Super Typhoon “Ofel” (international name: Usagi) maintained its strength as it nears Cagayan Valley, with landfall expected over Cagayan or Isabela on Thursday afternoon, Nov. 14, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 11 a.m. bulletin, PAGASA said the center of Ofel was located over the coastal waters of Divilacan, Isabela, or 135 kilometers northeast of Echague, Isabela.

00:04near the landmass of the Northern Luzon area.
00:07And just this morning, it was in the parts of the ocean where Isabela Island is located.
00:12Due to the Super Typhoon Ophel, the wind speed reached up to 185 kmph,
00:18which is close to the middle of it.
00:19And the wind speed reached up to 230 kmph.
00:23It's moving in the direction of west-northwest at a speed of 15 kmph.
00:28So we expect that today, it's possible for it to landfall here in this part of the Northern Luzon area.
00:34Meanwhile, outside of our Philippine Air Responsibility,
00:37the Tropical Storm, which has an international name of Manye,
00:41we are also continuously monitoring and issuing
00:44the so-called Tropical Cyclone Advisory for the aforementioned bad weather.
00:49So what will be the impact of the Super Typhoon Ophel here in our country?
00:54So the image that we can see now is from our Pag-asa Baler Radar Station.
01:00So our radars are scattered in different parts of our country.
01:04It can see the eyes of the Tropical Storm Ophel
01:07and the thick clouds associated with this particular weather disturbance.
01:11And if it continues in this form,
01:15we expect that many areas of the Northern Luzon and some parts of the Central Luzon
01:21will be affected by the possible rainfall from this afternoon until tomorrow.
01:24What do we expect when it moves?
01:27Let's start with the forecast track of the Tropical Storm Ophel.
01:30So we can see that the 8 o'clock location is almost
01:33here in the ocean, in the eastern part of the Northern Luzon.
01:37And it's possible that between 12 and 5 p.m. today,
01:42it will landfall here in this part of Cagayan area.
01:46However, our countrymen should be prepared here in the northern part of Isabela.
01:51But generally, all the places that have a warning signal,
01:55whether it will landfall or not,
01:57even if the storm passes you, we should be prepared.
02:00So tomorrow or later tonight, we expect that it will pass here in the northeastern part of the Northern Luzon
02:08and it's possible that it will be here in the ocean
02:09between Baboyan Island and the northern part of Cagayan.

02:19almost here in the northwestern boundary of our Philippine Area of Responsibility.

03:16Meanwhile, wind signal number 4 in the highlighted red is Baboyan Island,

03:23and northeastern portion of Isabela.
03:26In the highlighted orange area, we have wind signal number 3.
03:29This is Batanes, the remaining part of Cagayan.
03:32This is the northern, central, and southern portion of Isabela.

04:56in the northern and central portion of Aurora.
04:59To our countrymen,
05:01who live in places with warning signal number 1,
05:03especially here in the northern part of Luzon,
05:06you may not be able to feel the effect of the storm,
05:09because you are still a bit far from the thick clouds
05:13that were brought by Opel.
05:15But the lead time of wind signal number 1,

12:57Tropical Cyclone Advisory,
12:59it is possible that
13:01it will enter our PAR last night.
13:03If it enters the PAR,
13:05we will give it a local name, Pepito.
13:07And if we look at the forecast track,
13:09it is possible that
13:11it will land either here in the northern part
13:13of the Eastern Visayas
13:15or here in the Bicol Region
13:17on the coming Saturday night
13:19until Sunday morning.
13:21In case of a favorable situation,
13:23we can see the area probability
13:25showing potential locations
13:27that can be actual
13:30hit by a tropical storm
13:32potential of Pepito
13:34within the forecast period.
13:36So, our countrymen should be prepared
13:38for the Central and Southern Luzon,
13:40Eastern Visayas,
13:42and possibly Northeastern part of Mindanao
13:44for the coming
13:46Tropical Cyclone Pepito.
