On the fifth day of the 78th session of the United Nations General Assembly, the Venezuelan Foreign Minister, Yván Gil, takes the floor. 00:32 of the Bolivarian Republic of Venezuela,
00:35 Nicolás Maduro Moros, and the entire Venezuelan people.
00:39 Allow us to congratulate you, Mr. President,
00:42 on your election.
00:43 We wish to express our solidarity
00:45 with the sister nations of Libya and Morocco
00:48 for the recent and painful loss of life
00:50 due to natural disasters.
00:52 President, 78 years ago,
00:57 at that historic moment when humanity,
01:00 having defeated fascism and Nazism,
01:03 envisioned the creation of a space
01:05 where dialogue among all states would prevail,
01:09 from which we could build global stability
01:11 and cooperation on the pillars of peace and security,
01:14 human rights, and sustainable development.
01:18 18 years ago, our Commander Hugo Chavez
01:22 stated on this stage, I quote,
01:26 "The United Nations has exhausted its model
01:29 "and is not simply a matter of reform.
01:32 "The 21st century demands profound changes
01:36 "that can only be achieved
01:38 "through a restructuring of this organization."
01:41 End of quote.
01:43 Painful as it is to acknowledge,
01:45 this statement remains relevant.
01:48 The United Nations has not fulfilled
01:50 its foundational purpose,
01:53 and we now face even more serious challenges.
01:57 The United Nations has not managed
01:59 to overcome the unilateralism of countries
02:01 that, by reproducing colonial and imperial logics,
02:05 seek to assert themselves above the principles
02:08 enshrined in this organization's founding charter.
02:12 The solution to the new and complex challenges
02:16 facing humanity today cannot be achieved
02:18 without consolidating inclusive multilateralism,
02:22 the democratization of international relations,
02:25 and a true multipolar system.
02:27 Today, we see how many agencies, programs,
02:32 and funds of the United Nations system
02:33 fail to fulfill their mandates
02:36 and end up being instrumentalized
02:38 by the interests of the United States of America
02:40 and its allies.
02:42 We must reform the organization
02:44 to make it a democratic institution
02:46 where all members have a voice
02:48 and participate in decision-making on equal terms.
02:53 It is essential to return to the practice of consensus,
02:57 including within this General Assembly,
02:59 which presupposes ending the zero-sum mentality
03:03 and instead promoting a win-win vision
03:07 that allows us to effectively address
03:10 collective interests through cooperation,
03:13 tolerance, and understanding.
03:17 It is equally necessary to advance
03:19 with the reform of the Security Council
03:21 to correct historical imbalances
03:23 and provide greater representation
03:26 to our mother Africa in that important body.
03:29 The United Nations cannot continue to operate as it is.
03:35 How many more resolutions must this General Assembly adopt
03:39 to put an end once and for all
03:40 to the criminal blockade against our sister Cuba?
03:44 How many more resolutions must this General Assembly
03:46 or the Security Council itself,
03:48 whose decisions are legally binding,
03:50 approve for the rights of Palestine
03:53 to be truly respected as a free and independent state?
03:57 We wonder how many more summits will be necessary
04:00 to confirm the noncompliance with commitments made,
04:04 particularly in the field of development.
04:07 How much more time must pass
04:10 for us to realize that under the current system,
04:13 it is impossible to achieve
04:15 the goals we have set for ourselves?
04:17 Since the year 2000, when we agreed
04:19 on the now-extinct Millennium Development Goals,
04:23 no less than 30 summits convened by the United Nations
04:27 have taken place.
04:28 It is crucial to move forward without further delay
04:33 regarding the reform
04:34 of the international financial architecture,
04:37 including the governance and decision-making methods
04:40 of the Bretton Woods institutions,
04:44 which serve the interests of a minority of wealthy countries
04:48 and they also politicize them to exert pressure
04:50 and domination over sovereign nations.
04:54 The restructuring of the United Nations
04:56 involves settling the historic debt of decolonization.
05:00 Our peoples were victims
05:02 of the crimes of colonization and slavery.
05:05 A just future is only possible if reparations are made
05:10 for the recognition, justice, and development
05:12 of historically affected populations.
