During a press briefing on Tuesday, officials in Kerrville, Texas were asked about the Emergency Operations Center.

00:03We have a communication center, a dispatch, okay?

00:07That's where the calls actually go to the police department, then they're for it.
00:10Right, but leading up to this, in monitoring the weather, there's, in any large city, in any state,
00:16there's an office of emergency management that is monitoring the weather,
00:21that is watching and listening and getting briefings.
00:24Who was getting those briefings in this city, in this county?
00:30Who was receiving that information?
00:32And who would have ultimately made the decision to evacuate,
00:37hearing what was coming in from the weather service and other people?
00:41Okay, what we would have done, when we'd get notified, we're coming through.
00:44But you're not emergency management, though, right?
00:46The sheriff's not EOC.
00:48No, there is no emergency.
00:48Who is the EOC?
00:49Who is the city manager?
00:50Yeah.
00:52So we understand you have many questions.
00:55Right, no, I understand, but you're not going to answer the question,
00:58because that's up to the city manager and the mayor to answer those questions.

01:06Where is the judge?
01:06The judge is not here.
01:08We understand that.
01:09But right now, this team up here is focused on bringing people home.
01:13We understand that, too, because there are a number of questions that are being adopted.
01:16All those questions will be answered, but the priority right now is bringing people home.
01:21We totally understand that, and we value the incredible work that is being done by those first responders.
01:26We're seeing them out there, muddy and sweaty, and grinding it out day after day.
01:31But your community is asking these questions.
01:34And we want us.
01:35We're a emergency manager in the county.
01:36Right now.
01:37You should be able to answer who was in charge of the emergency operations center at the time that was getting any briefings, if any briefings.
