Baguio City Mayor Magalong cites Singapore's best practices in governance

Baguio City Mayor Benjamin Magalong says Singapore exemplifies best practices in governance through 'people-to-community' conversations that strengthen sectors, especially the business sector. He shared this during the Management Association of the Philippines (MAP) conference on corruption in Taguig City on Aug. 13, 2025. Magalong said the Philippines struggled with good governance because Filipinos did not know how to choose the right people to lead. Magalong also said Baguio City was working to adopt similar practices and was engaging in conversations with other mayors.

00:06Sir, you've been recognized internationally. You've given awards for good governance and also your movement.
00:14And for sure, you interacted with international leaders and who are also doing the good governance in their own respective countries.
00:24Which country or countries do you think, sir, has the best or at least doing a good governance model?
00:34And can we actually emulate them? What are the best practices that they are doing which we can do it here?
00:43And can it be done here and how can it be done here? Thank you.
00:47Probably one of the best and it's something that we can actually, I would say, comfortably share our experience is with Singapore.
01:00Because many times I've been visiting Singapore and talking to distinguished individuals, especially in the business sector.
01:11At doon ko natin naiintindihan talaga yung mga kanilang mga people-to-people approach, people-to-community approach, yung kanilang people-to-government approach.
01:23Andami nilang mga concepts that I would think that would be applicable to the Philippines.
01:31The only problem with Filipinos is that we just simply do not know how to choose the right leaders for this country.
01:37Because at the end of the day, good governance always starts with choosing the right leaders.
01:45Kailangan siguro natin, mag-raise tayo, tuloy-tuloy.
01:48This is precisely what we're doing.
01:50Raise awareness on good governance, especially choosing ethical leaders, righteous leaders.
02:00We cannot be perfect. I'm not a perfect person.
02:02Believe me, I'm not the perfect person.
02:06But I can discern what is right and what is wrong.
02:08I can be distracted, but I will always go back to that straight line.
02:14Kaya nga ho, talagang sa amin ho, sa siyudad ng Baguio, we're trying to do our best to become a model of good governance.
02:23And we're working closely with the other members of the mayors for good governance.
02:27Mayor Vico Soto, Mayor Joy, alam nyo, si Mayor Joy very, very honest ko siya na sinabi, alam mo, Mayor Benji,
02:35kumisan marami rin akong bagahe, kaya kumisan di akong gaano makapagsalita eh.
02:40Pero right now, siguro kahit dalawa ni, kahit dalawa muna ni Vico ang magsalita muna,
02:45kumisan ganyan-ganong kami.
02:46The same thing with the other members of the convener.
