01:28which aims to protect the popular sovereignty and democratic stability.
01:32Leyva's alleged plan to overthrow Petro was revealed on Sunday by the newspaper El País,

02:14And celebrations are ongoing in St. Vincent's and the Grand East in what is known as Vincy Mass Carnivals,
02:19one of the most important celebrations held in the island. Let's go with our special envoy, the Belén de los Santos,
02:24for more updates of this carnival season. Welcome, Belén.
02:27Hello, Luis. Such a pleasure to be here once again. We're still in St. Vincent's and the Grenadines. You were just saying it.
02:36Vincy Mass is underway. It's a complete celebration. And today's Thursday. So we are really nearing that final weekend.
02:45The main events are starting today. So everyone is already very much excited, prepared and ready for the final competitions,
02:55the final masquerades, the final parties. Everything is getting ready. So let's review a little bit of what is happening.
03:03We were talking yesterday about the cultural importance of carnival to St. Vincent and the Grenadines,
03:09a unique Caribbean festival and carnival with its special characteristics. We were talking about the importance of the cultural rhythms
03:19and how carnival is really a moment, a place in which the different components of society come here and celebrate that cultural identity.
03:29So that is part of what is happening at this moment. And also yesterday we were touring the Capitol. We were touring Kingstown.
03:39And we were looking at and chatting with everyone there. People were getting ready. They were getting prepared.
03:47So we had performers rehearsing their final runs before their competitions, their performances that are starting today with the main events
03:57and will continue throughout the weekend. Also, we visited a lot of band camps.
04:03These are the sites in which the bands or the groups that participate in the carnival are getting ready for the masquerade.
04:12They're getting ready for the competition. So every band has its own name. It's its own grouping.
04:17It is choosing its own ideas and themes for the participation in the carnival. They're making their own artisanal costumes.
04:27So we visited them. We talked about the importance, the significance of this moment. And they were all very much excited.
04:35But also, and very important, they were talking about this as a moment to participate and continue the tradition with younger generations.
04:45Many of the people involved in these bands were participating in carnival from a very, very young age.
04:52And now they're leading their bands and they're leading the costume design making.
04:57And they're doing this with younger people as well, continuing that tradition.
05:02So that is a little bit of what we're leaving here.
05:05As the final events, the most important ones are just hours away.
05:11And then you were saying that we're on the final stretch of this carnival season.
05:15What specifically is on the agenda for Thursday this day?
05:19What are the special activities that are going to be held this Thursday?
05:24Yes. So today is a very important day.
05:27A lot of people have been waiting for it.
05:29And a lot of the preparations and rehearsals that we saw yesterday were particularly for today.
05:34Because today is the still and glitter event.
05:38This is a combination of steel band competition and also a masquerade.
05:45So one of the themes was the steel band mid-style.
05:49So you have the glitter, the style, the costumes.
05:52So typical of carnival.
05:54But with such a special, unique artisanal essence here in St. Vincent and the Grenadines.
06:00And that is meeting the steel band competition, the percussion, one of the rhythmic components of this carnival as well.
06:09So that will be tonight.
06:11We will be there.
06:12We will be recording everything and sharing it with you and the audience, of course, as well.
06:17And before earlier, a little bit in the day, we have the junior edition as well.
06:22As we were saying yesterday, all of this also involves not only the adult competitions,
06:27but also the young adult competitions, the kids competitions,
06:32who are getting ready in these concerts, in these celebrations, to participate of the event as well.
06:39So we'll have the junior edition as well.
06:41The kids will also be playing their steel bands.
06:44And we will continue to follow everything.
06:48It will definitely be a great, great night.
06:51Thank you, Wilaine.
06:52We're going to stay in touch, of course, for a coming news brief to have all the details of what is happening.
06:56And we're going to be paying attention to these big celebrations this Thursday night.
07:00Of course.
07:01We'll be in touch.
07:03Let's now continue with our news.
