Tropical Depression hit the town of Palanan, Isabela, at 11 p.m.
00:08
And as of 4 in the morning, it is in the vicinity of the town of Alicia, still in Isabela.
00:13
Maximum sustained winds of 55 kilometers per hour are blowing near the center.
00:17
And there is a gust of up to 70 kilometers per hour.
00:21
There is a speed that moves westward or downstream at a speed of 30 kilometers per hour.
00:26
And it is bringing severe weather in many areas of northern and central Luzon.
00:31
Here in southern Luzon, Visayas, and Mindanao, there is still a strong south-west monsoon.
00:37
This is Baguio-Hiner and Baguio-Pulasan, which is still outside of our Philippine Area of Responsibility.
00:43
And soon, it will also enter our PAR.
00:46
Based on the latest track of hope, it is expected that Tropical Depression-Hiner will move westward or downstream in the next few days.
00:55
Maybe before noon, it will emerge in the West Philippine Sea.
00:59
And maybe it will rise as a tropical storm.
01:02
So maybe it will have an international name later in the afternoon.
01:06
And then from afternoon to night, this Baguio-Hiner will still remain in the Philippine Ocean.
01:11
Until it is out of our Philippine Area of Responsibility.
01:14
Tomorrow, early in the morning.
01:16
Until it moves towards the area between southern China and Vietnam.
01:20
Based on our forecast track, it is expected that it will be around 200 kilometers west of Baguio City later in the afternoon.
01:28
And tomorrow, early in the morning, it will be farther from our land.
01:31
Around 475 kilometers north of Pangasinan.
01:35
Also based on our latest track, our yellow circle.
01:39
If they will notice, this is associated with a strong wind.
01:43
This is the end of Baguio-Hiner.
01:45
Based on our forecast probability, or our cone of probability, it will rise in Ilocos Sur, the center of Baguio-Hiner.
01:54
Or maybe it will go down to Pangasinan later in the afternoon.
01:58
Tropical Cyclone Wind Signal No. 1 has now risen in more areas in the mainland zone.
02:04
Including Cagayan, Isabela, Quirino, and Nueva Vizcaya.
02:08
In the whole Cordillera region, we still have Tropical Cyclone Wind Signal No. 1.
02:12
Including Apayau, Calinga, Abra, Ifugao, Mountain Province, and Benguet.
02:18
In the whole Ilocos region, from Ilocos Norte down to Ilocos Sur, La Union, and Pangasinan, we still have Signal No. 1.
02:24
And up to the central zone, including Zambales, Tablac, Nueva Ecija, Pampanga, Bulacan, and Aurora.
02:32
Signal No. 1 is also in the northern portion of Bataan, including Dinalupihan, Orani, and Hermosa.
02:37
In the northern portion of Quezon, including Polilio Islands, General Nacar, and Infanta.
02:43
In the northern portion of Rizal, including the towns of Rodriguez and San Mateo.
02:47
And in the northern portion of Metro Manila, we already have Tropical Cyclone Wind Signal No. 1, or Malalakas na Hangin.
02:53
Including Quezon City, Caloocan, Valenzuela, Malabon, Navotas, Marikina, Manila, San Juan, and Mandaluyong.
03:02
These areas that we mentioned, automatically suspended sea travel for all types of sea vessels.
03:08
Because within 24 hours, the wind will be strong around 40 to 55 kilometers per hour.
03:14
And aside from that, there will also be occasional strong rains.
03:20
And speaking of rain, let's expect heavy to intense rains in the areas that are closest to Tropical Cyclone Henir.
03:27
Plus in the western sections of Southern Luzon and Visayas.
03:32
Heavy to intense rains, or up to 200 millimeters of rain for today.
03:37
Cagayan, Isabela, Quirino, Apayau, Calinga, Mountain Province, Ifugao, Ilocos Norte, Aurora, Palawan, Occidental Mindoro, Aklan, Antique, and Negros Occidental.
03:51
Moderate to heavy rains, or up to 200 millimeters of rain for today.
03:55
In the remaining part of Cordillera Region and Cagayan Valley, rest of Ilocos Region, Nueva Ecija, Bulacan, Quezon, Rizal,
04:04
up to Bicol Region, and remaining part of Mimaropa, Western Visayas, and Negros Island Region.
04:11
And other parts of the country, including Metro Manila,
04:14
let's expect heavy to intense rains and thunderstorms because of the Southwest Monsoon or Habagat.
04:23
Tomorrow and the day after, let's expect heavy to intense rains in some areas.
04:29
It's still an effect of the Southwest Monsoon.
04:31
And by tomorrow, up to 200 millimeters of rain for Palawan, Occidental Mindoro, Aklan, Antique, and Negros Occidental.
