:45financing is not
22:46an option.
22:47It's a must-do.
22:48When it comes
22:49to agriculture,
22:50I grew up
22:51on a farm.
22:52I always say
22:53that if I retire
22:53from development,
22:54you will find me
22:55on a farm
22:55somewhere else.
22:56But when you
22:58are serious
23:00about agricultural
23:01transformation,
23:02don't start
23:02with the money.
23:03Start with
23:04the markets.
23:05where are the
23:06markets for
23:06agricultural
23:07products?
23:09And this is
23:09where making
23:11the Continental
23:11Free Trade
23:12Agreement work
23:13is absolutely
23:13essential for
23:15agriculture.
23:16Because you
23:16cannot produce
23:17tomatoes and
23:17think you're
23:18going to be
23:18successful if
23:19you're going
23:19to be selling
23:20them to India.
23:21It's got to
23:21be your
23:22neighbors.
23:22So start
23:23with building
23:23the markets.
23:24The second
23:25thing is go
23:26to productivity.
23:27Where is the
23:28productivity?
23:29We've got 5%
23:30of our arable
23:31land under
23:32irrigation,
23:3340% in
23:34in Asia.
23:36Where is
23:36the planning
23:37for increasing
23:38the irrigation
23:38systems?
23:40Think about
23:40productivity,
23:41our cereals.
23:42The same
23:43acreage gives
23:44you 1.2
23:45tons.
23:47In Asia,
23:48and there
23:48else, it
23:49gives you
23:493.4.
23:50We've got
23:51two countries
23:52that have
23:53got capacity
23:54to provide
23:56fertilizer to
23:57the continent.
23:58Right now,
23:59the majority
24:00of that fertilizer
24:00is going to
24:01Brazil.
24:02those are
24:04the structural
24:04issues we
24:06must address
24:06before we
24:07even talk
24:08about a
24:08single dollar.
24:10You get
24:10the political
24:11commitment.
24:12You get
24:12the structures
24:13right.
24:13You start
24:14thinking about
24:15linkages to
24:15universities to
24:16enhance your
24:17productivity.
24:18You fix the
24:19markets, you
24:20fix the
24:20plumbing, and
24:21then you
24:22find that
24:22dollar bill.
24:23And then you
24:24immediately accept
24:25that that dollar
24:26bill is not
24:26going to come
24:27from the public
24:27sector alone.
24:29Where is the
24:29private money
24:30coming from?
24:31Where is the
24:31PPP structures
24:32that come in
24:33in agriculture?
24:34And the one
24:34thing that
24:35disincentivizes
24:37private sector
24:37financing is
24:38consistency of
24:40public policy.
24:41That's where we
24:41need to go.
24:42I just mentioned
24:43one of your
24:44key priorities,
24:45which is
24:45regional
24:46integration.
24:47Apart from
24:48that, what are
24:49the other key
24:50messages you are
24:52driving in and
24:54you are sending
24:55across as areas
24:56of priority for
24:58your mandate if
24:59elected, I'm
25:00glad you started
25:01with regional
25:01integration because
25:02it's a central
25:03part of my
25:04vision.
25:05But regional
25:05integration for
25:06what?
25:07For our
25:08traditional products
25:09like agriculture
25:10which we've just
25:11discussed, but
25:12also for our new
25:13products and new
25:13creative sectors,
25:14the films, the
25:15music, the
25:16arts, the
25:17creative industry.
25:18There is so much
25:19between agriculture...
25:20To generate roughly
25:2123 billion dollars
25:23in the years to
25:24come for the
25:24African economy.
25:25That is
25:26absolutely.
25:26and even
25:26today, Nigeria
25:28is generating
25:29600 million
25:29from Nollywood.
25:31South Africa
25:32is generating
25:33300 million
25:33from e-sports.
25:34No physical
25:35infrastructure.
25:37So the
25:37opportunities
25:38between the
25:39creative industry
25:39and our
25:40traditional
25:40are immense.
25:41So that's
25:42the layer
25:42where in the
25:44last six months
25:45I've gone
25:45sector by sector
25:46discussing policy
25:48options that we
25:49can accelerate.
25:50you build your
25:52industries, you
25:53strengthen your
25:55regional integration
25:56and trade.
25:57Underlying that,
25:58or rather the
25:59foundation of all
26:00of that, are two
26:01key pillars.
26:02Infrastructure and
26:03energy.
26:04Right now, the
26:06minute any product
26:07comes off a shop
26:08floor, its costs
26:10go up 30 to 40
26:11percent because of
26:12the quality of
26:13infrastructure.
26:14We have to fix
26:15that.
26:16In terms of energy,
26:17you cannot grow an
26:18economy in the
26:18dark.
26:19So you have just
26:21really summarized
26:22the key elements
26:24of what this
26:24vision is.
26:25It's accepting
26:26we've got work
26:27to do.
26:27It is immediately
26:28sidestepping all
26:30of the stuff
26:31that is easy
26:32to do and
26:33asking the hard
26:34questions about
26:35implementation,
26:36implementation.
26:48to do.
26:48Thank you.
