Transcript
00:00Five minutes to the gentlewoman from Georgia, the author of this piece of legislation.
00:06Member from Georgia is recognized for five minutes.
00:08Thank you, Mr. Speaker.
00:09I rise today to speak in favor of my bill, the Special Interest Alien Reporting Act of 2025,
00:16an essential piece of border security transparency legislation.
00:20A special interest alien, or SIA, is a non-U.S. person who, based on a DHS analysis of travel
00:28patterns, may pose a national security risk to the United States or its interests.
00:35My bill would require the Department of Homeland Security to publicly release monthly reports
00:39on the number of special interest aliens encountered at our borders, their countries of origin,
00:46and where they were encountered.
00:49This bill would be retroactive to January 20, 2021, so that we can get a better sense of
00:55the catastrophic national security impacts of the Biden-Harris administration's open
01:01border policies.
01:02And I would like to say that's likely why Democrats are fighting this bill so hard.
01:07DHS publicly reports detailed information on encounters and seizures, including CBP encounters
01:14of individuals on the terrorist screening data set, better known as the terrorist watch list,
01:20which is an even more targeted and specific number than the number of SIAs.
01:26But missing from the DHS reporting is information on SIA encounters.
01:32Instead, Congress and the American people have been left only with random, incomplete announcements
01:38periodically released by DHS officials or through leaks to the media.
01:44Similar to the information released on the terrorist screening data set,
01:48My bill would require DHS to report general encounter information on special interest aliens and would
01:56not include any personal identifiable information, no matter how many times my Democrat colleagues
02:02say it, there is no personal information released.
02:07In fact, senior DHS officials, like the former Border Patrol chief, have occasionally put out
02:13some of these numbers on social media and elsewhere.
02:16Public reporting of SIAs will increase the transparency and accountability that are critical to the
02:23health of our constitutional republic.
02:26Congress has the authority and responsibility to provide transparency to the American people,
02:33which is exactly what my bill does.
02:35And I would argue the American people pay our paychecks, so they deserve to know the truth.
02:41The Biden-Harris administration's disastrous policies place the United States in an extremely vulnerable
02:48national security position.
02:50Under Biden and Harris, our sovereign borders became revolving doors for illegal aliens,
02:56including an untold number of murderers, rapists, and potential terrorists who hate our country
03:02and want to cause harm to our people.
03:05Over the past four years, CBP faced an unprecedented number of special interest aliens from the 26
03:12countries that the Department of Homeland Security has determined posed the greatest national security
03:18and counterintelligence's threat.
03:20These encountered included individuals from adversarial nations, including the People's Republic of China,
03:27Iran, Afghanistan, and Syria.
03:30The Biden-Harris administration's intentional disregard for our laws and breakdown of national security
03:37resulted in U.S. custom and border protection encountering over 1.7 million special interest aliens.
03:45Many of these individuals were swiftly processed and released into the interior
03:50under the Biden-Harris administration's catch-and-release policies.
03:54The American people deserve to know who our government is encountering at the border
03:59and where they came from while they are attempting to invade our country illegally.
04:05Given the ongoing events in the Middle East, this legislation is essential for Congress to conduct
04:12congressional oversight over special interest aliens encountered invading our borders.
04:17During the Biden-Harris administration, the Border Patrol apprehended over 1,500 Iranian nationals
04:25illegally crossing the southwest border between ports of entry.
04:29Of those, Biden and Harris admitted 729, almost half, and we don't know where they are now,
04:38and we don't know what they may do.
04:42With Iran threatening Americans with retaliatory strikes on our homeland,
04:47President Biden and Borders R Kamala Harris created an opportunity for our adversaries
04:52to gain access to our nation and wreak havoc when called upon.
04:57I'm proud that the Trump administration supports this important piece of legislation,
05:01and I urge my colleagues on both sides of the aisle to please support
05:05to increase in transparency and accountability within our government.
05:10Thank you, and I yield back.
