Good morning from the Pag-asa Weather Forecasting Center.
00:03
This is our update on the upcoming typhoon
00:06
inside our Philippine Area of Responsibility.
00:10
Earlier this morning at 4 a.m., the center of the typhoon Julián
00:14
was last seen, 400 kilometers away,
00:16
east of Aparikagayan.
00:18
This is still a tropical depression
00:19
with strong winds near the center
00:22
reaching 55 kilometers per hour
00:24
and a storm reaching 70 kilometers per hour.
00:28
It is currently moving southward
00:31
at a speed of 10 kilometers per hour.
00:35
Due to the rainbans of the typhoon,
00:38
we will experience strong winds and rains
00:42
in the area of Cagayan and Babuyan Islands.
00:45
So, rains with gusty winds
00:46
as we expected in the mentioned area.
00:49
In some areas of Northern Luzon,
00:52
in the area of Ilocos Norte, Ilocos Sur,
00:55
in the area of Batanes,
00:56
in the area of Cordilleras,
00:58
in the area of Abra, Apayaw, Calinga,
01:01
Mountain Province, Ifugao,
01:02
we will also experience heavy rains.
01:07
For Metro Manila and the rest of Luzon,
01:09
we will experience light weather.
01:12
The chances of sudden and rapid rains
01:15
resulting from thunderstorms are still possible,
01:17
especially from afternoon to night.
01:19
The maximum temperature forecast for today
01:22
is possible to reach 32 degrees Celsius.
01:25
32 degrees Celsius in the area of Tagaytay
01:27
and 25 degrees Celsius in the area of Baguio City.
01:30
The maximum temperature forecast for Metro Manila
01:33
is possible to reach 33 degrees Celsius.
01:36
32 degrees Celsius in the area of Tagaytay
01:38
and 32 degrees Celsius in the area of Legazpi.
01:42
In the areas of Palawan, Visayas, and Mindanao,
01:45
thunderstorms are far away in these areas.
01:47
So, we will still experience hot and rainy weather.
01:51
We expect thunderstorms to reach late afternoon to evening.
01:57
The maximum temperature forecast for the areas of
01:59
Calayan Islands and Puerto Princesa
02:01
is possible to reach 32 degrees Celsius.
02:04
32 degrees Celsius in the areas of Iloilo, Cebu, and Tacloban.
02:08
The maximum temperature forecast for Cagayan de Oro
02:11
is possible to reach 32 degrees Celsius.
02:14
33 degrees Celsius in the area of Davao
02:17
and 34 degrees Celsius in the area of Zamboanga.
02:22
This morning, the Tropical Cyclone Wind Signal No. 1
02:26
was still in effect in Cagayan,
02:28
the other side of the Baboyan Islands,
02:30
and in the northeastern portion of Isabela
02:33
in the cities of San Pablo, Divilacan,
02:36
Makonakon, Palanan, Cabagan,
02:38
Santa Maria, Tumawini, Ilagan City,
02:41
San Mariano, Santo Tomas, and Delfin Abano.
02:44
The Tropical Cyclone Wind Signal No. 1
02:46
was still in effect in the northern part of Apayau,
02:49
in the cities of Luna, Puntol, Santa Marcela, and Flora.
02:54
For these areas where the Tropical Cyclone Wind Signal
02:57
is still in effect,
02:58
we should be prepared for strong winds
03:00
brought by the Tropical Cyclone Julián.
03:02
Throughout the passage of the Tropical Cyclone Julián,
03:05
the highest possible Tropical Cyclone Wind Signal
03:08
that we can issue for this storm
03:10
is the Tropical Cyclone Wind Signal No. 4.
03:14
We are still expecting strong winds
03:17
in some parts of our area,
03:19
especially in the coastal areas
03:22
and in the upland areas.
03:25
Today, we will experience strong winds
03:27
in the provinces of Aurora, Quezon,
03:30
Camarines Norte, Camarines Sur, and Catanduanes.
03:33
Tomorrow, strong winds will continue
03:35
in the parts of Aurora.
03:37
A large part of Calabarzon will experience strong winds
03:40
as well as here in Oriental Mindoro,
03:42
Romblon, Marinduque,
03:44
Buong Cabiculan, Aklan,
03:46
and in the northern portion of Antique.
03:48
By Monday next week,
03:50
we will also experience strong winds
03:52
brought by the storm in the areas of
03:54
Pangasinan, Zambales, Bataan,
03:56
Aurora, here in Metro Manila,
03:58
Calabarzon, Oriental Mindoro,
04:00
Romblon, Marinduque, and Bicol Region.
