The blast took place near a building housing government ministries.
There are also reports of a second blast, near the seaport in Mogadishu.
The attack comes as Somali and Kenyan forces launch an attack on al Shabaab militants in the south.
Earlier in the month, the rebel group claimed responsibility for a suicide truck attack on a government compound in the capital that killed more than 70 people.
Although al Shabaab pulled most of their fighters out of Mogadishu in August, they have vowed to continue attacks on government installations.
