00:00The Philippine Ports Authority was shocked by the statement of the Agriculture Department

00:05that the imports of rice are congested, which is why the output is slow.

00:11But the PPA also admitted that there are some consignees who hoard rice in their homes

00:16while waiting for the price to rise in the market.

00:24The slow price of rice is one of the reasons, said the Department of Agriculture.

00:32There's port congestion, then there's delays. Port congestion, unloading is slow.

00:38The Philippine Ports Authority admitted that.

00:41We don't have port congestion. It's been a long time since we don't have port congestion.

00:47Utilization rates in Manila International Container Port and Manila South Harbor are only 70%.

00:53But the PPA admitted that there are 888 containers in the ports

01:00that contain almost half a million bags of rice.

01:04That's equivalent to 24 million kilos of imported rice.

01:10Most of the people here pay their taxes.

01:14But some consignees try to stop them from going out.

01:20You can call this hoarding. It's just that the location is different.

01:24We have containers here that haven't been taken out for almost a month.

01:33And there are others here that have been here for 275 days

01:40that haven't been taken out for release.

01:42Most of the consignees here are just waiting for the price of rice to rise in the market

01:49before they go out.

01:51The first five days of containers in the PPA are free.

01:54In the PPA, a single container costs P700.

01:58The fine is P5,000 if it exceeds 10 days.

02:02The consignees here are more patient inside the port than outside.

02:06Because it's still cheaper, even if there's a fixed storage fee.

02:10It's still cheaper to pay for storage inside the port

02:14than to bring it to their private warehouse.

02:17In order to force the shipment out,

02:20the PPA plans to double the fine for shipments with rice

02:25that will be taken out of their containers five days after their documents are complete.

02:31The name of the consignee who is overstaying the shipment will also be released.

02:37The PPA has already reached out to the Agriculture Department.

02:41Maybe in the future, when they give a permit to import,

02:46they should also require the consignees to pull out.

02:51The moment the customs are released,

02:54it should be within five days at a maximum

02:57so that it can be distributed to the market

03:00and the price of rice stabilizes and goes down.

03:04In a statement, Secretary Q. Laurel Jr. thanked the PPA for the quick information.

03:11The agency recognizes the potential issue of hoarding of imported rice in the Philippines.

03:17The PPA urges the PPA to speed up the movement of imported rice in the market

03:23so that the supply of rice can increase and the price can go down.

03:27The announcement that imported rice will be exported

03:30is a concern for food security.
