The city will soon submit the details to the government's new regulatory sandbox for review.
The "Seoul Hybrid Taxi App Meter" was developed by Korea Smart Card, a company that operates card payments for taxis.
The regulatory sandbox system will give the company an exemption from regulations during development and testing.
If approved, the city plans to apply the app to seven thousand taxis for two years starting June.
