The National Housebuyers Association has criticized Housing Minister Ngakor Ming's proposal to
00:07
impose a travel ban on family members of developers involved in abandoned housing projects, calling
00:13
it an overreach and ridiculous.
00:15
HBA's Honorary Secretary General Chang Kim-lung said the association supports measures against
00:21
developers who violate the Housing Development Control and Licensing Act 1966, but disagrees
00:27
with penalizing innocent family members.
00:30
Chang likened the proposal to loan sharks targeting the family members of a debtor,
00:34
arguing it unfairly punishes those who have committed no crime.
00:38
Lawyers Rajesh Nagarajan and former Malaysian Bar President Salim Bashir also opposed the
00:43
proposal, with Rajesh citing Article 5 Sub 1 of the federal constitution which protects
00:48
individual liberty.
00:50
Rajesh questioned whether the restriction would extend to the developers' extended
00:54
family, while Salim argued that family members should not be held liable unless they directly
00:58
contributed to the wrongdoing.
01:01
Last week, Ngak announced that his ministry intends to amend the Housing Development Act
01:05
to tighten regulations on developers, including a travel ban for developers of abandoned projects
01:11
and potentially their families.
