PAGASA: Super Typhoon Leon begins moving away from Batanes

Super Typhoon “Leon” (international name: Kong-rey) has begun moving away from Batanes but the province remains under Signal No. 4, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in its 8 a.m. bulletin on Thursday, Oct. 31. 00:00Happy Thursday to all of us, I am Benison Estareja.

00:03We have another update regarding our monitor, Super Typhoon Leon with international name Congray

00:09as of 5 in the morning on Thursday, the last day of October.

00:14The center of this typhoon Leon is getting closer and closer,

00:18and the last thing we can see is only 100 kilometers away from Silangan,

00:21the northern part of Itbayat.

00:24The wind is increasing at 195 kilometers per hour,

00:27very close to his eyes, and there is a downpour of up to 240 kilometers per hour.

00:33It is moving in the northern direction at a speed of 20 kilometers per hour.

00:38The total area of this typhoon Leon is at 1,200 kilometers across,

00:43so it means that a large part of the northern zone and this part of Aurora

00:48will still have strong winds as seen in our latest satellite animation.

00:53The strong rains are in some parts of the central zone,

00:57also here in the part of Mimaropa.

00:59While based on our latest satellite animation,

01:02we do not see any new weather disturbance entering our country

01:06in the first days of November.

01:11Based on the last track of hope,

01:13it is expected that the center of this typhoon Leon will still move

01:19and will still move in the northern direction

01:21until a possible landfall here in the area of southeastern Taiwan.

01:26From there, starting later in the afternoon until night,

01:29the typhoon will start to weaken and will come out in the western portion of Taiwan

01:34at nightfall, and possibly later this evening until early tomorrow,

01:39it will come out of the Philippine area of responsibility

01:42towards the eastern portion of China.

01:45Again, the typhoon is said to be wide,

01:47so it means that even if it moves away from our land,

01:50later this afternoon, it is still possible to experience a windfall,

01:54especially this extreme northern zone,

01:56and this mainland northern zone will still experience strong winds

02:00until later this afternoon.

02:04As of now, the Tropical Cyclone Wind Signal No. 5

02:08or the strongest winds up to 195 kilometers per hour

02:13in the towns of Itbayat and Bascos in Batanes,

02:16while we have the Tropical Cyclone Wind Signal No. 4

02:19in the remaining part of Batanes.

02:23Signal No. 3 here in the islands of Babuyan and Calayan,

02:27here in the Babuyan group of islands,

02:29while Signal No. 2 in the remaining part of Cagayan,

02:33including the rest of Babuyan Islands,

02:35a large part of Isabela, this northern portion,

02:38in the towns of San Pablo, Makonakon, Palanan, and Divilacan,

02:42and the provinces of Apayawan and Locos Nortes, Signal No. 2.

02:46If we have Signals No. 3, 4, and 5,

02:48the wind is already dangerous,

02:50it is possible for trees and plants to be damaged,

02:53structures that are not only made of wood will also be damaged,

02:56and power lines and posts will also collapse.

03:01We also have the Tropical Cyclone Wind Signal No. 1

03:04in the remaining part of Isabela, a large part of Quirino,

03:07northern and central portions of Nueva Vizcaya,

03:10as well as in Abra, Calinga, Mountain Province, Ipugao, down to Benguet,

03:15and we also have Signal No. 1 in Ilocos Sur, La Union,

03:19and in the northern and central portions of Aurora.

03:22Some parts of Northern Luzon, here in the part of Aurora,

03:25we have already removed the wind signals,

03:27and our next issuance,

03:29it is possible that our wind signals will be reduced over Aurora,

03:33part of Cagayan Valley, Cordillera Region, and Ilocos Region,

03:37while the areas here in the extreme northern Luzon,

03:39it is possible that our wind signals will be reduced

03:42while the Tropical Cyclone Leon is moving away from our land.

