Elak pengumuman mengejut dasar baru cukai

Kalendar cukai berbilang tahun atau jadual cukai jika ia dilaksanakan akan memberikan keyakinan kepada orang ramai bahawa tidak akan ada pengumuman mengejut dari pihak berkuasa untuk melaksanakan sebarang dasar baru.
