00:00on a dark night in Sussex the traffic cops are feeling the heat and so are some of their customers
00:11there are burning issues on the streets of Eastbourne a hot pursuit people with money to
00:25burn and youngsters playing with fire what a wally frustrated kid he decided to do something
00:32different a moment of madness and his problem
00:55down on the south coast Sussex traffic cops have got a brand new crime-fighting toy a 150 mile an
01:06hour VW Golf R 32 you have to look very carefully to see it's not a standard golf and even more
01:14closely to see it's actually a cop car it's always nice to get a new updated unmarked car
01:21PC's Chris Story and Mick Dunn are on their way towards Hastings in it where someone's run off
01:28from a car crash we've got a fail to stop RTC it's a rather large American Cadillac or something's
01:35been driving along this road another car a small blue Fiat Punto has driven into the back of him
01:42whatever reason the driver's driven off and it's gone straight into a pub car park left his car there
01:47and he's running off through the fields to our left here and he's got behind the houses towards
01:52the leonards there's a couple of units out looking for him just where we are I've got it Hotel Tango 281
02:05and we're on the scene at that location now it's probably not there running is it where on the side of the road
02:15see the bloke up there yeah by the petrol station yeah there's no one here at the Peugeot garage but it
02:22looks like we've got someone running down by the Mercade petrol station just going there now thanks to
02:28the unmarked car the offenders got no idea the cops are coming to get him whether he saw our car turning
02:35in whether he thought we were just going to put on the petrol station or what but suddenly a bloody
02:40copper jumping out on him yeah probably took him back a little bit put your hands down set I'm just
02:44going to handcuff you at the moment 201 no I'm going to cast the petrol station have you been drinking yeah
02:50right I'm resting you on section for the road traffic out you're going to have to say anything to me on
02:54defense if you don't mention when question something's left alone can you do say maybe
02:57given as evidence all right come stand over here by the railing for a second you got anything on
03:02you shouldn't have at all no okay one in custody section four drink drive clapping prisoners in
03:09irons is routine practice in Sussex even when they appear to be perfectly amenable initially people
03:17may be fine but for no apparent reason they can just you know go and then you've got perhaps you
03:23know unnecessary trouble on your hands you've just been following all the way I'm coming all
03:27the way down and I just popped him again oh so you've seen him before lost sight of him seen him
03:32again here again yeah fantastic it's thanks to the witness who saw the accident that the drink
03:37driver wasn't able to get away all right and Paul if you want to take a seat in the back of this one
03:42mind your head as you get in okay he was very compliant to begin with put his hands up to the crash
03:53told me been drinking I didn't see of any point going for a breath test on him at that point he's
04:00clearly thinks he's over the limit straightforward section for road traffic he's under arrest we'll
04:04take him up the nick do a breath test and see how much over he is if he is
04:07he's absolutely sweating he's been running I don't know whether that at this point is because he's
04:19just exhausted himself and he's just happy for a sit down in a police car or what but he gets in a
04:25police car we have drive to custody and he's good as gold the whole way there oh Sarge this is Paul
04:33Collins he's been involved in hit-and-run RTC Ravenside roundabout he's driven to the bullying
04:40public house for his decants and run off down Bexhill Road we stopped him spoke to him asked him if he's
04:46been drinking he said to me has he's been detained section 4 road traffic Paul Collins is going to be
04:51tested on a machine called an intoximeter it will give an accurate measure of just how much he's
04:57been drinking a cursory search is also part of the routine for all prisoners but it can sometimes
05:08be a delicate issue don't touch me mate ask me I'm searching I just said to you don't stop
05:14look don't stop creating I've just asked what type of underwear you've got I've just said I'm going
05:19to search it all right I'm going to pull the front of your trousers out so I can see your underwear
05:22there you go I don't want to see you see the underwear I want to make sure there's no cords
05:26on the underside about two seconds thank you right got the narc with Mick who's trying to search him
05:34accusing him of you know trying to get near his tackle clearly you know Mick's got no interest in
05:41doing anything like that but we have to search everyone that comes into custody you know it
05:44wasn't a strip search or anything like that he was just obnoxious there's no point rising to their
06:01sort of levels you know you've got to remain calm and professional what I'd like to do get a really
06:07good big lung full of air okay like long and hard so I'll tell you to stop okay ready when you are
06:12keep going keep going keep going keep going keep going keep going keep going keep going keep going
06:20lovely thank you very much the intoximator has confirmed Collins is well over the drink drive
06:26limit of 35 micrograms of alcohol per 100 millilitres of breath so nearly nearly three times the limit
06:34he can't be interviewed about what happened earlier until he's completely sober which means
06:39spending some time being banged up right yeah man I'm afraid we can't do anything with you for a
06:44while we need to interview you about matter I'm afraid you're going to have a period of sleep
06:48that's going to be about seven hours yeah seven eight hours by the figures you've just supplied
06:54what we need to do is put you into your cell for a little while and interview you later on about the
07:00yeah you do you know blanket and a mattress and cup of tea and get your head down or do whatever
07:06you want to do we'll see you later on while Collins dries out he sees Dunn and Story are going to
07:12find the owner of the other car involved in the accident meanwhile traffic cops 30 miles away near
07:21lewis have got some more sensitive customers to deal with
07:27this time of the four-legged variety our horses are very unpredictable they're big animals if they suddenly flare up you're not going to be able to hold them down and they can go anywhere and the last thing you want them to do is go running across the main A27 the cars are travelling at 70 and sometimes more miles per hour
07:28there was a lady driver of the truck and five or six
07:35there was a lady driver of the truck and five or six
07:40and I'm not going to be able to hold them down and they can go anywhere and the last thing you want them to do is go running across the main A27 the cars are travelling at 70 and sometimes more miles per hour
07:47and sometimes more miles per hour
07:54there was a lady driver of the truck and five or six sort of horsey ladies in all their riding gear sitting with the vehicle
08:02the vehicle hasn't been involved in an accident it's only broken down
08:16and the horses inside are still under a tight rein but it's in a very vulnerable position as there's no hard shoulder so the cops have to close one of the lanes
08:31the longer you leave them the more stressed out they get so they're alright at the moment but they start to want food and get impatient and they're not built to stay on the vehicles really
08:43the box can't be moved with the horses still inside so until another suitable vehicle comes to transfer them to it's going nowhere
08:50we were told it would be half an hour and then half an hour went past and it was another half an hour and before you knew it it was getting very dark
08:58and obviously it made it even more dangerous as well
09:05hello mate is that the motor down there?