05:16 We also reiterate our strong support
05:18 for Argentina, Mauritius, and the Comoros
05:22 in their sovereignty disputes over the Falkland Islands,
05:25 the Chagat Archipelago, and Mayotte Island, respectively,
05:29 as well as for the heroic peoples of Palestine,
05:32 Puerto Rico, and Western Sahara,
05:35 with whom we firmly stand in their just claim
05:39 for their inalienable right to self-determination
05:42 and the realization of the legitimate national aspirations.
05:46 President, in recent hours,
05:49 very worrisome events have taken place.
05:53 The government of the United States of America,
05:55 believing itself to be the sovereign of our continent
05:58 under the pretext of the illegal Monroe Doctrine,
06:00 has once again intervened in a territorial dispute
06:03 that has lasted for over 200 years
06:06 concerning our territory of Guayana Esquiba.
06:09 The origin of this controversy
06:10 lies in the dispossession of our territory
06:12 by the British Empire during the height of its violence
06:16 in the 19th century.
06:18 The imperialist aggression was fraudulently imposed
06:22 by the powers of the time in 1899.
06:25 Today, the government of the United States of America
06:29 seeks to appropriate our oil resources
06:32 by using the company ExxonMobil,
06:35 which has incorporated the government of Guayana
06:37 into its ranks.
06:39 Guayana is granting oil concessions
06:41 in an undiminuted maritime territory
06:43 in total violation of international law.
06:46 Unilateral disposal of a disputed territory
06:50 is not permissible,
06:52 but the government of the Cooperative Republic of Guayana
06:56 persists in its illegal conduct.
06:58 We denounce the fact that the government
07:01 of the United States of America
07:02 intends to militarize the situation.
07:05 The Southern Command seeks to establish a military base
07:08 in the contested territory
07:10 with the aim of creating a spearhead
07:11 in its aggression against Venezuela
07:13 and consolidating the plunder of our energy resources.
07:17 Two days ago, the National Assembly of Venezuela
07:20 unanimously decided to call upon our people
07:23 to participate in a consultative referendum
07:26 to reaffirm the defense of our sovereign territory
07:29 in the face of the aggression of the American Empire,
07:32 which seeks to lead us into a war over natural resources.
07:37 The Bolivarian Republic of Venezuela
07:38 reaffirms its commitment to peace,
07:40 but also its firm determination to safeguard its sovereignty
07:44 and territorial integrity.
07:46 Mr. President, the protection of cyberspace,
07:51 the fight against cybercrime,
07:52 the regulation of new information technologies,
07:55 social media, and artificial intelligence
07:57 must become a strategic priority for the United Nations.
08:02 If we truly advocate for the defense of human rights
08:06 and democratic principles,
08:08 we must promote fair and equitable regulation
08:11 that prevents the concentration of these new tools
08:14 in the hands of a few, driven by their interests and control.
08:19 We cannot accept the use of these new technologies
08:22 to destabilize legitimate governments
08:23 and destroy social harmony and peace.
08:26 Our country has serious and legitimate concerns
08:31 in this regard.
08:33 Given the destabilization, espionage, sabotage,
08:37 and cyberattacks that have been carried out in recent years
08:40 against the banking sector, the electrical system,
08:43 the oil industry, and national healthcare systems.
08:46 To reclaim the founding spirit of the United Nations,
08:51 hate speech and practices must be mitigated.
08:55 And attempts by some sectors to promote racist,
09:00 discriminatory, and xenophobic trends
09:03 must be unequivocally rejected.
09:04 These trends seek to revive and even glorify ideologies
09:08 we thought we were overcome, such as fascism,
09:13 Nazism, neo-Nazism, white supremacism,
09:15 and nationalist radicalisms.
09:17 Whilst these phenomena have their main manifestations
09:22 in Europe and the United States of America,
09:24 our own region of Latin America and the Caribbean
09:26 has not been exempt from such episodes.
09:30 Fifty years ago, a just man who dared to speak great truths
09:34 from this very podium and called on us to work
09:37 for a fairer international economic order,
09:39 the Mata President Salvador Allende,
09:43 was assassinated by fascists
09:45 acting on behalf of transnational capital interests.
