Police say a man, who was shot dead in Melbourne’s outer east last night, was tasered three times before officers fired. A woman, who was being attacked by the man, remains in a critical condition in hospital.

00:00The 48-year-old woman who was at the address behind me last night remains
00:05fighting for her life in a critical condition in hospital. Police were called
00:10to this property at Yarra Junction about half past five last night when they
00:14heard screaming and yelling coming from the bedrooms. Now inside they found a
00:18woman who was being strangled by her younger brother. Police say he'd used a
00:22samurai sword to partially sever her arm. When they directed him to stop he was
00:27then tasered. Police made more requests but when he refused to cooperate the 45
00:32year-old was shot and died at the scene. His sister was flown to hospital in a
00:38critical condition and that's where she remains today. We've spoken to neighbours
00:43who are nearby and they shed some light on how the situation unfolded last night.
00:47Well we knew what had happened last night. The grapevine around the country up here
00:53moves pretty quickly so we knew something major had happened with a helicopter and
00:56and that turning up and we had a fair idea of what had gone on but nothing was
01:03out of the unusual. There was just a big police presence and ambulance presence and
01:07a helicopter and that was it. A quiet family so the mum's lovely bump into her
01:14occasionally don't often see the kids sometimes you know just wandering out to
01:21get the groceries you'll see them but they kept to themselves she didn't often see
01:25them around. Forensics teams have visited the site this morning and
01:29Professional Standards Command will oversee the police investigation which is
01:33standard practice whenever there is a fatal police shooting.