09:07near Hastings BC Dunn's come to get a statement from the owner of the car hit by the drunk driver he arrested earlier
09:14oh dear much damage?
09:16it's an American classic a 1972 Dodge Demon
09:20and the guy come into the back of me and there's the strange part about what this is he was the one that let me into the traffic
09:26I had a fuel leak
09:27right
09:28so I pulled over and thought nice one I know what that is I know exactly where it's coming from
09:30bang pulled over adjustable boom boom boom that'll get me on no problems yeah
09:34so it's literally just dripping we just smell the petrol
09:36great no problems
09:37yeah
09:38and the guy who hits me up the button is the same guy who goes thank you mate
09:42thank you very much
09:43right
09:44we've driven right down the road got onto the roundabout
09:45I've checked to the right everything's cool no problem you know it's a busy road anyway
09:49but there's a lull in the traffic obviously going the other way
09:52plenty of time we've all pulled out
09:54everyone's stopped on the roundabout bang straight to the back of me
09:57I thought no don't believe this of course I got out
10:00I wasn't quite as happy as I am now actually
10:02well thankfully I wasn't taking the statement PC Dunn was it was his prisoner so he gets the grotty paperwork that goes with it
10:09I thought I was obviously clumsy of you mate so I said to him mate very happy mate to be honest with you
10:13you know in certain terms got back in the car again he said I'll pull over there
10:16so I've pulled onto the service road stopped expecting to see him behind me
10:20no guy
10:21I think Mick's probably had easier statements
10:23bumper
10:25number plate
10:27plane
10:28that's a sore point
10:30er
10:31that is a really sore point
10:33believe it or not the lamp as well
10:35and I think that's about it
10:37so obviously now it's not a case of
10:39I've got to have the bumper read done
10:41it's got a dent in the car
10:42if you look at it really strokes on perfectionist
10:44nice
10:45yeah
10:46the demon is one of only five in the country
10:50this chap clearly does take a pride in his car
10:53and the condition of it really was very very good
10:56so clearly he wasn't happy
10:58so there was a fair bit of damage there which would take quite a lot of putting right I should think
11:03he's insured
11:05good for him
11:06yeah so that's not going to be too much of an issue for you
11:09now the strange part about all this is
11:10you don't want to sound rude
11:12saying look can we just
11:14get on with this please
11:18things are taking rather a long time on the A27 as well
11:22but at last another transporter has turned up
11:25so the operation to move the horses can begin
11:28we had to close both the eastbound and westbound carriageway
11:33you can't close one carriageway
11:35because even the sound of the vehicles going past lorries will spook the horses
11:46but it's not going to be an easy ride
11:49the first horse that was taken off
11:51just didn't want to go into the second truck
11:53no matter what it weren't going to go in
11:55it was obviously a bit sort of shaken up
12:04and not sure what was going on
12:08my initial thoughts were
12:10this one could bolt
12:12because it didn't look happy at all
12:14but eventually they managed to calm it down
12:17once the first horse had gone in
12:21it sort of realised it was ok
12:23and followed it in
12:24luckily the horse hasn't bolted
12:33so the stable door can now be closed
12:38Mum I'll see you later
12:40alright
12:41you thought it was going to be a boring evening
12:42didn't you?
12:43I thought that was going to be a bit stubborn
12:44that one
12:45thank you very much
12:46take care bye bye
12:51with the horsing around finished
12:53it's time to reopen the highway
12:55there's a new craze on Britain's streets
13:09mini motos
13:11miniature replica motorbikes
13:13PC Dunn and PC Andy Smith
13:17are on their way to help a colleague
13:19who's come across one in Eastbourne
13:21like Munich stops running the mini motos
13:26we can have it 165 can we?
