00:00A rainy Wednesday evening to everyone. Sean Cispina here for PTV News Now.
00:06Now let's get straight to the stories, making headlines and stirring national conversation
00:10from state of calamity declarations across affected areas
00:14to tighter preparations ahead of the president's upcoming State of the Nation Address amid severe weather.
00:21With thousands displaced in neighborhoods underwater, the city pulls out all the stops.
00:26Relief and recovery efforts are running full steam ahead.
00:30Marikina City has been placed under a state of calamity
00:32after days of relentless monsoon rains and back-to-back cyclones
00:36left several communities knee-deep in trouble.
00:40The declaration is meant to fast-track aid, unlock emergency funds
00:43and ensure government response efforts are firing on all cylinders.
00:47At least 23,000 residents from 12 flood-stricken Barangais have been forced to flee at a moment's notice
00:53as rising waters turn streets into rivers and homes into danger zones.
00:57The disaster has brought the city to its knees, damaging property, paralyzing transport and threatening public health,
01:05especially for the most vulnerable.
01:07With a quick response fund now activated, authorities are scrambling to provide shelter,
01:12restore basic services and start rebuilding efforts before the situation gets even worse.
01:17In the news overseas, every half a minute around the planet,
01:23someone's limber digit is cut off or amputated as a result of an infected wound from diabetes.
01:28Thus, researchers in a California university are scrambling to develop a smart bandage
01:33that would put an end to diabetic amputations.
01:36As we hear more from VOA's Genia Duo.
01:42Researchers at the California Institute of Technology are developing smart bandages for chronic wounds,
01:50says medical engineer Ehsan Shirzai-Sani.
01:53Different types of sensors that have been implemented in this patch
01:56can monitor the different wound status during the healing process.
02:01And over time, we can see what's going on in the wound area
02:06and try to give those information to health care professionals to make the right decision.
02:14Sensors in the patch monitor levels of uric acid, glucose, ammonia and lactate,
02:20as well as the pH and temperature of the wound for any sign of inflammation or bacterial infection.
02:27The bandage can also apply a low electrical field to stimulate the healing process,
02:34which researchers say has proven effective in testing on mice and rats.
02:39Human tests for smart bandages will be done through the Keck School of Medicine
02:43at the University of Southern California.
02:46USC surgery professor David Armstrong says the technology's implications for amputations
02:53due to diabetic wounds is substantial.
02:55And we're dedicated to try to eliminate a preventable amputation over the next generation.
03:02And, you know, it starts with trying to prevent these wounds from occurring.
03:07And if they do occur, to try to make them as uncommon and as uncomplicated as possible.
03:13And what's really exciting is that these tools that we have now, these intelligent sensors...
03:19Armstrong says the concept of smart bandages has become more practical due to smaller batteries
03:26and promising research into powering the patches with solar energy or the movement of the patient.