09:48 In more recent times, political extremism
09:52 and the culture of hatred driven by similar interests
09:55 promoted an attack on our head of state
09:58 and government in 2018, a failed attack,
10:01 as well as an assassination attempt on our colleague,
10:04 Cristina Fernandez de Kirchner,
10:06 Vice President of the Republic of Argentina.
10:09 This has added to attempts to disregard
10:11 the democratic will of the Brazilian people
10:13 earlier this year and the recent developments
10:17 in the sister Republic of Ecuador.
10:19 With double standards, those who claim to defend freedoms
10:25 become persecutors.
10:27 Those who claim to defend democracy
10:30 activate mechanisms of political persecution
10:32 to reverse democratic processes
10:35 or to restrict freedom of expression,
10:37 as in the case of Julian Assange,
10:40 who remains a political target of those
10:42 who cannot forgive him for revealing
10:44 the true nature of imperialist interventionism.
10:48 We also reject the persecution of diplomats,
10:53 a clear violation of the Vienna Convention,
10:55 as in the case of our diplomat, Alex Saab,
10:57 who was illegally kidnapped by the government
11:01 of the United States of America.
11:02 We demand his immediate release.
11:05 This type of persecution jeopardizes the security
11:08 and integrity of all diplomatic envoys worldwide,
11:11 regardless of their nationality.
11:13 From the UN, we call on all countries
11:16 to reject this nefarious practice.
11:19 President, the current crisis of global leadership,
11:24 including within this very organization,
11:26 coupled with the polarization prevailing in our world,
11:29 exacerbates the current global crisis
11:31 and threatens to solidify a Cold War mentality
11:35 in international relations,
11:38 based on confrontation, deepening of divisions,
11:40 and the imposition of divergent visions and agendas.
11:43 An example of this is the irresponsible provocations
11:48 by the most powerful military force in the world,
11:50 which, by dividing the world into power blocks,
11:53 exacerbates conflicts,
11:55 leading humanity into an arms race
11:57 that can only result in the destruction of life
12:00 on the planet.
12:02 Let us measure how much has been invested in armaments
12:05 and how much in promoting spaces for diplomacy and dialogue,
12:09 and we will painfully realize how many opportunities
12:12 to save lives have been lost.
12:14 We express our concern at the rapid increase
12:18 in military spending in recent months,
12:22 reaching levels unseen in recent generations.
12:24 This is, then, a new and alarming arms race
12:30 that diverts resources
12:31 that would have greater benefits for humanity
12:34 if they were used not only in financing development agendas
12:36 or fighting poverty,
12:38 but also in addressing the food crisis
12:41 and the climate crisis that currently threaten the world.
12:44 We support the proposal of Colombian President
12:48 Gustavo Petro to convene a World Conference for Peace
12:52 in Ukraine and in Palestine.
12:55 We call for addressing these issues
12:58 in a balanced and cautious manner,
13:00 reducing tensions and promoting confidence-building measures,
13:04 not only in the Eastern European region,
13:07 but also on the Korean Peninsula and in Western Asia.
13:10 We are confident that this will create a conducive environment
13:14 for the success of diplomatic efforts for peace.
13:17 Venezuela is committed to the Declaration of Latin America
13:20 and the Caribbean as a zone of peace.
13:22 We actively participate in the reconciliation process
13:26 in the Republic of Colombia,
13:28 convinced that the achievement of total peace
13:30 for our sisters and brothers
13:32 will contribute to the consolidation of regional peace.
13:35 Mr. President, the world still faces a major pandemic,
13:41 the pernicious effects of an aggressive policy
13:44 manifested in the recent past.
13:46 Manifested in the illegal imposition
13:48 of unilateral coercive measures against a third of humanity.
13:51 These so-called sanctions violate all norms of international law
13:57 and the purposes and principles
13:58 enshrined in the United Nations Charter
14:00 and constitute mass violations of human rights
14:03 for millions of people.
14:04 These measures are applied precisely by those
14:08 who then present themselves as champions of human rights.
14:15 They are also a deliberate attack
14:17 on the right development of entire peoples
14:20 and an impediment to the achievement of the 2030 Agenda,
14:24 which has been discussed so much throughout this week.