13:28yeah
13:29we don't have any insurance
13:30mini motos look like toys
13:32and are often bought as presents
13:34by well-meaning parents or grandparents
13:36but they're not toys at all
13:38people started riding them around
13:42thinking it was ok
13:43but in fact they're still classed as a motor vehicle
13:45they've got an engine
13:46some of them are actually quite powerful
13:48but they're not road legal
13:50and a lot of these lads it seems to be
13:52we'll be able to get some older people as well
13:54are riding them that haven't got the proper licence
13:57obviously some of them need a motorcycle licence
13:59they're not insured
14:00and they're riding them on the road
14:08PC Stephens had stopped this lad
14:11hurtling up the road on his mini moto bike
14:14he's got a 59 morning in place on that moto
14:16oh right ok
14:17ok
14:18he had been stopped already riding that vehicle
14:21doing exactly the same thing
14:22so he had already been given a section 59 warning
14:25by other officers a week or two weeks earlier
14:28the cops like to issue section 59 nuisance warnings
14:32to boy racers or mini moto riders
14:35as a way of getting their vehicles taken off the road
14:38what type of driving licence you got
14:40um
14:41on you
14:42but in this case they're going for a section 165
14:46he's not complying with that part of the road traffic act
14:49um
14:50you're held 19
14:51right
14:52so no licence at all
14:53right
14:54and obviously no insurance i would imagine as well
14:56ok
14:57um basically what we're going to do
14:58um
14:59report for defence and no insurance and no driving licence
15:01and we're going to seize your bike ok
15:04and take it
15:05and that'll probably be the last you see of it i'd imagine
15:07um
15:08well it is uh
15:09MITable because all after this and the number into the
15:13dlb and then get the registration
15:16time to time we do get um
15:18pocket policemen or pocket solicitors you like to call them
15:21that seem to know the law better than we do
15:23you can get insured on it
15:24all right okay
15:25it's just a mini version of a road legal bike
15:27right
15:28well good luck
15:29because if if you can get it all sorted and you can claim about
15:31i'll give you a form anyway
15:32obviously you've committed the offence here tonight
15:34we're riding down the road on it
15:35um they're not designed for that
15:36they're designed for off-road use yeah
15:38private car parks and
15:40right
15:41okay
15:42before me
15:43yeah
15:44yeah i mean at the end of the day it's still a motorbike yeah
15:46as you can see from the vehicle it's not road legal
15:48it's got no lights no indicators nothing
15:50it's not made for travelling on the road
15:52it's got no identified by all numbers so
15:54going to seize the vehicle take it away
15:56and he's going to be dealt with for
15:57no insurance and not having a driving licence
15:59i've never seen anybody riding on those things
16:01who can get it road legal and put it on the road
16:03i never say never i'm sure it can happen
16:05do you intend to drive in the future
16:06is your intention to have a car licence right
16:08so the problem you have now is um
16:11you're going to get points on a fine yeah
16:13moment of madness eh
16:15typically for no insurance you end up with six points
16:18but you can get more and obviously there's a no licence issue as well
16:21so he can end up with points on a licence before he's even got a licence
16:25no i'll do the paperwork
16:27you'll get a summons through the post to your grandparents address
16:29if you get one of those things again just think twice about using it on the road yeah
16:32take it somewhere private and use it
16:34okay then turn up
16:36i feel a bit sorry for him actually
16:38he's probably not a lot different to a lot of young lads out there
16:40you know he's got himself a lovely toy
16:42he's got himself a lovely toy
16:44he can ride up and down the road
16:45perhaps hasn't realised um what he's doing
16:48but ignorance i'm afraid is an excuse to the law
16:50um and if he didn't have a serious accident
16:52then he wouldn't have got any backup at all
16:54do you want your petrol or oil
16:56oh he's got it in the bank
16:57otherwise we'll only get left there
17:00we don't really want to have to clear it up
17:02all right take care
17:04the lad's been allowed to keep his fuel and the oil he had with him
17:09you're gonna be all right with that
17:11but the recovery agent has arrived to take his mini bike away
17:15under his arm
17:17the driver was strong enough to actually pick the bike up and carry it to the truck and put it on there
17:23we thought it was the end of the matter off he went with his can of petrol in his hand
17:27which Mick my colleague gave back to him rightly so it's his his can his petrol
17:32but an angry young man and a can of petrol can be a volatile combination
17:37then about five minutes later he put a swastika sign with petrol in the grass and set fire to it
17:42by the time he got there he obviously disappeared
17:50it was a swastika
17:52what a wally
17:53it wasn't a very good one but it was clearly obvious that's what it was
17:56there's no point calling Trumpton out for it
17:59it's all burning itself out
18:05it's one of those symbols that anyone can take serious offence at
18:09it's another moment of madness
18:11witnessed by some kids
18:13what did you just point the petrol in the grass and set fire to it
18:15is what we did
18:17yeah he's tried to
18:19I had a quick search of the football pitch just in case he wasn't hiding in the bush laughing at me
18:23he's obviously had his bike seized by us
18:25he's a little bit upset
18:26hindsight shouldn't let him walk off with his petrol and his oil
18:29but he said to them that he was going to come around here and set fire to the little community centre here
18:33it would be nice if we were going to find him again and put him straight on in a few matters
18:38so he'll keep an eye out for him
18:39I was quite happy he wasn't there there was no damage to the community centre
18:42but PC Dunn's not going to let it lie
18:46any sympathy he might have had has gone up in flames
18:49I'd like to find a little so and so
18:53I'll have him in
18:56would you?
18:57yeah
18:58a bit of singe grass
18:59a little trawl around the estate has turned up trumps
19:03stop stop stop
19:08he was down the bottom end of the road we'd stopped him riding in
19:13and he's walking up towards us
19:15and on seeing or recognising our car he's ducked down an alleyway
19:20can I ask you your name?
19:22yeah you just stopped me
19:24alright mate
19:25you're under arrest on section 4 public order act
19:26why
19:27do you not have to say anything mate?
19:28why
19:29I believe you just burnt the swastika into the field
19:32er no
19:33well ok
19:34the information I've got
19:35do you really think I'd be stupid enough to do that?
19:37er honestly
19:38yes
19:39what after being stopped on my bike?
19:41yep
19:42absolutely sunshine
19:43ok
19:46let's go back down to the car
19:48the suspected fire starters now going to be hit with another section of the law
19:53yeah
19:54I found our lad with a mini moto
19:56I got him in custody section 4a
19:58the old racial for the swastika
20:00er
20:01one in custody
20:02when you've been doing this job a few years
20:04you get a bit of a sixth sense
20:05and
20:06many other people walking around with cans of petrol
20:08got anything on you shouldn't have Ben?
20:10no
20:11what I done was
20:13bought a lighter from the SA
20:15cos that's all that he was serving
20:16went to test her
20:18you're very sweaty
20:19you been running?
20:20no
20:21bit out of breath ain't you sunshine?
20:23you nervous?
20:24yeah
20:25why nervous?
20:26basically I'm getting done for something I didn't do cos I am not stupid enough
20:30well you've been named to me by people up around from the corner
20:33up around the corner?
