Speaking on an impromptu visit to the border areas hit by Thursday's heavy rainfall, President Moon pointed out that the two Koreas had previously agreed to let each other know when they're opening their dams, saying it's unfortunate that the agreement is not being kept at the moment.
He was referring to the North's unannounced release of water from a dam on Monday.
Moon inspected operations at the flood control dam in Gunnam , where he was briefed about the situation in the area and on the government's countermeasures in case the rainfall itensifies.
He also visited a temporary shelter in the border village of Paju to console people who've had to leave their homes.