04:41
While we have moderate to heavy rains,
04:43
here in the Northern Ilocos Region, Cagayan Valley, Cordillera Region, Zambales, Bataan,
04:50
the rain will be stronger in Metro Manila, Calabarzon, Bicol Region, Central Visayas,
04:56
and remaining part of Mimaropa, Western Visayas, and Negros Island Region.
05:02
Because this is the time when the new typhoon, Cihelet, will enter.
05:06
And by Thursday, September 19, Occidental Mindoro will still experience the heaviest rain.
05:13
While in Metro Manila, moderate to heavy rains are still possible, especially in the morning and afternoon, as well as in La Union.
05:19
Pangasinan, Zambales, Bataan, Aklan, Antique, and remaining part of Mimaropa.
05:27
That's why we continue to remind our countrymen to be careful in flooding, especially in low-lying areas.
05:33
And those that are not typically flooded, it is also possible that there will be flooding in your areas.
05:38
It is also possible for rivers to overflow and flood, especially downstream.
05:42
And it is also possible in mountainous areas like Cordillera Region, landslides, rain-induced landslides, or landslides.
05:49
Local Disaster Reduction and Management Offices will always be able to coordinate with you if there is a need for evacuation.
05:56
Local Chief Executives will always be able to coordinate with you for possible suspension of work and class,
06:01
including Governors, Mayors, and the Barangay Chairman even.
06:07
And for strong winds, like the Southwest Monsoon, aside from the Signal No. 1 that we mentioned,
06:14
we will also experience flooding in Habagat, Batanes, Mimaropa, down to Bicol Region, Visayas, and Mindanao.
06:23
Flooding will continue in Zambales, Bataan, Bukas, Pampanga, Bulacan, Metro Manila, Calabarzon, down to Mimaropa, Bicol Region,
06:34
and here in Visayas and Mindanao.
06:36
Until Thursday, because of the Southwest Monsoon and the storm Helen, there will also be gusty winds in Isabela, Aurora, Pangasinan,
06:46
Zambales, Bataan, Metro Manila, and here in Calabarzon, Mimaropa, Bicol Region, Western Visayas, and Carraga Region.
06:56
Aside from the strong rain and strong winds, there will also be high waves because of the strong Southwest Monsoon.
07:03
Gale warning as of 5 in the morning, here in Batanes and northern portions of Ilocos Norte and Cagayan.
07:10
While the high waves will continue, here in Southern Luzon and Visayas, as well as Mindanao, in Occidental Mindoro, Palawan,
07:18
portions of Aklan, Antique, Iloilo, southern portions of Negros Occidental and Negros Oriental, Siquijor, here in Cebu, Bohol,
07:28
here in Southern Leyte, Dinagat Islands, Suico del Norte, Zamboanga del Norte, and Camiguin.
07:35
Up to 4.5 meters or one and a half of the high waves or one and a half of the high waves that we will experience in the mentioned areas.
07:44
Possibly, there will be suspensions for small sea vessels.
07:48
And in the remaining portion of our country, it is possible that there will be waves up to one meter high,
07:53
and sometimes, it will rise when the rain is strong.
07:57
And let's update regarding our monitoring of another typhoon outside of PAR.
08:02
This is still a tropical storm with international manipulation.
08:05
And it is located more than 1,900 kilometers east of Central Luzon.
08:10
A stronger portion at 65 kilometers per hour, near its center.
08:14
And there is a storm up to 80 kilometers per hour.
08:17
It is moving north-northwest and a slower portion at 15 kilometers per hour.
08:23
But eventually, it will also speed up as the Philippine Area of Responsibility will enter.
08:28
And note that this cloud cluster at the coast of our country,
08:32
most of it is already inside our Philippine Area of Responsibility.
08:36
But we don't have an indication that this will be a storm or a low-pressure area within 24 hours.
08:42
Based on our last hope, the Philippine Area of Responsibility will enter,
08:48
and later tonight, we will call it the Helen Tornado.
08:51
This will be the fourth storm for the month of September,
08:54
and the eighth for 2024.
08:57
It will still move north-northwest here in the northern Philippine Sea.
09:01
And within the next 24 hours from later tonight, it will be inside PAR until it leaves.
09:07
It may open in the afternoon or afternoon towards the Ryukyu Islands and the East China Sea.
09:14
It will still remain a tropical storm throughout the forecast period for the next two to three days.
09:20
But there is still the enhancement of the Southwest Monsun or Habagat,
09:23
just like the Ferdy Tornado that passed here in the north Philippine Sea,
09:28
in the corner of our Philippine Area of Responsibility.