20:35yep
20:36next to the field witnessed you do it
20:37they gave me your name
20:39and said it was the lad off the bike we'd just stopped
20:41he's a frustrated kid
20:43some may go down and smash a window
20:44he's obviously got a can of petrol in his hand
20:47he's decided to perhaps do something different
20:49right
20:50wait for a van
20:53take him away
20:54book him in
20:55take it forward from there
20:57once again the prisoner's been shackled
20:59but this time
21:00there's a problem
21:01just to let you know right
21:03that my hand is coming out of this handcuff
21:06because
21:07that's very honest of you to say
21:09don't take your hand out of the handcuff
21:11oh ok you've done it now
21:12it's head out
21:13cos literally it was down to my knuckles
21:15step out
21:16down to my knuckles or something
21:17that's me being too nice
21:18giving you too much room of movement in there isn't it
21:20I feel just kept my mouth shut
21:23well you could have
21:25you could
21:26I don't really like them on
21:27don't you?
21:28no
21:29well
21:30very honest gentlemen
21:31while you're in the honest frame of mind
21:33is there anything else you want to tell me about?
21:35no
21:36no
21:37not being that honest then
21:38most people wouldn't say a word
21:40until they're running down the road
21:42with their hands out of their cuffs
21:43and that's the last we see of them
21:44I have to say it's not often I get asked to tighten the handcuffs up
21:47alright then Ben
21:48take a seat again
21:50I'm going to ask you but I just thought I'd let you know that it was
21:53very kind of you think
21:54the honesty of this lad was quite impressive
21:57made me chuckle
21:59it's going to be donuts all round back at the police station
22:03courtesy of PC Dunn
22:05if it's a minor gaff, yeah, you buy the cakes
22:10alright then fella, if you want to step out for me
22:12we'll chuck you in another motor
22:13there's a bit more room
22:15hello people, thank you very much
22:18if you want to just take a seat in there for a second
22:21the lad's going to be questioned at the police station
22:24about the burning swastika
22:26alright, are you alright to transport them?
22:27we'll follow you up then
22:28yeah, no, it's not
22:29right, beautiful
22:30he's been searched
22:31he's only got a couple of lighters on him
22:32in his back pocket
22:33but he's got nothing else
22:34no weapons or nothing
22:35ok
22:36right, and we'll meet you up at Custard
22:37that's it
22:38can you just make sure
22:39it's all in your pocket
22:40I haven't taken anything off
22:41it's all in your pocket
22:42so I'll see you at the other end
22:43alright then people
22:44thank you very much
22:45see you then
22:48obviously putting the swastika onto the football pitch
22:50can be construed by so many different people
22:53for so many different things
22:54we have no idea who lives up round there
22:56could be Jewish family
22:57we just don't know
22:58it's just gone 11pm
23:08and on the other side of Eastbourne
23:10traffic cops PC Trevor Scott
23:12and PC Steve Wilson
23:14are also on a quest to find people being a nuisance
23:17we just basically went into the local McDonalds area
23:20where a lot of what we call the boy racers hang about
23:23to see if there were any there that we could perhaps
23:25go and have a chat with
23:27but something else has caught their eye
23:29in the car park
23:30I saw a white and Sadie sprinter van
23:33and it was clearly overloaded
23:35it's worth a closer look
23:37I don't know, shall we have a look?
23:38yeah
23:40the weighty van can barely get over the speed bumps
23:44there's no way that anybody could drive that type of van
23:47and not know that they are so overloaded
23:49that the rear steps are only a few inches off the ground
23:52I'll try and stop him before he gets out on the road
23:55PC Scott's going to check what's weighing on the van driver's mind
24:01but the driver's got other ideas
24:03we tried to stop him just before he gets back out onto the main road
24:07clearly lit up with blue lights
24:09he's definitely phoning to stop
24:11yeah call it in mate
24:13I've moved over to the side of the road so that he can get a good view of me
24:19he then brakes hard
24:23do you want to make this go out the back of him?
24:27how does Tang O203?
24:29yeah, Birch Road Eastbourne
24:33round by the Ford garage just off the top bridge drove
24:37stopping a vehicle like this is not going to be easy
24:41the cops urgently need help
24:43I know there's some other tango units at the base
24:45can we call one of those out please?
24:47can we call one of those out please?
24:49they can assist
24:51I then think no that's too much
24:55I'm going to come back off of him
24:57now allow him a bigger gap
24:59because the last thing I want to do is hit him up the backside
25:01left, left, left, left
25:03southbound towards the ever-fire-under
25:05we have got to be in a position where we can safely stop this vehicle
25:11without causing any problems to any other members of the public
25:15or danger to ourselves
25:17fortunately this is a quiet part of town
25:19the danger is that he heads for somewhere busier
25:21the speed is 50 miles an hour, 5-0 miles an hour
25:25the road is dry, very little traffic on the road
25:27he's clearly aware we're behind him
25:29the speed that he's travelling
25:31and the manner he's driving
25:33there's obviously something in the van that he's trying to hide
25:37whoever he is
25:39the driver's not local
25:41he doesn't know where he's going
25:43he's going to a dead end Steve
25:45be careful
25:47it's going to come back off
25:49more cops have arrived
25:51to the driver's annoyance
25:53just ram the GP
25:55coming towards it
25:57the plan is to get other officers to ambush the van on the road ahead
26:01with a stop stick
26:03to blow its tyres out
26:05we're at the
26:07Sovereign Centre
26:09Tanger 27
26:11back in the roundabout
26:13to the other small roundabout
26:15front wheel come right up off the ground
26:17it's probably a good 8 or 9 inches off the ground
26:19for the weight
26:21needs to be 40 miles an hour and a 30
26:25Tanger 27
26:27we're back out
26:29left left onto Prince William for 8
26:31heading westbound
26:33Tanger 27
26:39braking hard for the roundabout
26:41no bike
26:43the driver's getting more and more desperate
26:45Tanger 27
26:47wrong-sided roundabout
26:49wrong-sided roundabout
26:51trying anything to shake off the chasing cops
26:53it's a split decision you have to make
26:55should I follow him or should I go round the roundabout the correct way
26:57because I don't want to have a crash
26:59I don't want to remember the public where I've gone the wrong way roundabout
27:01Tanger 27
27:03continuing Willingdon Road
27:05westbound
27:06just tried to ram the dog unit
27:08coming eastbound
27:09over
27:15Tanger 27
27:16now tried to ram
27:17remember the public
27:18do we have this third traffic vehicle coming?
