00:18the agencies themselves said that the benefits of the project, particularly the DPWH, are not yet ready for implementation.
00:27Libiran made it clear that it will go through a thorough study along with the implementing agencies
00:33to make sure that the funding will go through correctly for the next year.
00:38Aside from the benefits of President R. Marquez Jr.,
00:41Libiran also made it clear that some programs like ACAP from the DSWD that was included in the conditional implementation,
00:49this is to ensure that it will benefit the real needs of our countrymen and not be used for other propaganda in politics.
00:59According to DBM, the 2025 National Budget remains a priority for the sector of education, infrastructure, social services, health and agriculture.
01:13Most of these items are not included in the proposed President's Budget,
01:21what we call the National Expenditure Program,
01:24where the proposed infrastructure projects of the implementing agencies like DPWH or MMDA are included.
01:33Now, those projects that are not included in the National Expenditure Program,
01:39we looked at which are the implementation-ready, which are the unimplemented, and which are the ambiguous.
01:48So, those projects that are not yet implementation-ready or ambiguous were removed.