14:28 These illegal measures have created a crisis
14:31 in the system of international relations,
14:33 and we demand their complete, immediate,
14:36 and unconditional lifting.
14:38 It is unacceptable for our peoples
14:42 who daily resist the effects of a criminal blockade policy
14:45 for this General Assembly to attempt to ignore
14:48 in its political documents such an outrage.
14:51 Therefore, we cannot endorse any declaration
14:55 that ignores or omits this pivotal issue
14:58 for the lives and existence
15:00 of hundreds of millions of human beings.
15:02 How much our countries could improve
15:07 the quality of life for our peoples,
15:08 could eradicate hunger or cure diseases
15:10 if we were allowed to fully develop our capacities
15:13 based on our vast potential.
15:15 The Bolivarian Republic of Venezuela
15:19 has been a victim of a cruel policy of aggression and siege.
15:23 More than 930 unilateral coercive measures
15:27 have been imposed on our country
15:29 by the government of the United States of America
15:33 and its accomplices.
15:34 These illegal measures have caused great pain
15:38 and suffering for our people,
15:40 with economic losses amounting to over $232 billion,
15:44 a steep drop in our GDP
15:48 and the confiscation of billions of dollars
15:50 in sovereign resources
15:51 held in the international financial system,
15:54 including 31 tons of gold seized by the British government
16:00 in the Bank of England.
16:01 Not even the COVID-19 pandemic was reason enough
16:06 to lift these illegal measures.
16:10 Today, we face a new generation of more cruel
16:13 and destructive unilateral coercive measures
16:16 that affect access to vaccines, food
16:19 and other essential goods and services,
16:21 turning these atrocities into true crimes against humanity.
16:25 The United Nations High Commissioner for Human Rights
16:30 has recommended the suspension and lifting
16:33 of any harmful unilateral coercive measures
16:36 on human rights.
16:38 Venezuela demands the complete, immediate
16:41 and unconditional end to all illegal policies of sanctions
16:45 and economic, commercial and financial blockades
16:48 to which Venezuela, Cuba, Eritrea, Iran, Nicaragua,
16:53 Syria, Zimbabwe and other sister nations,
16:56 which have successfully navigated
16:59 these imperialist imperial policies
17:01 with determination and commitment.
17:04 We thank all the people of Venezuela
17:07 and we thank all the peoples of this world
17:09 and so many sister nations that have called
17:12 for the lifting of sanctions from platforms
17:14 such as the community of Latin American and Caribbean states,
17:17 the Bolivarian Alliance for the Peoples of our America,
17:19 People's Trade Treaty, the Caribbean community,
17:21 the Southern African Development Community
17:23 and each of the countries in this very chamber
17:25 that have demanded the lifting of sanctions.
17:28 This demonstrates that Venezuela has never been alone.
17:31 Without the obstacle of unilateral coercive measures,
17:35 Venezuela is prepared to be part of the solution
17:38 to the crisis, particularly in the areas
17:40 of food security and energy.
17:43 President, we propose the establishment
17:48 of a zone free of unilateral coercive measures
17:52 in which we can conduct our financial transactions
17:55 and interbank payments, allowing us to guarantee
17:59 direct investments and legal trade between our nations
18:02 without risks or arbitrary or punitive impediments
18:06 by Western powers.
18:08 Nevertheless, despite the difficulties and aggression,
18:12 our government's commitment to eradicating poverty,
18:15 achieving social justice and fully enjoying all human rights
18:19 as well as our commitment to the sister peoples
18:21 of our Latin America and the world is unwavering.
18:23 Despite the attacks, aggressions, siege and looting
18:29 resulting from unilateral coercive measures,
18:31 the Venezuelan economy has begun a process of recovery
18:34 with projected growth figures far surpassing
18:36 those of other countries in our region,
18:38 as highlighted by the Economic Commission
18:41 for Latin America and the Caribbean
18:43 and other specialized organizations.
18:45 These results, achieved through our own efforts,
18:49 have made us a regional benchmark for economic growth
18:52 whilst never neglecting the essentials,
18:56 protecting our people through social investment.
