00:00The former Minister of Environment and Water, Tuan Ibrahim Tuan Man,

00:05encouraged the government to revoke the Department of Water and Food

00:09in accordance with its greater duty as a preparation for climate change.

00:15I think the JPS must be revoked.

00:19Until the JPS is re-evaluated, its role has changed.

00:24From the Department of Water and Food,

00:28the JPS is now focused on flood prevention,

00:32climate mitigation, and coastal management.

00:35Its scope has changed.

00:37So I think the JPS still needs a breakthrough to improve.

00:42Faced with the risk of drought,

00:43Tuan Ibrahim also urged the government to make use of groundwater resources

00:48in addition to building more water storage areas on the riverbank.

00:53We have proposed that the development of groundwater

00:58should be limited to 3% in Malaysia.

01:01In most other countries, up to 40% of the water is from groundwater.

01:07We have a large reservoir of groundwater in Malaysia.

01:10But we don't make use of it.

01:13So I think, if the drought is serious,

01:18the rivers will dry up and the fisheries will be at risk.

01:22So what is the alternative?

01:23We have two alternatives.

01:24One is to make use of all the groundwater.

01:29The second is that in our country,

01:30when it comes to floods, we have a shortage of water.

01:33When it comes to drought, we don't have enough water.

01:36So when it comes to what should be done in Japan,

01:39and I have seen in many other countries,

01:41when there is a big flood, it is delayed.

01:44He also urged the JPS to speed up the flood prevention plan,

01:49especially in Kelantan,

01:50whose population is severely affected when the drought season arrives.

01:55When it is canceled, I have told you that two things will happen.

01:58First, the project will be postponed.

02:01The project will definitely be postponed.

02:03Not for a year or two, sometimes up to three years.

02:06Now it's the third year, it hasn't even started yet.

02:10What should have started, when we postpone,

02:13the process will start again from the bottom up.

02:17It will take time.

02:18Secondly, the cost.

02:19It's a lie that we can save RM2 billion by postponing.

02:24How can we save?

02:26The cost is increasing.
