00:00The city of Liverpool is in shock after a car ploughed into a crowd of people during the Reds Premier League trophy parades.
00:08A huge crowd celebrated Onslaught's title winners but after Liverpool's open top bus reached its final destination further down the 10 mile route, a car veered into pedestrians on Water Street.
00:19We have spoken to Metro Mayor Steve Rotherham who is at the scene here on Tuesday morning.
00:25Water Street was not a route where vehicles were supposed to be used and it was blocked off and at this end of it, which is the direction that it was coming in towards the Strands, there were literally hundreds of thousands of people here so no vehicle would have got through anyway.
00:43And the questions I suppose are legitimate but we have to give the police the time to conclude their investigations which is what they're doing.
00:52At a press conference late on Monday evening, Maasai Police Assistant Chief Constable Jenny Sims said the horrific incident was not being treated as terrorism following the arrest of a 53-year-old white British man from the Liverpool area.
01:06Specialist officers have been put in place to support the injured and their families.
01:11Our emergency service colleagues from the North West Ambulance Service and Mersey Fire and Rescue Service also attended the scene.
01:19Dave Kitchen from the North West Ambulance Service said 27 people were taken to hospital and 20 people were treated at the scene with four children among the injured.
01:30Mr Kitchen said some patients had also taken themselves to local hospitals.
01:35A heavy emergency services presence remained in place for hours afterwards with police cars, fire engines and ambulances remaining on the street.
01:42Chief Fire Officer Nick Sale from Mersey Fire and Rescue Service said the service immediately mobilised three fire engines to Water Street and were in attendance in four minutes.
01:53On arrival the crews were met with numerous injured people and four persons trapped under a vehicle.
01:59Our crews rapidly lifted the vehicle, removed three adults and one child from beneath and passed them to our ambulance service colleagues.

02:19Look, I think right across the city we're all shocked and upset at what was a joyous day, not just for Liverpool Football Club but for the whole city.
02:28I think that after the parade we then had the tragic events here on Water Street.
02:33I think obviously all of those people caught up in it, particularly victims that are receiving hospital treatment, are very much in our thoughts and in our prayers.
02:42On Tuesday morning a police cordon remained in place on Water Street, empty bottles and cans littered the road with a Liverpool flag attached to the top of traffic lights.
02:52A stark reminder of what had been a setting of celebration since it turned into a crime scene.