27:21The van driver's one moment away from disaster
27:24the desperate situation calls for a desperate
27:28measure
27:29control room inspector then
27:31eventually gives us authorisation to use tactical contact
27:35which basically means to
27:37when it's safe to do so to ram the vehicle
27:40still Willingdon drove
27:42coming up to the banning time roundabout
27:44stand by
27:46be careful mate
27:47ready
27:48yeah
27:49ready
27:50still at 7 now
27:52contact made
27:5332 miles an hour
27:55bearing in mind the van was travelling as well
27:56so it was probably only a 10-15 mile an hour tap
27:59I've never done it before
28:01I was surprised that we were given the authorisation
28:06to use that manoeuvre
28:09I was unaware at that stage that the inspector
28:14was completely unaware that it was a fully laden
28:17long wheelbase high top Mercedes Sprinter van
28:20that weighed so much more than our BMWs
28:24we had no other options
28:27there wasn't a third traffic car
28:29if we had got three traffic cars and tried to box that vehicle
28:32on the dual carriageway
28:34the chances are three very expensive police cars
28:38would have been very badly damaged
28:40because he would have failed to stop
28:42he would have just rammed us out of the way
28:43but it worked
28:46it was at that point
28:47we found out that the driver was disqualified from driving
28:50that it was a stolen vehicle
28:53and the number plates had been stolen from a vehicle in London
28:57we opened the side doors of the van to see that it was
29:01completely chock-a-block full of boxes and boxes of hair products
29:06if the thief hadn't been so greedy
29:08the hair-raising chase wouldn't have begun in the first place
29:12if it hadn't been overweight
29:14the chances are we would have never even looked at it
29:18the lad suspected of lighting up a swastika in a playing field
29:22has arrived at the police station
29:24originally stopped by an eastbourne unit
29:27driving on a mini-moto mill four drive
29:29he was dealt with by us for that offence
29:32he may not be the brightest spark
29:34but he's smart enough not to admit to anything
29:37in my mind it was obvious
29:40you know, I'd let him walk off
29:43twenty yards away from
29:45with a can of petrol and oil
29:47and literally twenty yards away
29:50on a football pitch
29:51and there was no one else around at that point of night
29:53there's a fire set
29:55and then I catch him in the same road
29:58ten minutes later
30:00after he's run off sweating
30:01and he's just told me he's been to the Texaco petrol station
30:04to buy a lighter
30:05it just doesn't take a genius to work out
30:09it was him
30:10but it's a hundred percent proof
30:12and I didn't have it
30:13if there's one thing that is a hundred percent sure
30:17then it's the fact that some people who drink
30:20are always going to risk driving
30:22PC's Clive Hallett and Mark Boaterville
30:26are being called to an accident
30:28involving a driver
30:29who according to an eyewitness
30:31has had a few too many for the road
30:33you always have thoughts go through your mind
30:36what you're going to find when you get there
30:37what you're going to find when you get there
30:38let's go one vehicle off and see
30:40a beard across the carriageway in this here sign
30:43it's definitely on the little road rather than the 24
30:46yeah 281
30:48so up to the roundabout
30:50yeah
30:52the crash involves a single vehicle
30:56that's come off worst in an argument
30:58with a large and very sturdy road sign
31:07as we pulled up to the scene
31:08I recognised a PC from Crawley
31:10who was off duty
31:11who'd witnessed it all
31:12we followed him from the 24 on the roundabout
31:14yeah
31:15and he was all over the road
31:16yeah
31:17like weaving
31:18yeah
31:19he just missed the turn for the er
31:20where's he come from then
31:21so he's come which way?
31:22he's coming southbound on the 24
31:23yeah
31:24he's literally just about missed the turn
31:25and then he's just pulled in at the last minute
31:27to come up the slip road
31:28up the slip road yeah
31:29and then he's come round the roundabout
31:30yeah
31:31and he's just come straight across
31:32and smacked it
31:33what off the bend there sort of thing
31:34yeah yeah
31:35cut across
31:36come across
31:37you can actually see the way he's come across
31:38he's just missed that car
31:39just missed it
31:40so you saw the whole thing
31:41yeah yeah
31:42ok
31:43we're following behind
31:44and then he's smacked straight into it
31:46which guy is it?
31:47he's got here
31:48the guy on his knees
31:49guy on the blue
31:50he's bit his legs
31:51oh dear
31:52the man's had a narrow escape
31:54crossing the dual carriageway
31:55and only hitting the sign
31:56hello
31:57hello
31:58hey
31:59sorry sir
32:00sorry
32:01sorry
32:02it's not good enough
32:03oh it's a bit too soon for sorry
32:04it is
32:05isn't it
32:06what's your first name?
32:07Kevin
32:08Kevin
32:09yeah
32:10he was wearing a seatbelt
32:11I think he can remember most things that have happened
32:14obviously your colleague can give you far more details than I can
32:18Kevin why are you on your knees?
32:20because I'm a real twat
32:22why are you a real twat?
32:24why?
32:25because I've decided to drive my car and I've been drinking so
32:28ok
32:29how long ago did you have your last drink?
32:33um
32:34about
32:35two hours ago
32:36two hours ago
32:37yeah
32:38ok
32:39believe me you
32:40believe me you
32:41you can take me
32:42take me
32:43you might as well arrest me
32:44because
32:45my career's over
32:46the driver was
32:47albeit very drunk
32:48was very honest with us as well
32:50he certainly wasn't hiding the fact that he'd had a skin fall
32:53there's no point even doing that
32:55you don't think so?
32:56no
32:57I agree with you
32:58ok
32:59I'm just a complete dick
33:01ok
33:02no
33:03I'll admit to it
33:04what? being a complete dick?
