Loke: HS-WIM system expected to begin operations in Q3, 2025

The High Speed-Weigh in Motion (HS-WIM) system, designed to automatically monitor the load of heavy vehicles, is set to begin operations in the third quarter of this year, announced Transport Minister Anthony Loke Siew Fook.  Speaking at a New Year event on Monday (Jan 6), Loke revealed that the ministry has identified 10 locations across the country to install the HS-WIM system. 00:00Next is the digitalization of the infrastructure that is currently being built by the Ministry of Transport.

00:07We will expand the achievement of the installation of the High-Speed Wet-in-Motion or HSWIM system,

00:13which is now in the final stage of construction and is expected to start operation in the third quarter of 2025.

00:20The master plan to involve the HSWIM infrastructure will be developed in order to increase the installation of this system in high-risk hotspots.

00:29HSWIM has been stated for a long time.

00:33I have given instructions last week that we do not want to delay the implementation

00:42because last year we made a proof of concept.

00:45So this proof of concept is ready and we have implemented it.

00:49This year must start with the installation of this HSWIM.

00:53Because HSWIM is a new approach

00:57in terms of monitoring the movement of heavy vehicles that exceed the speed limit.

01:03Because HSWIM uses technology, uses cameras,

01:06they just pass in one area, there is a sensor,

01:10we will know whether the vehicle is exceeding the speed limit or not.

01:14Compared to the current method, the current method is very manual.

01:17We have to hold the lorry, bring the lorry to the weighing station,

01:22then we can know whether it is exceeding the speed limit or not.

01:26But with HSWIM, we can save a lot of human energy

01:30and be able to monitor vehicles with more.

01:35Because it just passes, this sensor will continue to know

01:39whether the vehicle is exceeding the speed limit or not.

01:43So that's what we want to implement this year as well.

01:46I have given special instructions to the KSU

01:50so that this matter must be given priority.

01:53And we don't want to wait for its implementation.

01:57Regarding HSWIM, after the installation of this system,

02:01if they fail to comply with the regulations,

02:04what steps will be taken by the authorities?

02:07As we said, if it exceeds the speed limit,

02:10we will immediately issue a complaint.

02:13Because before this, our control, as I said, is very manual.

02:20It must first hold the vehicle.

02:23And it has its own procedure.

02:25Before this, if the police traffic said to hold it,

02:28the police traffic cannot weigh it.

02:33It must be brought to the JBJ weighing station.

02:36It must be carried out by the JBJ.

02:38But our JBJ members are limited.

02:40Not every place has a weighing station.

02:43So sometimes we like to enforce these regulations.

02:50But with HSWIM, they don't need members.

02:54They all use sensors.

02:56So the sensor, if it just passes that place,

02:59there is a sensor at the bottom of the road,

03:02it just passes.

03:03We know whether the vehicle weighs more or not.

03:07And it will be recorded by the camera.

03:10So we will know how much the vehicle weighs.

03:15What time, what time, and so on.

03:18Like a surveillance camera,

03:19now it has a camera that will capture the vehicle.

03:23So if it weighs more, we can issue a complaint.
