00:00Artificial intelligence is everywhere.
00:04It's in the cars we drive, the phones we use, and the homes we live in.
00:08However, while most of us seem to have accepted that AI will play a growing role in our daily lives,
00:15experts are warning against relying too heavily on the technology in government operations.
00:21For one, Rafael Dar, the European Union ambassador to Malaysia,
00:24calls for a more balanced and human-centered approach in the governance of AI.
00:30I think artificial intelligence is going to have far-reaching consequences on our future.
00:38In that sense, it's crucial to find the appropriate balance between ensuring a form of regulation
00:49or governance framework that maintains the maximum space for innovation, on the one hand,
00:56and on the other hand, to make it as human-centered as possible and to protect certain basic principles.
01:04I would say that ASEAN and the EU are also here like-minded in the sense that they place the human at the very center
01:12and they also are forward-looking in terms of wanting to be innovative.
01:16Analysts have also urged caution in deploying AI in military contexts,
01:21warning that AI-powered propaganda is shaping narratives surrounding the South China Sea dispute.

01:32said ASEAN countries challenging China's nine-dash-line claim over the body of water
01:37must be prepared to counter AI-driven cognitive warfare.
01:42Cross-border cybercrime involving AI is another rising concern across ASEAN nations,
01:48with criminal syndicates leveraging advanced technologies to conduct large-scale fraud and scams.
01:54In 2023, a United Nations report revealed that cybercriminals in East and Southeast Asia
02:00defrauded victims of up to $37 billion through AI-powered scams.
02:06This issue has been further exacerbated by the rise of deepfakes,
02:10voice cloning and generative AI technologies.
02:13Dusit Manapan, an advisor to Thailand's foreign minister,
02:17told FMT that Myanmar's political instability brings risks of an increase in crimes.
02:22I think the root cause is the problem, the political problem in Myanmar.
02:32The root cause is the instability in Myanmar.
02:39So I think if we are going to find a sustainable solution on this,
02:49we need to address the root cause.
02:55Otherwise, you know, we will continue to have this kind of problem, you know.
02:59After online scams, we will have drug trafficking,
03:03you have, you know, weapon threat, you know.
03:09And the nation's aerial surveillance through drones
03:11has also been hindered by advanced counter-technology.
03:14We have tried to stop these criminal activities
03:23by, you know, not providing some kind of resources,
03:29you know, electricity, fuels, you know, and internet.
03:35But our measures, our harsh measures are partly successful.
03:47But at the end, at the end of the day,
03:50they can find, you know, some, you know,
03:54yeah, to replace what they lost.
03:58And from other, you know, from other sources.
04:03The people over there, they have a very high-tech technology
04:06to jam, you know, overdrawn, you know.
04:10And I think they have the ability to,
04:13they have the resource and ability to procure
04:16some high-tech technology, you know,
04:20high-technology equipment.
04:22This is the business that make a lot of money for them.
04:28ASEAN leaders have long recognized the risks AI poses
04:31and have taken proactive steps
04:33to establish safeguards against its misuse.
04:36As ASEAN chair this year,
04:38Malaysia will lead the establishment
04:39of the ASEAN AI Safety Network
04:42to institutionalize regional principles
04:44of AI safety, ethics, and governance,
04:47positioning the region as a leader
04:48in responsible AI development.
04:51At the end of the day,
04:52despite its powerful and versatile capabilities,
04:55AI remains a tool that could only take over
04:58aspects of human life
04:59if people allow it to do so.
