00:00Thirty miles north of London was once a mecca for migrant workers looking for employment in the car industry.
00:07As a result, it's one of the most multicultural areas in Britain.
00:13These days, Luton's more famous for planes than cars because of its international airport and no-frills flight operators.
00:21For some, who have resettled here from abroad, there's no escaping the reach of their own governments, thanks to the power of the European arrest warrant.
00:34These are issued as a way of extraditing wanted citizens from one EU country to another, virtually no questions asked.
00:45OK, I'll come back to you in a minute on that one, then.
00:48This morning, traffic cops PC Chris Lea and PC Martin Lent are looking for a particular suspect who's committed a crime back in his native Poland.
00:58We're getting probably about five or six of these European arrest warrants every month that we're executing.
01:05I just want to quickly have a look at that address.
01:08Wielding a European arrest warrant is sometimes a bit like using a sledgehammer to crack a nut.
01:13But today's target, Piot, or Peter Zak, has committed more than just a trivial offence.
01:20Peter was wanted from back in 2004 for the equivalent of causing death by dangerous driving in Poland.
01:27It's 38, which is this one here.
01:30He was convicted of that offence and he's then fled over to this country where he's been working.
01:35He's integrated into society over here.
01:39On the run for years, Zak is in for a bit of a surprise today.
01:44If only the cops can find him.
01:46I don't think there's anybody in there.
01:50We've been given various addresses for him.
01:53We tried his work address.
01:54We tried a current address, which was the last known address that we had for him.
01:58Both of those proved negative.
02:00We were on our way back to go off duty when we were actually passing a road where it was a previous address for him.

03:47Executing arrest warrants and rounding up wanted suspects is a rather unusual job for the traffic
03:53department.

03:57But here in Bedfordshire, because the traffic cops are amongst the first in the country to be armed with taser stun guns,

12:40Chasing criminals has long been his ambition, ever since seeing how it was done on TV.
12:48Always wanting to be a police officer.
12:49I think it was the bill. Watching the bill helped a little, but I soon came to realise that nothing's solved in half an hour.

13:05The car's been seen on a nearby estate, but unless Tanvir finds it PDQ, this case won't be solved in half an hour either.
13:16It was stolen in a burglary during the night in Leighton Buzzard.

21:21safety regulations deliberately so that driving a peugeot car he failed to adapt the speed
21:26to obligatory limits and as a result of the speed crash caused a crash with a mercedes car
21:33and subsequently one of the mercedes passengers died on the spot due to injuries born in the crash
21:39another passenger suffered a multi-organ injury post-injury shock fracture of the left lung and fracture of
21:48the pelvis uh the convict escaped on the spot um so it looks like literally um as soon as the crash
21:56has occurred peter is um run from the scene of the crash peter's obviously quite a serious crash wasn't it
22:05you felt sorry for him but you've also got to think of the family for which uh the deceased come from
22:13and they would want justice they would want the person that was responsible for the death of their
22:20relative to be brought to justice
22:24the authorities in poland are keeping their counterparts in luton very busy today
22:30another wanted polish man has been brought into the main police station
22:35as it happens with around 350 being extradited back to poland every year
22:41a special fortnightly military flight has even been laid on for them

24:22of gas leaving another still on the loose amongst the pandemonium there's another problem where are we
24:32going the police radios aren't working and the only information i knew then there was a couple of lads
24:38that had made off from officers in the town center so i'm calling up on the radio to find out what's
24:43happening and realizing that the channel that i was on had been dedicated for a firearms channel
24:51because there's a firearms incident going on we were getting being drip fed information
24:58the information is that the gang turned on a lone officer although it's understood he isn't badly hurt

25:13and then all of a sudden we heard that the second person was seen to be in the multi-story car park

27:36to 315. uh he said it might be worth putting out a tannoy ever they've got a name for the driver we've
27:42got a name so hopefully they might just put a tanner out with his name on it might lure him out
27:53the tannoy is another great bit of chopper technology a 700 watt loud speaker system
27:59so that message went on for a couple of minutes a few times but uh didn't work he just literally
28:15disappeared no no uh we just reviewed the video he's um we've got him basically going into woods
28:21um i'd say we didn't sort of come out it's not often someone on foot escapes a police chopper and
28:28the police dog extremely uh thick underground near brambles etc i'm searching it as best as i can
28:36and box struggling as well at times and there's another problem now the chopper's running on empty
28:43number six um i'm running out of fuel now i'm gonna have to leave um i'll leave it up to you and
28:50have good luck however as they now know who it is they'll just issue an arrest warrant and go and
28:56pick him up round his house instead we knew who he was and it was only a matter of time before he
29:03would be detained if he wasn't detained that day it's just nice if if i could have had him that day

30:26um but when it's someone from the unit that you're a lot closer to because we are a very close unit

30:42their colleague who was assaulted has taken a turn for the worse he's managed to get through to say

30:54to get to him we don't know to what degree he's been assaulted so we need to make sure that he's okay

33:56you certainly don't get paid enough to be assaulted and you don't expect to come to work and have to

55:45The bike rider's cigarettes turned out to be rather expensive after a £300 fine was added
55:54to his late-night shopping bill for drink driving and for failing to stop for the police.
55:58His license was also taken away for 12 months.
56:04It turned out the drunk driver was driving whilst already banned, incredibly for being
56:09caught drinking and driving six times in the last seven years.
56:13On this occasion, he was sent straight to prison for six months and given a further driving
56:19ban of five years.
56:22Rhys Moriarty, the 18-year-old car thief who made Tanvir sick, was arrested at his home three
56:28days afterwards.
56:30He was sentenced to an 18-month youth rehabilitation order for stealing the car and disqualified from
56:36driving for a year.
56:37The highly charged male, who was arrested at Taser Point for allegedly spitting at a neighbour,
56:47wasn't electrocuted or prosecuted either after all the charges against him were dropped.
56:55The Polish hit-and-run driver, Piotr Zak, was flown home a week after his arrest and is currently
57:00serving four years in prison for causing the death of another motorist.
57:06One of the young men who fought with the police officer pleaded guilty to assault and was given
57:11a youth rehabilitation order.
57:13Two others were handed referral orders.
57:16But the booty they may have been after in the burnt-out pub turned out not to be pieces of eight
57:21but after all, the safe was empty.