03:47These are the places where we will experience heavy rains

03:51in the next 24 hours,

03:53intense to torrential rains,

03:55or over 200 millimeters of rain,

03:58here in Batanes,

04:00where the eye wall of the Tropical Cyclone Leon is closest for today,

04:04heavy to intense rains,

04:06or between 100 to 200 millimeters of rain today in Babuyan Islands,

04:10as well as in Occidental Mindoro and Calamian Islands,

04:13even if the storm is far away from their area,

04:16and moderate to heavy rains,

04:19or up to 100 millimeters of rain,

04:21in Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Benguet,

04:26up to Mezambales and Bataan.

04:28These are the areas where it is still possible for us to experience heavy rainfall warnings

04:31and rainfall advisories

04:33so that we can continue to remind them

04:36that it is still possible to experience heavy rainfall in low-lying areas,

04:39it is also possible for rivers to flood and floods to occur,

04:42and in mountainous areas,

04:44there is a high chance of landslides.

04:49Tomorrow, on the first day of November,

04:51it is still possible to experience heavy rains in a large part of Luzon,

04:54but then the areas where there will be heavy rains,

04:56between 50 to 100 millimeters of rain,

04:58are here in Occidental Mindoro and Calamian Islands,

05:01because it is still in the trough or the outer portion of the León storm.

05:12in Metro Manila,

05:13in the area of Luzon,

05:15Western Visayas,

05:16and Negros Island Region.

05:18So, if you are going out of your house,

05:19make sure that you have an umbrella.

05:23For the areas that are in the outer part of the León storm,

05:28we still have areas in a large part of the country

05:31that are strong to gale force winds.

05:35Most of Cordillera Region for today,

05:37including Aurora,

05:38Bataan,

05:39Quirino,

05:40Nueva Vizcaya,

05:41up to Metro Manila,

05:43Calabarzon,

05:44Mimaropa.

05:45Here in Bicol Region,

05:46we will experience occasional gusts of wind

05:49in Northern Samar

05:50and a large part of Western Visayas.

05:52While the León storm is moving away,

05:54and it is already in Taiwan,

05:56tomorrow, there will still be areas like Batanes,

05:58Cagayan,

05:59and Isabela.

06:00Even though there will be no wind signals by tomorrow,

06:02there will still be occasional gusts of wind.

06:06Aside from the gusts of wind and rain,

06:08we also have high waves in the next 24 hours.

06:12In fact, up to 14 meters is possible

06:15in Batanes,

06:17and up to 3.5 meters is possible

06:20in the islands of Ilocos Norte

06:22and Cagayan,

06:23including Babuyan Islands.

06:25We also have waves up to 5 meters high,

06:27or almost two-fold waves

06:30in Ilocos Sur,

06:31Isabela,

06:32and Aurora

06:33because of the width of the León storm.

06:36And it is possible that by the first day,

06:38around the first day of November,

06:40the waves will decrease

06:42here in the northern and eastern seaboards

06:44of our country.

06:47Aside from the high waves,

06:49the storm surge is still possible.

06:52The continuous water surges

06:54will enter our coastal areas

06:56because of the strong winds.

06:57The waves are more than 3 meters high

07:00in Batanes

07:01and the islands of Calayan and Cagayan.

07:03So make sure to coordinate

07:05with your local chief executives

07:07for possible evacuation.

07:10And for our three-day weather outlook,

07:12this long weekend,

07:14where we have waves,

07:15we expect that by tomorrow,

07:17there will still be areas

07:19where there will be scattered rain and thunderstorms.

07:21But then again,

07:22this is not like the rain

07:23here in the northern León.

07:24The amount of rain will be reduced

07:26as compared to today.

07:28But then, there are still areas

07:29here in Batanes and Baboyan Islands,

07:31as well as in a large part

07:33of the Ilocos region and Cordillera region.

07:35Here in the central León,

07:37especially in Zambales and Bataan,

07:39down to Cavite, Batangas,

07:41and a large part of Mimaropa,

07:43especially in Occidental Mindoro

07:44and Calameon Islands,

07:45make sure that there are umbrellas

07:47and be careful of flood and landslides.

07:49Over the weekend,

07:50that's November 2 to 3,

07:51a large part of the country

07:53will have improved weather conditions.

07:55Parts of the country will continue to be cloudy

07:57and usually during the day,

07:58over Visayas and Mindanao,

08:00there will be scattered rain.
