00:00We will discuss with Director Claudio Yucot of OCD or Office of Civil Defense Region 5 and update on the Lahar Advisory in the province of Albay.
00:15Director Yucot, good afternoon.
00:17Yes, good afternoon and good afternoon to everyone.
00:22Yes, Director, so that the next disasters will not stop happening in your region, which is also my region, where I grew up.
00:32What are the provinces or places in the Bicol region that were affected by floods because of the shear line?
00:40And how is the weather there at this time?
00:44Yes, good afternoon, good afternoon again.
00:48Right now, it's hot here in Bicol.
00:50But last night, the heavy rain started at 8 p.m. until 1 December at 5 p.m.
01:05The heavy rain resulted in floods here in Bicol.
01:09These are the areas that were affected.
01:12Kamarinesor in the municipality of Cabo Sao, Lupit, Ragay, Libmanan, Lagunoy, Siroma, Baha, and Muhit.
01:22Here in Catanduanes, the municipality of Bagamanok and Karamuan.
01:27Actually, there are landslides in those two municipalities.
01:32But right now, it's clear that it will pass.
01:36Here in Susugon City, there are the barangays of Yimaloto, Bukalbukalan, Kapoy, and Malungo.
01:44Here in Huban, in the province of Susugon, the area of Guruyan, the barangay of Guruyan, is flooded.
01:56And the area of Lungib has landslides.
02:01Here in Albay, the municipality of Manito has landslides.
02:07But it's okay now that the roads have landslides last night.
02:13And the barangay of Burangues in Ligaso City also has landslides.
02:18Here in Osbate, the municipality of Mubo, it has 20 barangays that are flooded.
02:26Okay.
02:27Last night, because of the flooding, there were evacuated residents in Camarinesor 62 families,
02:37in Susugon 61 families, in Basbate 57 families, and in Catanduanes 46 families.
02:47All of them are inside the evacuation centers.
02:52The total number is 226 families.
02:57Okay.
02:58Hello?
02:59Yes sir. How are the evacuated residents?
03:03Because of the flooding, you said 226 families all in all?
03:10Yes ma'am. Yes ma'am. 226 families.
03:12Okay. Where are they?
03:14Here in Camarinesor 62 families, in Susugon 61 families, in Basbate 57 families, and in Catanduanes 46 families.
03:30Total of 226 families.
03:33Okay.
03:34Just to clarify sir, are there still people remaining in the evacuation areas because of the recent floods?
03:44How is the assistance of the government to them right now?
03:48Yes ma'am. There are still some areas that were flooded.
03:56Are there still people remaining in the evacuation centers because they cannot go home?
04:01Currently, the LGU is asking for repairs, like in Catanduanes.
04:09Currently, they are asking for repairs because they cannot go home because their houses were destroyed.
04:15In Camarinesor, there are still some people remaining in the evacuation centers because they cannot go home because their houses were destroyed.
04:36Hello?
04:37Yes. Yes. Director Claudio, thank you for the information you are giving us right now.
04:42Let's talk about the issue of Mayon Volcano.
04:45Lahar Advisory issued a T-Vox that it is possible for lahar flow to come from the mountain because of the strong rains.
04:56How is the situation there right now? Did lahar flow occur because of the continuous rains?
05:04Yes. We are monitoring Mayon because there are a lot of deposited lahar, particularly here in the south and southwest portion of Mayon Volcano.
05:20According to our experts, lahar will flow if the rain reaches 60 millimeters per hour.
05:32I repeat, if the rain reaches 60 millimeters per hour, lahar will flow and flood the town below, particularly along Yawa River in Ligaspi City.
05:49Our Albay NGO has rain gauges. We are also monitoring it. If the rain reaches 40 millimeters per hour, we will evacuate the residents.
06:13We did not reach 60 millimeters per hour because it is difficult for lahar to move. If the rain reaches 40 millimeters per hour, we will evacuate the residents.
06:26Last night, here in Albay, the accumulated rain that we monitored did not reach 200 millimeters per hour in 24 hours.
06:44This means that lahar cannot move downwards.
06:53You mean to say that the volume of rain has not reached the level where you need to evacuate the residents around Mayon Volcano. Is that correct?
07:08Yes. That's right. Our standard is 24-hour basis. According to Ligaspi City, there is 143.6 millimeters. That means the recording time of measuring is 24 hours.
07:29We are monitoring around Mayon Volcano at 60 millimeters per hour. If the rain reaches 40 millimeters per hour, we will evacuate the residents.
07:51I hope that the situation of our countrymen will not get worse. Thank you very much for your time, Director Claudio Yucot of the Office of Civil Defense, Region 5.
