00:11time, the 5,337 communes and communal circuits across the country have started to vote. Each
00:19Venezuelan commune will have to choose among the seven main development projects through a system
00:25of direct, secret and universal vote. The most voted project will be completely financed by the
00:32national government and the second most voted will be financed by state governments. This year's
00:38electoral calendar in Venezuela includes six public consultations, a tool designed to strengthen
00:44popular power in the country.
