00:25Una po sa lahat, ano po ang pananaw ng Council for the Welfare of Children sa panukalang batas na nag-regulate sa mga minor de edad na mag-access ng ating mga social media platforms?

00:39Asek Albert, yung regulation, wini-welcome po namin yan kasi syempre marami pong threats na talagang nasasadlak ang ating mga bata.

00:49Yung mga minors po natin, below 18 po yan, whether this is cyberbullying na mataas pa rin, ano, base sa datos ng Department of Education.

00:59Ang online sexual abuse or exploitation of children, base po sa mga nare-receive po nating cyber tip line reports from the National Center for Missing and Exploited Children sa US, mataas pa rin po yan.

01:10At iba't ibang scams pa po, no, at mga panilin lang, fake news, misinformation laban sa bata.

01:17Ang medyo hindi lang po ako sigurado pa kasi syempre nung, siguro, disclosure, hindi ko pa nababasa yung proposed legislation.

02:17So, Yusek, sa inyong palagay, paano naman po makatutulong ito para maprotektahan yung mga kabataan laban sa mga online harms, gaya ng cyberbullying, fake news, lalong-lalo na po sa exploitation?

02:31Maraming po ang maitutulong nitong paano kalang batas ni Senator Laxon.

02:34In fact, yung mga iba pong nakasulat dito na gustong higpitan yung mga social media po natin, like,

05:23yung may Project Safe Program ang DSWD.

05:26Isang po sa mga strategies po kasi dito,

05:29maliban sa targeting ang education ng bata sa abuso online through the schools,

05:36or through their parents sa mga LGUs,

05:38yung mga campaigns din po sa mga social media at sa internet,

05:41dyan din po nating idadaan para po maabot talaga natin ang mga bata,

05:45o mas maraming bata sa ating bansa, no.

05:47So, again, we have to balance the right of children to be protected,

05:51na talagang isinusulong nitong napakagandang bill na to.

05:54Pero at the same time, meron kasi tayong right to participation din,

05:58to information, merong mature minor doctrine,

06:01at saka yung youth child development,

06:05kasi ngayon kinikilala na yung kanilang agency,