07:04In the United States, a federal judge today blocked an order by President Donald Trump to bind asylum at the country's southern border
07:12after concluding that it contravenes immigration laws to protect those seeking refuge in the U.S.
07:19U.S. District Judge Randolph Moss asserted in a 128-page document that President Trump exceeded his authority
07:25by violating immigration and nationality law, which establishes strict guidelines on who qualifies for asylum.
07:31Moss stated that neither the immigration law nor the Constitution grants the President an extra-regulatory regime
07:37to repatriate or remove individuals from the United States without an opportunity to apply for asylum.
07:43This legal battle began in early February, shortly after Donald Trump's inauguration.
07:53And Salvadoran migrant Kilmar Abrego-Garcia, who was deported by the Trump administration towards Salvador's mega-prison,
07:59CECOT, denounced having suffered torture during his confinement.
08:02According to a brief filed by his lawyers, Abrego-Garcia suffered sleep deprivation and malnutrition by his jailers at the Terrorism Confinement Center.
08:11A migrant was sent to CECOT in March of this year, along with a group of other migrants,
08:16even though he had an order from a U.S. judge protecting him from deportation.
08:20Abrego-Garcia is currently being held in Nashville Prison, and although a judge ordered his release,
08:25the defense requested that he remain in custody, given that Immigration Service seeks to deport him to a country other than El Salvador.

08:43We're going to be right back. Stay with us.
08:44Welcome back. In Venezuela, President Nicolás Maduro emphasizes the importance of unity within the Bolivarian Armed Forces in the fight against terrorism,
08:59in order to ensure peace and tranquility for Venezuelan families.
09:15During the Bolivarian Armed Forces Promotion Ceremony, the President of Venezuela praised the efforts and dedication of its armed forces in the face of constant threats to the country,
09:23many of which originate in Colombia. He assured attendees that unity is the backbone of the country in the face of imperialist actions by the West.
09:32He also denounced violent groups' finance from abroad, who seek to destabilize the Bolivarian Revolution.
09:44And in Peru, the government approved the increase of President Dina Boluarte's monthly salary to more than double,
09:50which sparked immediate criticism that the increase was politically impertinent and undeserved.
09:56The Minister of Economy, Raúl Pérez, made the announcement after the weekly session of the Council of Ministers,
10:01which approved the increase proposed by the National Civil Service Authority.
10:05The decision increases the salary to a little more than $10,000, amount that Boluarte will receive as of this week,
10:11and after leaving the government, she will receive that sum as pension.
10:15Economist Jorge González Izquierdo said that if the presidential salary were paid by results,
10:20the poverty figures would determine that Boluarte does not deserve any increase.
10:29Also in Peru, Citizens Collective for Life has decided to collect 81,000 signatures, 0.3% of the electoral roll,
10:36to present a legislative initiative to repeal the laws in favor of organized crime that have been enacted by the Congress of the Republic.
10:43Correspondent Ramiro Angulo with the details.
10:48Using the right to participate in politics, the Citizens Collective for Life has begun collecting signatures to repeal laws that favor organized crime.
11:02We are going to collect the 81,000 signatures and generate a citizen movement of active participation in politics from the formation of law,
11:11and try to build public policies that favor security.
11:14In that line is that this struggle that we are undertaking is located, in order to present a bill to the Congress of the Republic,
11:21and unmask the political sector that has made possible the increase in crime.
11:25The initiative, which requires 81,000 signatures, seeks to motivate the population to participate in politics,
11:34in a country where, according to official data, six deaths occur.
11:39The citizens have voted overwhelmingly against parliamentary immunity in 2018, in the referendum held on December 9.
11:46More than 90% voted against parliamentary immunity, the government approved parliamentary immunity.
11:52We voted against re-election, the government approved relations.
11:55We voted against bicameralists, the government approved bicameralists.
11:58That is, there is a permanent mockery to the citizens by the Congress.
12:02For the promoters of the project, the lack of efficient policies against crime shows the complicity of the authorities with the crime.
