Hybrid Battery Energy Storage System project in Lapu-Lapu City

A 30-megawatt Hybrid Battery Energy Storage System (BESS), the first of its kind in Visayas, broke ground on July 17, 2025, inside the Mactan Economic Zone in Barangay Ibo, Lapu-Lapu City.

The project aims to enhance energy reliability and support the growing demand from key sectors across the region.

The facility is being developed by AboitizPower and East Asia Utilities Corporation and will store electricity during off-peak hours and release it during peak demand.

Cebu Governor Pamela “Pam” Baricuatro attended the launch and welcomed the initiative, calling it a “bold and timely move” that supports inclusive growth and sustainable development in Cebu.

01:17As governor of Cebu, I have made it my promise to deliver premier public service in healthcare, tourism, and infrastructure,
01:32and most especially in economic development.
01:35But I cannot believe that we need partners who believe in the same vision.

02:24And we have to think of a strategy, how we can transition these facilities that have served us,
02:46and have served Cebu, and have served Bakhtan for more than 30 years,
02:50to continue to continue to produce value, not just for Cebu, but for the whole of the customers.
02:57So this hybrid concept is one of the solutions we put together.
03:02Meaning we will use the reliable diesel, but partnering it with a fast response of a battery.
03:10So this is our third project, but the very first one in Cebu, and the very first one in Bakhtan.
03:19So now we are here.
03:21We're going to build our first hybrid battery energy storage system project in the design.
03:28As we call it hybrid, because it will work together with the diesel.
03:32So we are partnering the quick response of our battery, so like your cell phones.
03:40Once you turn on, you will see 30 megawatts.
03:43However, we know that our batteries have finite charge.
03:49So within 30 minutes, we discharge the batteries.
03:52So this is the advantage of this technology that we have.
03:58So in others, we probably have seen other battery installations elsewhere.
04:03So in the others, once the battery loses its charge,
04:08it's a battery, it's an idle asset.
04:11So what we have is that after the battery loses its charge,
04:18the diesel will kick in.
04:19It will continue to provide the energy and the service needed by the grid.
04:25So East Asia was established in 1993,
04:30and has helped to provide reliable peaking power to Cebu at the PESA economic zone in Bakhtan
04:37over those 30 years.
04:39In recent times, we have been called on to support.
04:43We've had issues in Bakhtan,
04:45we've had problems with the NDCB,
04:48and last year, we had to run 70% of the time,
04:53which for a diesel plant is very, very high.
05:09We're at risk of między common.
05:13So we'll get into a personal control room there.
