During a press briefing about ongoing search and rescue efforts, Gov. Greg Abbott (R-TX) was asked about the emergency response to deadly flooding in Texas's Hill Country, and concerns a potential investigation might face.

00:00Governor, when what happened, Governor, you led an investigation back there.
00:08Are you going to ask for investigation in this case?

00:18And it was gross negligence back there.
00:21Now, this happened in the death toll is enormous.

00:31So, I'm going to talk about two different things.
00:34The first part of your question, and that is an investigation.
00:40We know a special session is coming in about 10 days.
00:45That's where, I would say where it begins.
00:47Candidly, those investigations will begin by both the House and Senate before we go into session.
00:51So, probably beginning later this week or the early part of next week,
00:54there will be committees formed that are already kind of working on ideas about ways to address this.
01:00Second part of your question needs to be addressed.
01:02You ask, and I'm going to use your words, who's to blame?
01:06Know this.
01:08That's the word choice of losers.
01:12Let me explain one thing about Texas.
01:13And that is, Texas, every square inch of our state, cares about football.
01:20You could be in Hunt, Texas, Huntsville, Texas, Houston, Texas, any size community, they care about football.
01:27High school, Friday Night Lights, college football, or pro.
01:31And know this.
01:32Every football team makes mistakes.
01:35The losing teams are the ones that try to point out who's to blame.
01:39The championship teams are the ones that say, don't worry about it, man.
01:43We got this.
01:44We're going to make sure that we go score again, that we're going to win this game.
01:48The way winners talk is not to point fingers.
01:51They talk about solutions.
01:53What Texas is all about is solutions.
01:55In fact, I want to read you something that I received last night that's worth emphasizing to put this in context.
02:09Tragedy has come.
02:17That part is done.
02:19What we do now, who we are now, that's what the story is still being written.
02:25Let it be one of grace, of grit, of fierce love in the face of grief.
02:33Let it be the kind of story that proves that the hill country may flood, but it does not fail.
02:39Say what you will about Texas, but when the rivers rise, so do we.
02:45Not with blame, not with bitterness, but with boots on the ground, arms around strangers, and hearts wide open.
02:55That's the Texas I know, and that's the America that I believe in.
02:59What this person wrote is what I know is true for all Texas, and what we will achieve every single day.
