At a House Rules Committee hearing on Tuesday, Rep. Brett Guthrie (R-KY) spoke about the importance of passing the Big Beautiful Bill.

00:01Good afternoon, Chairwoman Fox and working member McGovern.
00:03Thank you for holding this hearing today.
00:06The One Big Beautiful Bill Act cuts wasteful spending, defends our nation's energy dominance,
00:11supports the rapid innovation of American industry, and preserves and protects Medicaid
00:15for the Americans who are most in need.
00:18We will send a bill to President's Desk that delivers on Americans' leadership across industries,
00:22spurs technological innovation, and supports individual workers.
00:27We will unleash American energy dominance through strategic investments while also putting
00:31an end to wasteful subsidies.
00:34We will spur technological innovation by renewing American wireless leadership through Spectrum
00:39Auction Authority that protects national security.
00:42This legislation begins to refill our dangerously low strategic petroleum reserve and creates
00:47new investments to generate reliable energy that will secure our grid and power AI.
00:54This bill also raises $85 billion of new revenue through a historic agreement reauthorizing
00:59the FCC Spectrum Authority while protecting U.S. national security.
01:05Our priority has been to strengthen, secure, and sustain Medicaid for expectant mothers, children,
01:11people with disabilities, and elderly.
01:14Our legislation stops billions of dollars in waste, fraud, and abuse in the Medicaid program
01:19by beginning to close loopholes, ensuring states have the flexibility to remove ineligible
01:24recipients from their roles and removing beneficiaries who are enrolled in multiple states.
01:30H.R. 1 ends coverage for deceased beneficiaries, limits the ability of enrollees to obtain duplicative
01:36coverage, and ensures individuals with million-dollar homes are no longer eligible to qualify for Medicaid coverage.
01:42These are all common-sense policies that will return taxpayer dollars to middle-class Americans and families.
01:49Republicans seek to return the core intent of the Medicaid program, which was created to protect healthcare
01:56for Americans who otherwise could not support themselves.
02:00Democrats expanded the program far beyond this core mission, allowing spending to grow into trillions if not addressed.
02:07Our common-sense work requirements and community engagement policies for able-bodied adults who choose not to work
02:15encourage individuals to reenter the workforce and regain their independence.
02:20This provision speaks to Republicans' commitment to strengthening Medicaid, to ensure it is available for those who need it most,
02:26and this is an issue that resonates favorably with the majority of Americans across the board.
02:32H.R. 1 fulfills President Trump's promise of generational growth, prosperity, and health for the American people.
02:38It fulfills our commitment to lowering taxes for working families, unleashes American energy and safeguards Medicaid
02:44for patients that need it the most, and supports the rapid innovation of American technology.
02:50It's time to pass this file legislation and see it signed into law, and thank you, and I will yield back.
