00:00ICE roads that keep them out of the area where there have been what could be accused of resistant of what's happening at the ICE road.
00:11I'm not sure I follow you. Okay.
00:14Well, I mean, you know, if we develop a guarantee plan and allow the properties, let's say there is worse.
00:20Right.
00:23No, no, no, no, no. No, no, no.
00:25We're not trying to train people or to train city departments on how to resist and break the law and interfere.
00:34That's not what this is about.
00:35But this is about for city departments, city employees to understand what their rights are,
00:41meaning that you can't just allow people to come in and run roughshod in your library or in your facility.
00:49They have to come in with warrants.
00:50But, you know, it is a fine line, and that's the reason for the preparedness plans.
00:58That's the reason for the executive directives so people have clear guidance on what is okay in terms of following the law and what is not.
01:07And so on this guidance, saying that the ICE agents or a rate goes down at the city property, a library, and that's an example.
01:16And the people who show up and don't have a warrant to refuse to do this.
01:20They can't come in.
01:21They can't come in.
01:23And I will tell you, and please, you know, the other speakers here who have been witness to this,
01:30what we're seeing is that when there is resistance like that and they're not on some isolated street where nobody is watching,
01:39they don't want to be there.
01:41They will leave.
01:42And so, you know, now I do have to have the caveat of some of the things that we've seen I would have never imagined.
01:50So I suppose it's possible that they could come barreling in a library anyway.
01:55I would have never imagined that they would be driving unmarked cars with tinted windows and no license plates
02:03and jump out and pull guns on people either.
02:06So I think those are extreme situations.
02:09And, Helica, did you want to respond to that as well?
02:12Sure.
02:13I think why this directive is so important is a good example has been at our schools,
02:19at LAUSD, that has a very clear directive to its employees as to how to respond,
02:25who to notify, what to do.
02:28And so actually that's been very helpful in order to keep our children safe.
02:32And there have been instances where immigration enforcement has tried to enter into these school facilities,
02:40talk to students, et cetera, but they've been able to actually follow a protocol.
02:46And that's what this directive is asking.
02:49Yes, I have a two-part question for you here.
02:52First part, we can talk about those resources that will now be allocated to different communities
02:57through this executive order.
02:59Second part, your thoughts on the federal judge's tentative decision in the lawsuit
03:05about these immigration raids.
03:08She's saying that she will likely implement that restraining order that gets them to happen,
03:13although her decision comes later today.
03:15Well, we will be holding our breath on that decision and hoping that she does follow through
03:21and that the city has some relief.
03:23And I think it would be relief for everyone for there to be a temporary restraining order
03:28that we would hope, of course, would then become permanent.
03:31And that would mean the raids would stop.
03:34In terms of the first part of the question that you asked, what are the resources?
03:38Well, in our community development programs, there's resources there in our family resource centers,
03:45but we also are going to have a reinstitution of the Angeleno card,
03:49something that Mayor Garcetti started during COVID that will actually provide cash assistance to people.
03:55Because, you know, you have people who don't want to leave their homes,
03:59who are not going to work, and they are in need of cash.
04:04You know, I have met with family members who they needed two incomes in order to make the rent.
04:10Well, one income was lost in a raid when someone was detained,
04:14and this woman with her children now is concerned that she might face being evicted and being homeless.
04:20And so it's that type of emergency assistance.
04:23And we're fortunate that there's a lot of philanthropic partners who have contributed,
04:28and many more, I hope, that will join in and contribute.
04:33We're organizing food deliveries.
04:36I mean, there's all sorts of things that we are having to do now to protect people from the federal government.
04:44Any other questions?
04:45Sure, go ahead.
04:47Oh, sorry.
04:47Can you be specific about what is going to be requested in that way?
04:54Requested, I know, if we don't know, journalists, you have to be incredibly precise with exact acts,
04:59and oftentimes, you're rejected, so there's a big deal of kind of back and forth.
05:04And in following up on that, are you prepared to bring this to court,
05:08should the federal government not fill with requesting food?
05:11We're prepared to fight all the way.
05:14Specifically, we want to obtain records regarding the dates and locations of all enforcement activities in Los Angeles,
05:21the identity of individuals, and the reasons that they were arrested or detained.
05:26Remember, I was mentioning that's one of the things that really has been traumatizing,
05:31is not knowing where people are and people not having access to their family members.
05:36We also want to know about the policies that are governing both federal officials' use of badges
05:43and other forms of identification, as well as masks and other methods that obscure identification.
