00:00Artificial intelligence is everywhere.
00:04It's in the cars we drive, the phones we use, and the homes we live in.
00:08However, while most of us seem to have accepted that AI will play a role in our daily lives,
00:14experts are warning against relying too heavily on the technology in government operations.
00:20For one, Rafael Dar, the European Union ambassador to Malaysia,
00:24calls for a more balanced and human-centered approach in the governance of AI.
00:29I think artificial intelligence is going to have far-reaching consequences on our future.
00:37In that sense, it's crucial to find the appropriate balance
00:44between ensuring a form of regulation or governance framework
00:50that maintains the maximum space for innovation on the one hand
00:55and on the other hand, to make it as human-centered as possible
01:00and to protect certain basic principles.
01:02I would say that ASEAN and the EU are also here like-minded
01:07in the sense that they place the human at the very center
01:11and they also are forward-looking in terms of wanting to be innovative.
01:15Cross-border cybercrime involving AI is another rising concern across ASEAN nations
01:21with criminal syndicates leveraging advanced technologies
01:24to conduct large-scale fraud and scams.
01:27This issue has been further exacerbated by the rise of the fakes,
01:31voice cloning and generative AI technologies.
01:35Du Sip Manapan, an advisor to Thailand's foreign minister,
01:38told FMT that criminals along the Myanmar border
01:41might be using high-tech tools to counter their surveillance measures.
01:46The people over there, they have a very high-tech technology
01:50to jam over, you know, our drone, you know.
01:54And I think they have the ability to, they have the resources
01:58and the ability to procure some high-tech technology, you know,
02:03high-tech technology equipment.
02:05This is the business that makes a lot of money for them.
02:12As the conflict in Myanmar escalated,
02:14large parts of the country have become lawless zones
02:17exploited to operate scam centers, drug routes,
02:20and arms trafficking networks with little interference.
02:24In 2023, the United Nations found that East and Southeast Asia
02:28collectively lost up to US$37 billion to cyber-enabled fraud.
