Strong winds brought by #LeonPH was captured inside the Batanes Police Provincial Office (PPO) Headquarters in Basco, Batanes as of 2:07 a.m. on Thursday, Oct. 31.   As of 7 a.m., the eye of the super typhoon was located 110 kilometers north-northeast of Itbayat, Batanes, moving northwestward at 20 kilometers per hour (kph).