19:00 President, we are facing an existential climate catastrophe
19:05 for millions of people, especially for our brothers
19:09 and sisters from small island developing states,
19:11 both in the Caribbean and in the Pacific.
19:14 The effects of years of climate injustice
19:18 marked by unsustainable patterns of consumption
19:20 and production have accelerated in recent years.
19:23 Libya has been one of the most recent victims
19:28 of the impacts of climate change,
19:29 which has also affected our country
19:31 with floods and record temperatures in recent months.
19:36 In renewing our firm commitment
19:39 to the United Nations Framework Convention on Climate Change
19:42 and the Paris Agreement,
19:43 we insist on the need to ensure adequate funding
19:46 for the Loss and Damage Fund,
19:48 always bearing in mind the principles of common
19:51 but differentiated responsibilities and equity.
19:54 We know that the resources exist where they are
19:59 and who has them.
20:00 As Comandante Chavez said 14 years ago,
20:03 let's not change the climate, let's change the system.
20:05 President, in the face of the economic and financial crisis
20:09 that particularly affects developing countries,
20:11 we need a new model for the mechanisms of global governance
20:15 where the global south has fair access
20:18 to international financing.
20:20 Until there is a true and effective reform
20:23 of the multilateral system in the financial sphere,
20:26 the sustainable development goals,
20:28 the subject of this meeting,
20:29 are destined to be unfulfilled.
20:32 Debt is an essential problem for developing countries
20:36 and there is little hope that things will improve soon
20:39 if the current system is not radically changed.
20:42 The World Bank, the IMF and Western credit institutions,
20:48 while charging low interest rates to their friends,
20:52 burden developing countries with unpayable interest rates,
20:57 which some experts have termed a criminal financial apartheid.
21:01 This neo-colonialist scheme of plunder and dependence
21:05 must be rooted out.
21:07 President, among the major challenges facing humanity today
21:12 within the framework of this global systemic crisis
21:15 and where this organization has a fundamental role to play
21:18 is the phenomenon of international migration.
21:20 We cannot allow migrants to be stigmatized and criminalized.
21:27 President Nicolas Maduro Moros requests the support
21:31 of the United Nations to hold an international conference
21:34 in Venezuela without exclusions,
21:36 to reach joint agreements and commitments
21:38 to address the phenomenon of migratory flows
21:41 from a comprehensive and humanistic perspective.
21:44 A true international commitment to guarantee
21:46 the rights of migrants to citizenship,
21:48 identification, dignified work, social security,
21:52 and the respect for their dignity.
21:54 President, free peoples are building a new world order.
21:58 This new multipolar and multilateral world
22:03 of peace and economic prosperity, free from hegemony,
22:06 anchored in the United Nations Charter
22:08 must be based on the values of true multilateralism,
22:11 international cooperation, and solidarity.
22:15 In this regard, we recognize the contribution
22:18 of the BRICS group, which Venezuela aspires to join,
22:22 to the current global geopolitics
22:24 and the democratization of international relations.
22:27 We also applaud the efforts of countries
22:29 that contribute to dialogue, understanding,
22:33 global peace, and common progress,
22:35 such as the People's Republic of China.
22:37 Venezuela supports its global development initiative,
22:41 its global security initiative,
22:43 and its global civilization initiative.
22:46 It is through common efforts,
22:49 with the spirit of complementarity,
22:51 solidarity, and cooperation,
22:53 that we can change the course
22:55 towards a common destiny of prosperity
22:56 and stability for all of humanity.
22:58 It is up to us to save the system
23:01 of international relations from the threats
23:03 that currently loom over it.
23:05 It is up to us to preserve the principles
23:07 of the United Nations Charter,
23:09 on which international law is based.
23:12 And it is up to us to make the dreams
23:14 of peace and security, sustainable development,
23:17 and human rights for our peoples a reality.
23:20 Aware of this historic task,
23:22 Venezuela, together with a group of countries
23:24 from various regions of the world,
23:25 undertook the task of building a platform
23:27 from which all responsible members
23:29 of the international community can be mobilized
23:31 to preserve, promote, and strengthen
23:34 the founding treaty of our organization.