12:12Before it was by association, but now they are charging individually, so the situation is terrible.
12:21Here in San Juan, nobody escaped.
12:23Both street vendors, merchants, grocers, motorcycle, taxi drivers, transporters, all of them already pay a quota.
12:31That is, the criminal organization managed today, because it has enough resources to finance the hard killer to go to kill without mercy.
12:38With the good reconception of the initiative, the promoters hope that citizen pressure will grow,
12:46and enforce the Congress to repeal the question laws.
12:50But they are understanding, in the first place, that there is a loophole, an opportunity,
12:58such as the presentation of the citizenship itself for a bill.
13:02So that means that people are becoming more politicized, more aware of the needs of this instrument.
13:08That is why I also, as a worker, am incorporated in this process.
13:12And not only me, my neighbors, my colleagues participate in this process.
13:17If the bill is rejected, its promoters will continue to collect signatures to promote a broad popular consultation,
13:27in order to eliminate these norms that threaten the right to leave.
13:31From Lima, to TELESUR, Ramiro Angulo Maquiavelo.
13:37The President of Brazil, Luis Hernández Silva, defended his decision to appeal to the courts against the annulment by the Chamber of Deputies of the Decree
13:44that sought to increase the financial transaction tax rates.
13:48The Head of State also said that he is not proposing a tax increase, but a fiscal adjustment in this country,
13:53so that the wealthy pay a little, and thus not having to cut education and health funds.
13:59The repeal of the decree that increased the tax on financial transactions caused the third change in the rates in a little more than a month,
14:05while the rates enforced until May 22, when the Ministry of Finance announced the changes were re-established.
14:12In Ecuador, workers' unions and the National Popular Front held a demonstration this Wednesday at the premises of the Ministry of Labor
14:23to confront the measures of the government of Daniel Noboa in the economic sectors.
14:27The workers' unions concentrate around 4.30 p.m. local time to demand better salaries and respect for the rights of workers and public servants.
14:36The President of the National Popular Front, Nelson Erazo, announced that he is planning to meet with the Minister of Labor
14:41to demand that the President of Ecuador support the request of the workers and not only the elites.
14:46The representatives of the doctors, nurses and patients' unions announced two immediate actions in view of the approval of the Public Integrity Law.
14:54A large fire affected one of the most luxurious and exclusive urbanizations in the Dominican Republic, Cap Cana, this Wednesday.
15:09The fire affected several villages and although preliminary reports from relief agencies spoke of at least 12 houses damaged,
15:16some locomotives raised the fever to around 30, with no casualties reported.
15:20Firefighters from various parts of the country are taking part in the extinguishing work together with other relief services and authorities.
15:27According to a brief statement from the administration of this tourist complex in Punta Cana area, the fire broke out this afternoon in the area of Villas de Caletón,
15:38where the first residents of Cap Cana are located.

18:24WHO estimates that there is a need to at least medevac at least 10,000 more patients from Gaza.
18:35And in Palestine, U.S. security contractors tasked with protecting aid distribution points are using live ammunition and grenades against aid seekers in Gaza.
18:44Two of these contractors denounced that they consider to be dangerous and irresponsible practices.
18:49They say that the security personnel hired are often unqualified, have not been properly vetted and operated with heavy weaponry and total freedom of action.
18:57They explained that these attacks are being carried out with stun grenades and pepper spray.
19:01There are innocent people who are being seriously injured unnecessarily, said one of the contractors after denouncing what had happened.
19:08At least four people are dead and 38 remained missing after a ferry capsized near the Indonesian resort island of Bali.
19:26The emergency team reported they have rescued 23 survivors according to a statement of the Search and Rescue Office of Surabaya.
19:33The ship with 53 passengers and 12 crew members sank while sailing through the valleys straight towards the famous service destination.
19:40The rescue teams deployed since last night a device supported by inflatable rafts, which will continue during the day.