33:05yeah
33:06being a twat
33:07ok
33:08well
33:09at this moment
33:10I'm arresting you
33:12I suspect you're being unfit through a drink or drugs
33:14no worries
33:15do you want to?
33:16do I need to?
33:17I don't know
33:18have you got anything on you you shouldn't have?
33:20I shouldn't have anything on me
33:21I've just been a complete dickhead
33:23just follow the instructions
33:25yeah
33:26I'm just following the instructions
33:27I don't know if you want to arrest me
33:28alright
33:29come with us this way
33:30we'll sit you in the car
33:31is it your car?
33:32it is my car
33:33that's a good start
33:35mate
33:36I'll tell ya
33:37I've been a complete
33:38ok
33:39just be careful
33:40I've been a complete career
33:49what'd you do?
33:50what'd you do?
33:51what'd you do for a living?
33:52I drive for a living as well
33:54do ya?
33:55yeah
33:56and I've gone and ruined everything
33:57yeah
33:58he was fairly emotional
34:00probably due to the drink
34:02and the realisation of what had occurred
34:04and realising that he'd gone in between two cars travelling the opposite direction
34:09yeah
34:10he was very lucky when he's hit that sign
34:12to have hit it on the passenger side rather than the driver's side and that it didn't collapse on top of him
34:19I've just ruined everything
34:20ok
34:21have a seat in there
34:22he was feeling sorry for himself
34:23he was worried about the consequences of what he'd done
34:26he was very lucky there was nobody else involved
34:29can you go for it sir?
34:32yeah
34:33could we advise
34:34er
34:35custody
34:36that we've got one in en route
34:38hmm
34:40you live and learn don't you really?
34:42absolutely
34:43no I didn't take pity on him at all really
34:47the fact that he was being honest with us is always helpful
34:50but I still maintain the fact that he's drink driving
34:55he got out of the car straight away and said
34:57he said
34:58I'm stupid
35:00that's what you get when you drink and drive
35:03I don't think we'll ever understand what goes through people's minds
35:07or why they do what they do
35:09back in Eastbourne PC Scott and PC Wilson have resumed their mission to crack down on the local ne'er-do-wells
35:18and they're in luck
35:19they've spotted a carload of them
35:21without stereotyping they were young hoodie type characters
35:26that just purely looked like they were up to no good
35:30short distance away was PC Cook and PC Rogers
35:36they too saw the same car and were turning round as we approached them
35:41go go go
35:45and between us we stopped it
35:49the car reeked of cannabis
35:51alright it stinks of cannabis in here
35:53alright so I'm going to search all under the section 23 of the Misuse of Drugs Act anyway
35:57alright if any of you got drugs on it it's best to put your hands up and say you've got it on you now
36:03alright anybody got any drugs?
36:05no
36:06it's all gone is it?
36:07yeah
36:08I certainly thought that we were going to find a huge amount of cannabis in that car
36:12just stay in the back there for me for a minute
36:16can you just take this outer jacket off for me
36:18once I search you I'll give you a form that you can have
36:24the car was searched as well as every person individually
36:27they haven't found a huge quantity of drugs but the cops have found a large quantity of pound coins
36:34where'd they all come?
36:35where'd they all come from then?
36:37Ladbrokes
36:38Ladbrokes
36:39it's actually a driver he had quite a quantity of money on him
36:42I've got a bottle of water cart
36:44I don't get that much money
36:47I don't get that much money
36:49eminence of cannabis in there isn't there
36:52no that was tobacco
36:53what your fags with green stuff in it
36:56well I'm not silly am I
36:57there was only a very very small spliff
37:01half a spliff found in the car
37:03which had obviously been smoked anyway
37:06the old bill have also found an old bill
37:09seriously that's just a little shitty note that someone gave me the other day
37:12it's a fake
37:13you knew you had it on you
37:14yeah of course I did
37:15that's why I was in the side of it
37:16it wasn't in my money pile was it
37:18it was in the side there
37:19obviously I just stuck it in there
37:21well at the end of the day it's counterfeit money
37:24right
37:25it was quite clearly
37:40a dodgy note
37:42it was almost
37:43it almost looked cardboard like
37:45and as if it was one that perhaps they were using to print off of
37:49now PC Scott is worried that more of the lad's money might be counterfeit
37:54even the brass in their pockets
37:56I'll put it in my hand
37:59do you know how much you got there?
38:01about 39 pounds
38:03all we're going to have to do is
38:04I've got a jar of that
38:05have you?
38:06is that it?
38:07all of it?
38:08he's going to check it all
38:09what we're going to do is have a quick look at it
38:10and make sure all the coins are genuine
38:12I asked him to account for that
38:13he said that he had been betting on horses that evening
38:16and that's how he was paid out
38:19it's usually quite bizarre really to have this amount of pound coins in your pocket
38:25the lad said that he's basically changed
38:29changed them up from notes to pound coins which is bizarre
38:32you normally do it the other way around
38:34unless of course he's changed it for counterfeit money
38:37given counterfeit money out and got pound coins back for it which is a possibility
38:41they've done a bit of gambling but he said he's changed these up to pound coins from 20 pound note and two tenners at the co-op store
38:51while the lads count the cost of being pulled over the cops have got other plans
38:56we decided to go and carry out a search on the driver's home address
39:00just one to see if there was any other counterfeit money at his address
39:04and secondly to see whether there were any drugs that would suggest that he was dealing in
39:09hello mum, Christopher's just been arrested
39:12Christopher hasn't got a printing press knocking out forged tenors in his bedroom
39:17I spoke to mum just sort of filled mum in on what's happened
39:20searched his bedroom
39:22that's the only place I'm really interested in
39:24nothing was found
39:26nothing of sort of any relevance really to what he's been arrested for
39:29no drugs paraphernalia even
39:31so we're taking some cells in the interview and see what he has to say for himself
39:36according to mum he's got a bit of a gambling habit
39:39which may or may not account for his cash
39:41but that's something he can bring up in an interview should he have one
39:44so we'll take it from there
39:46the main cause of single vehicle accidents is excess alcohol
39:51the man who crashed his car into a road sign
39:54has been brought to the police station in Borsham
39:56to find out exactly how much he's been drinking
39:59he was a good 15 miles from home
40:03from where he had the crash it would have been single carriageway country roads all the way
40:07I think he was lucky that he crashed where he did
40:09do you understand why you've been arrested?