23:36 Thus, two years ago, the Group of Friends
23:41 in Defense of the United Nations Charter was born.
23:43 It has now positioned itself as a key actor
23:46 in various intergovernmental processes
23:48 taking place in this multilateral forum.
23:51 As our President Nicolás Maduro said
23:54 a few weeks ago at the BRICS+ Summit,
23:56 "Definitively, unity is what makes strength,
24:01 and that united strength promotes
24:03 a new global relationship paradigm
24:05 and promotes a new 21st century global geopolitics."
24:09 Let us work together so that the United Nations
24:13 also becomes an organization that responds
24:15 to the needs of people around the world
24:17 and to the needs of peoples for this century.
24:21 Much has been said about Venezuela in recent years.
24:25 Much disinformation has been spread
24:27 through major media corporations and social networks
24:30 about the reality of what is happening in our country.
24:33 Many attempts have been made to sew a media matrix
24:38 through so-called fake news,
24:39 with the aim of deploying humanitarian intervention
24:43 in our country in flagrant violation of our sovereignty.
24:47 Thanks to our Bolivarian diplomacy of peace
24:49 under the leadership of President Nicolás Maduro Moros,
24:52 the truth about Venezuela has always prevailed
24:55 and resonated strongly within the United Nations.
24:58 Today, the Bolivarian Republic of Venezuela
25:01 is in complete peace and tranquility.
25:05 Dialogue has been a permanent policy
25:07 of the Bolivarian revolution and has prevailed
25:09 as the only option on the table
25:11 to resolve differences within our nation
25:14 without foreign interference or tutelage of any kind,
25:16 all within the framework of our national constitution.
25:19 We have been, are, and will always be a country
25:23 open to respectful debate among equals.
25:26 President, those who attempted to subjugate our people
25:36 through economic terrorism, hunger, disease,
25:39 foreign invasion, the thwarted assassination
25:43 of our head of state and government,
25:44 and the imposition of fictitious entities
25:47 to promote a regime change agenda
25:50 and facilitate the theft of national assets
25:52 have failed miserably.
25:54 Dozens of countries took an ill-conceived and clumsy stance
25:59 which unfortunately left them ridiculed
26:03 in the face of history.
26:05 Together, the vast majority of those countries,
26:07 with few exceptions, have overcome
26:09 the uncomfortable episode
26:10 and have returned to the path of diplomacy
26:12 and understanding among equals.
26:15 In Venezuela, we stand tall, fighting alongside our people,
26:20 with unity among all sectors of the country
26:24 and heading towards a new electoral process
26:26 in which, despite the campaigns
26:28 that have already been launched to discredit it or question it,
26:31 we are confident will result in new popular victories
26:35 based on the sovereign will of the Venezuelan people.
26:38 Once again, in 2024, we will go to the polling stations
26:42 in a civic and massive manner to reiterate support
26:45 for the Bolivarian revolutionary and socialist project
26:48 initiated by the internal commander,
26:50 Commander Hugo Chavez-Frias.
26:53 Allow me to conclude by reiterating
26:55 that Venezuela remains determined
26:56 to do the master of its destiny and to exercise its sovereignty,
26:59 determined to continue consolidating its independence
27:03 and its right to live in peace.
27:05 Our nation and our people do not yield,
27:07 nor will ever yield to pressure, blackmail or threats,
27:10 and will continue to be free.
27:12 Today, we find ourselves with a high morale
27:14 and a high level of awareness and unity
27:16 to continue advancing in the construction
27:18 of a homeland of social justice, solidarity and inclusion,
27:22 inspired by our liberators and the permanent will of a people
27:25 that does not surrender and will never surrender,
27:27 determined to continue winning in revolution.

27:46 The Venezuelan Foreign Minister expressed Venezuela's condolences
27:50 to the people of Libya and Morocco
27:51 after the devastating natural disaster
27:53 that hit those two nations.
27:55 He also said the UN has not been able to succeed in its purpose
27:59 and has not been able to stand against unilateralism.

28:55 and also condemned the imprisonment of diplomats
29:00 exiled by the United States and demanded his immediate release,
29:04 and supported Colombia's total peace policies
29:06 enacted by the administration of Gustavo Petro.