05:50You know, just think about it for a minute.
05:52They wear masks because they're afraid of being attacked.
05:56What about our law enforcement officers here?
05:59I mean, they're not masks, and they're here.
06:01These folks are parachuting in, and I'm assuming are going to be parachuting out.
06:07So what is the threat?
06:09And what is the threat if you're carrying weapons on you with, you know, these vests on that have dubious identification?
06:18Sometimes it just says police.
06:20That's why I always say it looks like they got them online.
06:22You know, they don't even look real.
06:24So that's what we're wanting to know in the FOIA as well.
06:28What are the specific policies that say you need to be masked and that say that you don't have to have proper identification?
06:36Sometimes the identification is hidden.
06:39It should be open.
06:41Los Angeles Police Department, they have to have not only give you your name, their name, and badge number,
06:48but they're also supposed to give you a business card.
06:50Here, we have masked people, we don't know who they are, stopping people in unmarked cars.
06:58How do we distinguish them from the criminal element?
07:01And we've been fortunate here, as far as I'm aware, unless anybody tells me there's been things that we haven't been made aware of,
07:09that so far there haven't been kidnappings with criminals.
07:13There have been kidnappings, but not with the criminal element like there have been in other states.
07:18But you do know that they arrested someone who was an imposter.
07:22I don't know if he committed any crimes.
07:24Hopefully they caught him before he did that.
07:27Mayor, thank you for the organization.
07:30If you can tell to us about the procedure bringing back as part of the program, bringing back that in your car.
07:35And my question is, how soon and how much will you, if I'm not mistaken, you said there's going to be capital producers?
07:42Yes, it's a couple hundred dollars.
07:44I don't know the exact amount.
07:45And this should be available in about a week.
07:48In about a week?
07:48Mm-hmm.
07:49Do they need any...
07:51Philanthropic organization.
07:54Is this any requirements for people to visit that?
07:56Well, yeah.
07:57I mean, you know, similar to what we went through with the fires, you know, in our impacted worker center.
08:03We had a way of knowing whether somebody was actually impacted by the fire.
08:10So it's not like they're just handed out on the streets.
08:13They're given to organizations that are in contact, like many of the organizations here, that are in contact with the population.
08:20They know their constituents.
08:22And there's a couple of questions from my country.
08:30I wish we had general fund money for that.
08:42No.
08:42So it's all...
08:43100%.
08:44And then a follow-up on the FOIA question, the federal government has made it clear that they're not going to give what their mayor's office or even LAPD warning of where these are going to happen.
08:52We talked a lot about this just kind of being numerous.
08:55With this FOIA, is there a specific date range that you're looking for?
09:00Or is this an open-ended FOIA of all immigration action that happens in the city through the year?
09:06I know you have to be specific to the actual date.
09:09Yeah, so we're just talking about the last month.
09:11The last month.
09:12Yes, now it might expand because we don't know how long this is going to last.
09:16You know, I will tell you that's an interesting question.
09:39I can't really imagine that happening because shelters in city buildings for how long?
09:45I mean, that...
09:46So we have not considered that in this executive directive.
09:49Let me just say that.
09:50Just because a clinic two days ago was a place where a martyr would come inside, and even the workers of the community requested warrants to install the man, and he was coming inside, and he was coming inside.
10:01I could certainly imagine an occasion where somebody would flee.
10:08into a city building.
10:10But again, if there is a specific warrant for that individual, then the city staff would not be able to stop that.
10:17But like I said, for the last month, nobody up here has heard of any warrants.
10:22That's not what the tactic is.
10:24And I think that, you know, just to reemphasize the strategy, I mean, this is about provoking fear and terror in our city.
10:33This is about demonstrating to Los Angeles that we're the federal government, and we can come in and do whatever we want, whenever we want, wherever we want.
10:44And it starts with the seizure of power from our governor in terms of the National Guard, and then the ridiculous display of force that you saw in MacArthur Park.
10:55That was over the top just to demonstrate to L.A. that the federal government is a big bully and is going to come in whenever they choose to.
11:04So if they wanted to go about this in an organized manner, remember, this started with violent criminals, with drug dealers, drug traffickers.
11:13And now we're talking about women who are selling fruit on a corner, or people who are trying to survive day to day as day laborers, or car washes.
11:25People are beginning to complain now because car washes aren't open.
11:27Why would you pray on a car wash?