04:04
In terms of rainfall,
04:06
or the strong rain brought by the storm,
04:09
for now, we will experience heavy to intense rainfall.
04:13
These are the strong to
04:15
the very strong rainfall
04:18
in the parts of Baboyan Islands.
04:20
Meanwhile, we expect moderate to heavy rains
04:22
in Batanes and mainland Cagayan.
04:25
The rainfalls brought by the storm
04:27
in a large part of Cagayan,
04:29
including Baboyan Islands,
04:31
will be strong tomorrow, Sunday.
04:34
There will also be more areas
04:36
experiencing moderate to heavy rains.
04:38
We expect this in the provinces of Isabela,
04:40
Batanes, Apayau, Abra,
04:42
Ilocos Norte, and Ilocos Sur.
04:44
By Monday next week,
04:46
September 30,
04:48
greater than 200 mm of rainfall is possible
04:52
within a period of 24 hours.
04:54
This is the intense to torrential rainfall
04:56
in the parts of Baboyan Islands
04:58
brought by the storm.
04:59
Heavy to intense rainfall in the areas of
05:01
Batanes, mainland Cagayan, Apayau,
05:03
Abra, and Ilocos Norte.
05:05
The intense to torrential rainfall
05:07
will continue, 50 to 100 mm of rainfall
05:09
in the areas of Isabela,
05:11
and in the areas of Ilocos Region
05:13
and Cordillera.
05:15
So, to the mentioned areas,
05:17
let's continue to be prepared and alert
05:19
to the dangers of flooding and landslides
05:21
because we expect significant rains
05:23
in the coming days.
05:27
In terms of our sea level,
05:29
there are still no high-level gale warnings
05:31
in any nearby islands.
05:33
We expect moderate to rough
05:35
sea conditions in a large part
05:37
of Northern Luzon,
05:39
particularly in the seaboards
05:41
of Cagayan Valley, Batanes,
05:43
Boyan Islands, a large part of
05:45
mainland Cagayan, and the seaboard
05:47
of Isabela. We expect moderate
05:49
to rough sea conditions in these areas
05:51
so be very careful
05:53
to our fellow fishermen
05:55
and small fishing boats.
05:57
In the coming days,
05:59
we expect, due to the
06:01
intensity of Hurricane Julián,
06:03
the chances of gale warnings
06:05
in these areas will increase.
06:09
This is the latest track and intensity
06:11
forecast of Hurricane Julián.
06:13
Within the next 12 hours,
06:15
the generally southwestward
06:17
movement of the storm will continue
06:19
towards the eastern part
06:21
of the extreme northern Luzon.
06:23
And starting
06:25
this afternoon until tomorrow,
06:27
this is what we call the recurvature
06:29
period. The storm will slow down
06:31
and decelerate.
06:33
And it will slowly move
06:35
north or westward
06:37
towards the extreme northern Luzon area.
06:39
And it will slowly
06:41
become north,
06:43
generally northeastward.
06:45
So this is the recurvature period
06:47
that we call, or generally
06:49
northwestward in the coming
06:51
hours. So this
06:53
is the recurvature period
06:55
that we call.
06:57
It will generally move
06:59
northwestward until Monday,
07:01
where we expect the possible landfall
07:03
scenario in the part of
07:05
Batanes by Monday
07:07
as a typhoon
07:09
on Monday afternoon
07:11
or evening. So after
07:13
possible landfall in Batanes,
07:15
it will continue its
07:17
northward movement and then northeastward
07:19
towards the northern boundary
07:21
of our Philippine area of responsibility
07:23
here in the eastern part
07:25
of Taiwan. And it is possible that it will
07:27
come out of our PIR Wednesday
07:29
evening to Thursday early morning.
07:31
We expect
07:33
the continuous strength
07:35
or intensifying of the typhoon
07:37
Julia and it is possible that it will meet
07:39
the tropical storm category within the
07:41
day. And it will continue its
07:43
strength. It is possible that it will
07:45
become a typhoon category by Monday before it
07:47
lands in the part of Batanes.
07:49
We expect
07:51
a high chance of rapid intensification
07:53
within the forecast period.
07:55
Because of this, we do not remove the possibility
07:57
that it will become
07:59
a super typhoon category
08:01
within the next 3 to 5 days.
08:05
