00:00In the recent decades the nature of conflicts has transformed with the
00:06proliferation of non-state actors often proposed and propped up as proxies by
00:12state actors and cross-border funding, arms trafficking, training of terrorists
00:16and spread of radical ideologies facilitated by modern digital and
00:21communication technologies. National ownership and consent of parties are
00:25central to any efforts to achieve peaceful resolution of conflicts.
00:30There should also be a serious cause to states who violate the spirit of good
00:33neighborliness and international relations by fomenting cross-border terrorism.
00:38We are at a time when there are growing doubts about the multilateral system,
00:41especially the United Nations. The serious question marks over the
00:45representativeness of the UN Security Council must be addressed urgently.
00:49In this context, India is proud to have facilitated the inclusion of African
00:52Union in the G20 platform during its presidency. The continuing UN Security
00:57Council impasse also shows the increasing challenges to efficiency and
01:01effectiveness of the UN Security Council. The Indian subcontinent offers a stark
01:05contrast in terms of progress, prosperity and development models. On the one hand
01:10there is India which is a mature democracy, a surging economy and a
01:13pluralistic and inclusive society. At the other extreme is Pakistan steeped in
01:17fanaticism and terrorism and a serial borrower from the IMF. As we debate
01:22promoting international peace and security, it is essential to recognize that
01:26there are some fundamental principles which need to be universally respected. One
01:30of them is zero tolerance for terrorism. It ill behoves a member of the Council to
01:35offer homilies while indulging in practices that are unacceptable to the
01:38international community.
