00:19Outgoing Mayor Marcy Teodoro can now be proclaimed as the winning representative of the 1st District of Marikina City.
00:26After six months, Comelec Anbank has released its decision on a pending petition to cancel his Certificate of Candidacy.
00:33With four votes in favor of Teodoro, zero dissent, and three no part, the earlier decision of the 1st Division was set aside and Teodoro's COC was reinstated.
00:44Based on the ruling, there was not enough evidence to prove any kind of material misrepresentation in his COC.
00:50In the issue of domicile or residency, Comelec resolves that Teodoro was a legitimate resident of the 1st District.
00:57Even though petitioners argued that Teodoro has a present address in the 2nd District and that he is holding a driver's license with that address,
01:05the Comelec resolved that Teodoro's domicile of origin is in the 1st District.
01:10In fact, he is still paying utility bills for the said home address.
01:14He still has identification documents and that people testified that he still goes home to the said address.
01:20Teodoro did not also relocated to that said address.
01:24Rather, it was his original home since the beginning.
01:27According to Comelec Chairman George Irwin Garcia, Teodoro may be proclaimed five days after the decision is published.

02:01But for outgoing Sen. Coco Pimentel, who petitioned against Teodoro and who ran for the same position,
02:07he will still ask for clarifications with the Supreme Court.
02:11He is also questioning the resolution of the unbank, which is notably contrary to the decision of the 1st Division last December 2024.
02:19Pimentel also questions the supposed delay in the issuance of the resolution.
02:24But Garcia only said the delay in the reverse decision may be factored by the change in the appointed commissioners.
