00:14Sa kasulukuyang po, ano po ang kasulukuyang kalagayan ng Bayan ng Cainta?
00:21Mayroon po kami bukas na 15 evacuation centers now.
00:24The totals to a number of 2,100 individuals.
00:30It's spread mostly sa floodway area.
00:33Pero kung tinatanong nyo naman yung sitwasyon ng pagbaha dito sa atin,
00:37bumaba na po yung tubig.
00:40Yung Cainta River namin, bumaba na rin ng tubig.
00:43So, yung mga main thoroughfares namin are already passable.
00:47But yung mga areas mismo affected by the sudden surge of water po sa Imelda Avenue,
00:52yung mga villages along Imelda, still are submerging waters po.
00:57Although, mabilis po ang pagbaba ngayon,
01:00and we are monitoring it by midnight sana,
01:04assuming that the rains won't be coming in anymore,
01:07pwede nga maubos na po yung tubig sa kanilang mga lugar.

01:14sa mga kabahayan, kabuhayan, at infrastructure?
01:18You're talking about the area, the percentage of the area that was affected,
01:24or you're talking about monetary terms?
01:27Yung magnitude po.
01:29Magnitude, let's say 40% of Cainta was affected by the flooding.
01:36I'd say these are comprised of the whole stretch of floodway
01:39and Imelda Avenue villages and places.
01:44So that constitutes at least 40% of our town.

01:54They have actually been sending us some of their systems comprised of manpower,
02:00yung mobility namin through transportation.
02:03Kasi siyempre matataas yung mga baka.
02:06And then we expect to bring in at least yung mga sasakyan
02:11that's durable enough to penetrate yung mga areas
02:15na talagang sadyal with so much water.
02:18And then there's also some supplies coming in from the national agency
02:23para sa mga cleanliness, at saka honey sanitation and hygiene
02:28ng mga taong affected by the floods.

02:30From your estimates, Mayor Nieto,
02:34how many barangays po ba ang lubog pa rin sa baha?
02:37I mean, ngayong pumasok na ang Bagyong Emong,
02:40inaasahan pa ba natitindi ang baha sa lugar?
02:43Well, assuming that the rainfall would still be consistent
02:46as that was exhibited in the last week,
02:49yes, I'm sure it's heading to mass and tubig.
02:51If you're asking me now how many barangays are still affected,
02:55I'd say there's just two.
02:56Two now that's being affected out of the seven barangays that we have.

03:20and we don't really have any problems trying to convince them
03:24to move to the evacuation centers once the signals are up.
03:28Dulo naman sa hinahing, there's hardly any,
03:30lalo na yun na sa evacuation centers,
03:33because we try to support them,
03:34we send them,
03:35we feed them,
03:36and we provide the basic necessities that they need.
03:40Most of them have already come,
03:42returned to their places,
03:44kasi I've heard from the latest information that was conveyed to me,
03:48na yung part of the floodway area is already back to normal.
03:51So which means,
03:52since it's just maybe five steps away from where they live,
03:55they've opted to come back and maybe clean their houses already.
03:59Yung clearing operations niya, sir,

04:04is it already in process?
04:05Or hihintayin niyo na matapos rin yung bagyong emong?

04:19whenever we see areas that are dry enough for them to start cleaning it up,
04:23we already call our teams to come in and bring their trucks, no?

04:52may plano po ba ang LGU sa long-term disaster preparedness?
04:59Yes.
04:59We always have plans for that.
05:01Every year,
05:02there's the project that we put up
05:04para ma-mitigate namin yung flooding dito.
05:07We started with the system tanks.
05:09The next thing was the bigger dreneges.
05:12And then the last year was the pumping stations.
05:14And by next year,
05:16magkakaroon na rin kami ng wall, no?
05:19That would separate us from the backlash of waters
05:22coming from Mangahan floodway, no?
05:24We call it the floodgate of kainta.
05:26So every year,
05:27there's actually a systemic level up
05:30of the projects
05:32that are actually designed
05:34to mitigate yung condition ng pagbabaha dito.
05:37And those things have already prospered
05:40in the sense that 60% of our town
05:43is flood-free.
05:45Yung na-iwan na lang
05:46would be the isolated area
05:47of along Imelda Avenue.
05:49And of course,
05:49the berm side of floodway
05:51kasi pag tumaas talaga
05:52ang Marikina River,
05:54talagang tataas po ang tubig sa floodway
05:55because it's supposed to be the area
05:57kung saan dadaan ang tubig.
05:59Yes, sir, no?
06:00It's medyo komplikado
06:02ang positioning ng kainta, no?
06:04Because it is a flood basin.
06:05It's a catch basin po, no?
06:07Ng ibat-ibang mountainous areas.
