00:00The afternoon panel of the second day of the National Festival of Civil Economy

00:04is about the forms of participation and governance on energy.

00:09Let's say that we can use the geothermal energy for this,

00:13because it is an energy that is in Tuscany, that is sustainable, that is renewable

00:18and can meet the energy transition needs of the period.

00:24Why in our country is it so difficult to start the ECER?

00:28It is difficult to start because they are not well explained,

00:31because there was no possibility to explain them,

00:34because people think that it is to pay less bills,

00:41instead it is nothing of all this.

00:44It is a great opportunity for participation,

00:47where incentives go to the community

00:51and the community then adopts a regulation that distributes them.

00:56And here is the strength of the ECER.

00:59A respectful ECER of the families in need

01:03will distribute a large amount of these incentives to those who struggle to pay the bills.

01:10At the Italian level we are trying to follow the indications

01:13that are given to us by the European Commission and the European Parliament

01:17and therefore we are trying to decline the objectives of the 2030 Agenda at the Italian level.

01:22We have very challenging objectives,

01:25in the sense that we have to add a lot of power from renewable sources

01:29to try to reach the goals of decarbonization by 2030,

01:33about 80 gigawatts of new power.

01:36It is clear that in order to do this,

01:39it is necessary that all the actors that have been involved so far,

01:42therefore the great industrial subjects, continue to be involved,

01:45but it is not enough.

01:47We have the need for all those subjects to be involved,

01:50who have always been passive subjects.

01:53Is it possible to change the cultural paradigm

01:56so that all the actors realize that they are active rather than passive?

02:00It is not easy.

02:02Let's say that everyone has to do their part.

02:05The legislator has to provide the rules and incentives to facilitate participation.

02:10Those who do research have to look for the most interesting initiatives

02:15and try to spread them.

02:18We citizens have to get up from the couch,

02:21and we have to do it the right way.

02:24There is one thing that has worked very well for me.

02:27When the disaster happened in Ukraine,

02:30the price has skyrocketed,

02:33compared to what we were used to.

02:36That summer, the photovoltaic panels were sold out.

02:39Why?

02:42Because we felt the need to intervene.

02:45What we have to do is try to bring that need,

02:48not only in emergency situations but also in everyday life,

02:51to participate in the transition.
