Tuesday afternoon to all, yours truly Joshua Garcia here for PDV News Now.
00:10
Topping our breaking stories for this late afternoon, President Ferdinand R. Marcos Jr.
00:14
earlier today apprised his audience and the nation at large of government's latest efforts
00:19
in its crusade against corruption, a two-pronged mix of greater people participation and digitalization.
00:25
In his address at the 5th State Conference of the United Nations Conference Against
00:29
Corruption Implementation and Review, the President stressed streamlining and digitizing
00:34
government transactions and work methods will discourage and deny corrupt practices in the
00:39
bureaucracy with more public access and transparency.
00:42
For the digitalization part, the President cited the New Government Procurement Act,
00:47
which standardizes electronic bidding and payment by way of government's electronic
00:51
procurement system.
00:52
On greater public participation, the President cited more people engaging in good governance
00:56
by way of the electronic freedom of information platform.
01:02
Yesterday's announcement of the President's pardon of his son, Hunter, on his two felony
01:05
reps, illegal gun possession and income tax evasion stunned the Washington, D.C. establishment
01:11
and drew immediate flack from both sides of the political aisle.
01:15
With mouths still buzzing and tongues still wagging in disbelief on and off Washington,
01:20
D.C., the fact is the President is mulling more people to grant the presidential seal
01:25
of absolution for their federal and or criminal transgressions before the clock strikes midnight
01:30
on the 21st of next month.
01:32
Otis Biden has issued 25 pardons thus far before Hunter's yesterday.
01:36
Meanwhile, former President and boss Barack Obama granted executive clemency to over 1,900
01:42
individuals during his two-year term.
01:44
George W. Bush, Jr. issued 200 pardons at the end of his term in presidency in 2009.
01:51
For his part, President-elect Donald Trump pardoned 237 individuals in his first term
01:56
as U.S. President, and one better believe the President and his staff are in review
02:00
of the cases of people serving time right now and could well be free before America
02:06
begins its appointment with the Trump 2.0 presidency over the next four years.
02:12
The exiled Russian opposition group mulls a unified strategy ahead of Trump's official
02:16
inauguration as the 47th President of the United States.
02:20
The group looks to Trump to fulfill his campaign promise to end Russia's war in Ukraine,
02:25
even if it meant losing American support for Ukraine's efforts against Russia.
02:30
VOA special correspondent Elizabeth Cherneff narrates this report from Ricardo Marquina.
02:37
After nearly three years of full-scale war in Ukraine, the Russian opposition to President
02:42
Vladimir Putin is at a difficult crossroads.
02:45
With the movement's prominent figures in exile and those left behind forced to remain
02:49
silent or face imprisonment, the opposition finds itself with no clear leadership.
02:55
One of Putin's main opponents, Ilya Yashin, welcomes us in Berlin, where he resides after
03:01
being released from a Russian prison as part of a historic swap in August.
03:07
The Russian opposition had a leader, Boris Nemtsov.
03:11
He was killed.
03:13
The Russian opposition had another leader, Alexei Navalny.
03:17
He was arrested and poisoned in prison.
03:20
Today, there is no current task to join around one person.
03:25
It seems to me that it is much more important to consolidate around common values.
03:31
The values of freedom and justice underpin the opposition's demands at a big November
03:36
demonstration in Berlin, namely the withdrawal of Russian troops from Ukrainian soil, freedom
03:43
for political prisoners in Russia, and bringing Putin to justice.
03:47
The transfer of power in Washington next month is cause for concern among Russia's opposition
03:52
in exile, which is waiting to see whether Donald Trump's pledge to quickly achieve
03:56
peace in Ukraine will represent a radical change in military and political support for
04:02
Kiev.
04:03
Putin has pledged to end the war before he takes office, but not said how.
04:07
During a campaign debate in September, he refused to say that he wants Ukraine to win.
04:12
Until now in the U.S. Congress, both Democrats and Republicans agree that Ukraine must be
04:19
supported and that Putin is an aggressor.
04:21
Now another president will come, but we think the Congress continues to allocate money and
04:27
will continue to allocate money to Ukraine.
04:30
But focusing solely on the actions or desires of the new administration is misguided, say
04:35
some observers who consider it naive to think Putin wants peace.
04:40
From Putin's point of view, the Russian army is advancing, the economy continues to hold.
04:46
Now, for the Kremlin, there is no need to compromise.
04:49
So I would say that Trump will really try, but sooner or later, most likely, the United
04:54
States will return to help Ukraine, the war will continue.
04:58
The war in Ukraine has been escalating ahead of the coming changes in Washington.
05:02
Trump takes office January 20th.
05:05
Meanwhile, exiled members of Russia's anti-war movement are trying to find a way to address
05:10
a new reality.
05:12
For Ricardo Marquina in Berlin, Elizabeth Cherneff, VOA News.
05:20
And that's a wrap for this afternoon's breaking stories.
05:22
Join us anew later on for the evening newsbreakers.
05:25
Remember always to stay connected by catching the news right here.
05:28
This is Joshua Garcia, and thank you for watching PTV News Now.