40:10yes
40:11I'm satisfied the arrest of this lawful
40:13the reason you've been arrested is so that we can put you on our breath machine here
40:17there's also a possibility that you may have to be interviewed
40:20do you want to speak to a solicitor?
40:22no, I'm guilty as hell really
40:25it's completely up to you whether you want to speak to a solicitor
40:28I'd need to put down a yes or no for now
40:30but you can go on the machine and see what you've learned
40:32you're still changing minds
40:34I'll put yes for a due to solicitor
40:37okay
40:38is there anyone you'd like us to inform that you've been arrested?
40:40and then it's
40:41you just know where you are
40:43your best
40:44best to form like that
40:45you see
40:46yeah
40:47just get nowhere right
40:48okay
40:49your mum
40:50quite sweet really
40:51the way he wanted to speak to his mum
40:53this way
40:54as far as an issue I wouldn't want to contact anyone to be honest
40:56down to the right
40:57although he was drunk
40:58he was quite co-operative and quite chatty
41:00so I was confident that he'd be able to
41:02to blow on the machine when we got to the police station
41:05one stupid bloody thing
41:12you need to take a deep breath
41:14keep blowing at that pace
41:15don't drop off
41:16keep on going
41:17keep on going
41:18keep on going
41:19keep on going
41:20keep on going
41:21well done
41:22103 and 108
41:24he'd blown almost three times the limit
41:26he was very very drunk
41:29and in the morning he probably wouldn't remember most of what happened
41:34despite being crying drunk
41:36you know what I mean
41:37he's able to be wise after the event
41:39don't ever
41:40ever
41:41drink and drive
41:42but even one pint
41:44not worth it is it?
41:46it's not worth it no
41:47I've just lost my job
41:49I've lost everything
41:50it's the alcohol that gives them the emotion
41:53and then when they're sober
41:55they go back to reality
41:56can you just leave your shoes outside there for us?
41:58yeah
41:59there's some more tissues up there for you
42:01alright fella
42:03cheers mate
42:04a night in the cell might be a crying shame
42:07but it could have ended in so much more than just tears
42:11he's gone across the central reservation
42:14and in between two cars travelling in the opposite direction
42:17in a 70 mile an hour speed limit
42:19and he's been very very lucky
42:21they've been very very lucky
42:23and like he says
42:24he's just glad no one else has been hurt
42:28another serious incident has been reported to the north of the county
42:32it's on the A23 at Han Cross Hill
42:35a notorious spot where ten people died
42:38in Sussex's worst ever road accident in 1906
42:42there's two vehicle RTC
42:44one of the cars is on fire
42:46all that's known is that a vehicle is ablaze
42:48and the dual carriageway is blocked
42:51the fire brigade will definitely be needed this time
42:54we've still got a long distance to run
42:56we're still making
42:57PC Boaterville and PC Hallett are urgently needed too
43:00the biggest concern is people being trapped
43:02I've known of car fires and vehicle fires
43:05where people have been trapped
43:07and the sound of it and the smell of it is horrendous
43:10How shall tango?
43:12407
43:14go on mate, floor it
43:16yeah, we've got to go all the way around
43:19407
43:20for information RTC is south of Han Cross
43:23south of the Slougham
43:25there is a paramedic unit on scene
43:29the vehicle is well alight so far
43:32we'll be on scene shortly
43:39queuing traffic has not made it back to Slougham Turnoff yet
43:42we'll be able to just for any other unit attending
43:45especially fire brigade just to proceed with caution
43:48it was a new experience for me to see something like that
43:51when we turned up
43:52the initial reaction was just sort of horrific really
43:55college morning, look at that
43:57often to see that
44:00very often
44:02very often
44:03if the fire was so large and so spectacular
44:06it almost took your breath away really
44:08straight across the road mate
44:10but leaving enough room for the fire brigade to get through
44:12yeah
44:13yeah it's southbound opposite the four front car sails
44:17the old little ship
44:18we were both a bit shocked at how severe the flames were
44:25the old adrenaline does pump
44:27there's certainly no question about that
44:29I'll just find out if everyone's out first mate
44:33you just click into that mode of doing what you've been trained to do
44:43I don't know why
44:44I picked up the fire extinguisher
44:45at the back of the car
44:46and that would probably put out a small little bonfire
44:49that's about a foot high
44:50but you never know
44:52it might do something
44:53and
44:54and
44:55I remember leaving it on the central reservation
44:57it's quickly apparent
44:59nobody is trapped in the burning car
45:01hello
45:02is everyone out?
45:03out, out, out
45:04I'm the driver of the one at the back
45:06ok
45:07who've we got at the other side?
45:09there's some people in this car
45:10we dragged them out
45:11ok
45:12she's breathing and everything
45:14where is she?
45:15she's on the floor with a paramedic
45:16ok
45:19Mark
45:20if you keep
45:21no, everyone's out
45:22keep all of this lot
45:23down by the van
45:24just in case anything goes up
45:27excuse me officer
45:32can you go with my colleague over there?
45:33alright
45:34hello sir
45:35please
45:36yes
45:37my sister got hurt
45:38ok, who are you?
45:39what car were you in?
