Evacuation in Cuba begins in response to heavy rains

00:12The Provincial Defense Council oriented the adoption of all measures in the municipalities

00:17recently affected by Hurricane Oscar in areas at risk of flooding, protecting human and

00:23material resources, and defining and preparing evacuation centers in each municipality are

00:28among the priorities of the Council.

00:30President of the Municipal Defense Council of that territory, Yohannes Ortiz, stated

00:35that places such as the municipal capital of San Antonio del Sur will be evacuated entirely.

00:52The Honduran Minister of Security, Gustavo Sánchez, this November 2nd reported that

00:56the country has seen a historic reduction in homicides and violent deaths of women so

01:01far this year.

01:02This is attributed to the implementation of effective security strategies by the government

01:06of President Xiomara Castro.

01:08Sánchez highlighted the application of the State of Partial Exceptional Solution plan

01:12against crime.

01:13He also mentioned that the current government has multiplied its efforts to address the

01:17causes of violent deaths of women.

01:21In his opinion, there has also been an 85% effectiveness rate in the investigations of

01:25these cases, which has had an impact on the reduction of impunity.

01:36In Panama, the Supreme Court of Justice admitted an appeal of unconstitutionality filed by

01:41the defense of former President Ricardo Martinelli against the ruling in the new business case.

01:46The appeal was filed by Martinelli's lawyer, Nadia Castillo, who argued that the former

01:50president was protected under the principle of speciality established in the extradition

01:55treaty with the United States when he was sentenced to 10 years and 8 months in prison.

02:00For the first time, the Supreme Court admitted this appeal after dozens of previous objections.

02:04In this sense, if the Court declares the most recent appeal to be admissible, Martinelli

02:08would be absolved of the charges against him in the new business case.

02:19In Ecuador, the Ministry of Energy and Mines reported that from November 5th to the 10th,

02:24energy cuts will be six hours a day after more than a month of scheduled rationing.

02:29Experts point out that the origin of the energy emergency lies in the lack of investment and

02:32foresight of the authorities.

02:35In this sense, the provinces of Chimborazo, Santa Elena and Esmeraldas, the power cuts

02:40will be of four hours thanks to the recent improvement in river flows that supply the

02:43hydroelectric plants in those areas.

02:58In other news, also in Ecuador, the candidate for the Socialist Party to the National Assembly,

03:02Joselo Arguello, was the victim of an attack in the province of Santa Elena in the west

03:07of the country after denouncing mafias and organized crime groups.

03:10According to the authorities, it was an armed attack after which a close friend of the candidate

03:14is in serious condition.

03:16The violent acts were recorded during a meeting with villagers in the province of Santa Elena.

03:20In this regard, Arguello's political group condemned the new act of violence against

03:25its candidate and demanded that the authorities guarantee the safety of the politicians and

03:30initiate an investigation into the incidents.
