Gov. Greg Abbott (R-TX) and Texas Division of Emergency Management Chief Nim Kidd were asked about the response to deadly flash flooding during a press briefing in Kerrville, Texas.

00:21Wednesday and Thursday before the Friday morning.
00:23So why was evacuation?
00:24I can't answer the whys. I'm not going to answer the whys. You asked when we were in contact.
00:28We started having calls and messages on Wednesday from an area of I-35, out I-10, all the way to where it touches I-20, all the way back over to where I-20 touches I-35 again.
00:38That is a large chunk of Texas that was anywhere in the potential area of where this kind of rain could have fallen. It picked this spot right here.
00:46Can you tell us the nature of those talks, sir?

00:48Yeah, and so I just heard that moments ago. The man who's in charge of that assistance is Chief NIM Kidd. She wants to know how long does it take to get assistance?

01:04So that, you know, FIBA takes a while when we leave her right now.
01:07So the disaster recovery centers will be published in the morning of those locations. They can go to those locations and start getting aid.
01:13There are plenty of volunteers that are out there ready to offer aid right now, in addition to the federal assistance.
01:18So you're saying that those centers will be open tomorrow morning?
01:20Yes, sir.
01:20We have the addresses. I need to confirm them, and then we'll put them out. They will be publicized.