45:41that one there
45:42that's my car
45:43I was parked out helping my cousin
45:44that's alright
45:45and my sister was in the other car
45:46ok, can I ask you to go and stand down there
45:48and I'll come to you in a moment
45:49ok
45:50alright? my sister's up there
45:51that's alright, I'm going to go up and see her now
45:52in the stages with the paramedic
45:53thank you
45:54the man's sister was in the car when it was struck from behind
45:57amazingly she's been pulled from the wreckage
46:00and is still alive
46:01she was the only person thankfully who was injured
46:04it's a big relief having a paramedic there
46:07I was expecting her to have some burns
46:09and I was so glad that she didn't
46:11it's the hair that you can see swollen on her mouth
46:16were you with all the stuff?
46:17no, no, we were just behind
46:18we knew she'd been knocked unconscious
46:20and they dragged her out the car
46:22ok, thank you
46:24everyone's out the car
46:26so it's just that
46:28I think we need to make sure to get the paramedic through
46:30because this is the only injured party
46:32right, yeah, well
46:33407
46:34at the moment we only have one injured party
46:37which is possibly serious
46:39but not life-training at this time
46:46I was trying to stop people going forward to have a look
46:48just for safety reasons
46:50and try and also corral some witnesses together
46:52so we didn't lose any evidence
46:54the driver of the burning car
46:56had broken down at a point where again
46:58there was no hard shoulder on the dual carriageway
47:01he'd got his wife and baby out
47:03and into his cousin's car
47:05before his vehicle was struck from behind
47:07by a large 4x4
47:08with his cousin's sister still inside
47:11I just saw him coming
47:13we
47:14who?
47:15the truck
47:16the 4x4, yeah
47:174x4, just see him coming
47:18me and my cousin
47:19we just have the time to move
47:20ok
47:21and my cousin
47:22yeah
47:23was still on the passenger side
47:24right
47:25so he just knocked out
47:26and they hit my car
47:27yeah
47:28and the dad's car
47:29ok
47:30we need to find the driver of the jeep
47:32right
47:33that's not a problem
47:34ok so if you do that
47:35I've got the others here
47:36you've got two vehicles on the side of the road
47:37one of them broken down
47:38the other one trying to help
47:39yeah
47:40and the jeep drivers come up the hill
47:41and shove them up the rear
47:43the driver of the jeep has had a remarkable escape
47:45it's a 70 mile an hour stretch of dual carriageway
47:48and it's unlit
47:50that's the first major accident I've ever had
47:52yeah
47:53you've got a bit of a cut in your head
47:54yeah
47:55I went forward with the screen coming
47:57I was doing about 65-7 right now
47:59because obviously you didn't see it
48:04you see the stuff on the road all the time
48:05and then when you're involved in one
48:07you don't realise how bad it is do you?
48:15well I go up and down the road all the time
48:16you don't think it ever went to you do you?
48:19absolutely
48:22you gave me a very brief account of what happened
48:25which obviously helps us build up a picture
48:28because obviously I couldn't get near the girl
48:30because obviously the family was upset
48:32I was on the phone to look like you guys
48:34and they wanted me to make sure she was alright for splinting
48:37I said I can't get near the girl
48:38and the boy was coming up round round
48:40and said look take my phone
48:41and talk to the people on the phone
48:43and get to your sister
48:44you know what I mean?
48:46I thought just sort her out first
48:48he was in quite a talkative mood
48:50possibly a little bit of shock
48:52PC Boaterville's breathalising the man
48:55to make sure it's not alcohol as well
48:57that's making him chatty
48:58deep breath
48:59chew your mouth round there
49:01and keep going until I tell you to stop
49:03keep going keep going keep going keep going keep going keep going
49:07okay stop
49:08go back because I'm out of breath then
49:10go back
49:12go back 293
49:13hang on 293
49:14293 is there anything you need to touch
49:17to make him for the scene of this?
49:18he hasn't been drinking
49:19er yep lovely take the tube off the top
49:21no problem
49:22it's yours
49:23souvenir?
49:24absolutely
49:25no
49:26no
49:27you know
49:28I know you have to do with this but
49:29if I ever have a drink I don't touch the car
49:30it's just not worth it
49:31you know
49:32you're not going to lose your license
49:33use your livelihood
49:34and everything
49:35yeah
49:36the injured woman
49:38who was in the process of taking the last few belongings out of the broken down car
49:43incredibly has survived the 65 mile an hour collision and the subsequent fire
49:48suffering only a broken jaw
49:51so there's just one person in it at the time of the crash
49:53yeah
49:54two people stood outside
49:55that's the person who was injured
49:56that's the person who was injured
49:57slight injury
49:58slight injury?
49:59yeah
50:00I think it was a miracle actually
50:01right ok
50:02so she's ended up there
50:03they've managed to drag her out
50:04because they couldn't open the door at first
50:06ok
50:07child is fine
50:08yeah
50:09occupants of this one are fine
50:10just obviously completely shaken up
50:12how many?
50:13there were only two in it at the time
50:15there was two outside
50:16two males
50:18one driver of each car
50:19they're outside
50:20so it's very very lucky
50:22very lucky
50:23a burning vehicle has a lot of hazards in it
50:25a lot of things are carcinogenic
50:27and a lot of things do explode
50:30no serious injuries
50:32only a slight injury
50:33but they're just questioning
50:35an injury to the lady's face
50:37where she may have hit the steering wheel or the dashboard
50:39and because she was in the process of getting out of the car
50:42she wasn't seat belted
50:43so she's very very lucky
50:46it's one of those little life's little miracles
50:50shall we say
50:52it always amazes me how you can turn up at a particular crash
50:58and someone could be fatally wounded in it
51:02yet the actual impact doesn't lend itself to you to believe that could happen
51:07but then you could go to one where a vehicle rolls several times
51:11and then people walk out of it
51:13and if your time is up
51:15I think your time is up
51:17I think your time is up
51:24in the cold light of day
51:26it was found that the driver of the Jeep was to blame for the accident
51:29despite the car he hit being broken down on the carriageway
51:33he was disqualified from driving
51:35and fined 565 pounds for driving without due care and attention

52:33was fined 200 pounds for riding it without insurance
