Solutions to learning crisis in Quezon City doable, says Mayor Belmonte

Mayor Joy Belmonte says that resolving the learning crisis in Quezon City remains doable as long as there is cooperation between national and local governments. She also said on June 18, 2025 that the first day of school in Quezon City was orderly and peaceful but acknowledged school infrastructure problems.

00:00So, sa Quezon City naman, what we have done is we have launched a learning recovery program.
00:04Binanggit ito ng, well, may mga interventions sa DepEd, kasama syempre kami doon sa mga interventions nila.
00:11Pero in addition to that, we launched a learning recovery program. May learning recovery trust fund po tayo.
00:17We work with the private sector. They donate to this trust fund.
00:20And we have identified all the non-readers and non-numerates in our schools already.
00:25Ilang libo po yan.
00:27At nagkakaroon po tayo ng remedial classes at tutorial classes sa mga batang ito.
00:31At present, we have already addressed 2,000 children and brought them up to speed in terms of reading and numeracy.
00:37At ang goal po natin, before I step down in 2028, the rest of the 5,000 kids will be addressed.
00:43Well, we hire retired teachers o kaya yung mga OFWs na nagbalik na dati teacher sila.
00:51So, yung mga may kakayanan magturo pero wala sila sa school community, sila po yung hinahire natin para magkaroon sila ng income.
00:59But at the same time, we know they have the expertise to teach our children.
01:03So far, maayos naman, wala pong untoward incident na na-monitor except of course yung school na nasunog.
01:09Pero yan po ay na-address na ng ating mahal na Pangulo.
01:11Kanina na andun siya.
01:12So, yung usual problem po natin is the congestion.
01:17Ang problema po talaga dyan, hindi po yung kakulangan natin sa kakayanan magpagawa ng school, kundi yung kakulangan sa space.
01:23So, ang ginagawa po ng lungsod ngayon, nag-a-identify na kami ng mga spaces na pwede natin tayuan ng schools.
01:30At o kaya kung private po ang lupa, bibilihin po ng lungsod ang private lands na ito para pwede po natin tayuan ng school.
01:37At nage-experimento rin po tayo with building higher schools.
01:41So, we have one school now in Novaliches na magiging eight-story school building.

01:47In terms of experience nyo po, ideal ba in three years na ma-re-reverse ang learning crisis?
01:53I don't think I am in the position to make that decision or that conclusion.

02:04ano yung ideal timeline para magkaroon ng recovery?
02:07Hindi po ako educator. I cannot make that, I guess, make that conclusion.
02:12Pero tingin po, maaari within three years kung lahat po ng ahensya ng pamahalan magtulungan
02:17kasama po ang private sector who are bringing in this new technology, like AI, lahat yan galing sa private sector yan.
02:23Kung lahat tayo magtulungan, tingin ko we can make very significant strides in terms of reversing the learning crisis.
