00:00About the 17 Filipinos who were arrested in Qatar,

00:04because of their involvement in the Kilos Protest,

00:06we asked for an update from the Department of Migrant Workers Secretary,

00:11Hans Leo Kakdak.

00:12Secretary, good afternoon.

00:15Good afternoon to you and to your viewers.

00:19Secretary, where are the 17 Filipinos who were released in Qatar?

00:25Yes, if we can remember, since last Friday,

00:30according to the directive of our President,

00:33they were immediately released from the Qatari side.

00:39When they were arrested,

00:44our President's directive was to look after them.

00:48Before they were released,

00:49he did some jail visits to ensure their well-being and protection while detained.

00:55Now, early on Friday,

00:59there was an immediate release pending investigation.

01:03And the even better news yesterday,

01:07when the ambassador of Qatar to the Philippines,

01:12Ambassador Al-Humidi, visited the President,

01:14he shared with the President the good news

01:19that no charges will be fired against the 17 involved OFWs,

01:25and no fines will be imposed,

01:28their employment will be preserved,

01:31no jobs will be lost,

01:33and their travel bans will be lifted.

01:37Secretary, what assistance did the government give to these Filipinos

01:44since they were detained until they were released yesterday?

01:49Yes, I already mentioned that there was welfare and well-being assistance

01:59given to them through six visits to their detention facility.

02:09They were given material assistance

02:14because they have basic needs at that time.

02:18And then of course, ultimately, the immediate release

02:22and non-filing of charges leading to the dismissal or setting aside of the cases.

02:31So their lives of the 17 will hopefully be back to normal.

02:38They can move on, learn from this incident.

02:43Because we know that our countrymen

02:47need to follow the regulations of the host country,

02:52especially in the aspect of mass actions or assemblies.

02:56Here in Qatar, there was an arrest.

02:59But we don't need to go to the arrest to be careful, right?

03:04In other countries, we know that some governments

03:07have already taken note of the mass actions

03:12and are now monitoring the activities of our Filipino communities.

03:19So just be careful, double, triple careful,

03:22and follow the regulations of the host country.

03:27Secretary, will there be a reorientation for those who will leave

03:32and those who will return to work in countries like Qatar

03:35so that what happened to the Filipinos who protested will not happen again?

03:41I heard the whole question.

03:44But as far as I understand,

03:47what we will do is to look at the information campaign.

03:51There are already pre-departure orientation seminars,

03:54even post-arrival seminars that are being held.

03:59But of course, the day-to-day,

04:02through our messaging on our website and Facebook pages,

04:07and other means through media to disseminate information.

04:15But I think, I also have confidence in our OFWs

04:19because our workers will not become famous or in demand

04:25if they do not have a reputation for being good citizens or residents of the host country.

04:30So I am confident that they will be followed

04:35and will continue to be good residents or citizens of the host countries.

04:42Secretary, regarding what happened in Myanmar,

04:46how are the Filipinos affected there?

04:49Will we receive an update?

04:52In Myanmar, we will continue to talk to the DFA.

04:56CDA Nayan and Consul Gabriela are on the ground in Mandalay

05:04to coordinate with the Myanmar Securities

05:08and our Philippine contingent that is in Myanmar now.

05:12We will also talk to the Office of Civil Defense.

05:15We had a Zoom call, including the families of the four missing OFWs.

05:20We will express our condolences to the families

05:24and we will continue to monitor the situation

05:27because our countrymen need to be found.

05:31The search effort is ongoing

05:33because they are being placed in a dormitory or around a 12-story facility

05:41with different adjacent buildings.

05:44So the search is a bit complicated.

05:49They are going through the rubble, the heavy stones,

05:52and they go floor to floor.

05:55We will not stop until we reach the place where they are placed

06:01because their units in the dorms are okay.

06:05So we are waiting for the respective floors

06:08where the four missing OFWs are placed.
