00:45The Weather Bureau Pag-Asa says in an advisory that Metro Manila and five provinces in central
00:50and southern Luzon could have intense torrential rain in the next 24 hours. This is due to the
00:55southwest monsoon, or Habagat. Pag-Asa also updated its 11 a.m. rainfall outlook to include four
01:01Visayas provinces, Antique, Iloilo, Guimaras, and Negros Occidental, which may now experience
01:07moderate to heavy rain earlier than previously predicted. The agency also reports that a low
01:12pressure area inside the Philippine Area of Responsibility, east of Aurora, developed into
01:17a tropical depression at 2 p.m. on Tuesday, July 22. Its local name is Dante as the country's fourth
01:23tropical cyclone for the year. Meantime, Malacanang says President Marcos, who is currently on an
01:30official trip to the U.S., was reportedly dismayed after hearing that government workers
01:34were setting up sauna materials in public areas while many communities were still dealing with
01:39heavy floods. A statement from the Executive Secretary says, quote,
01:42Let me be clear, all sauna-related preparations are hereby ordered immediately suspended.
01:51United States Defense Secretary Pete Hegzeth emphasizes the importance of forging a strong
01:55shield of real deterrence for peace in a meeting with Philippine President Ferdinand Marcos Jr.
02:00in Washington. Hegzeth also reaffirmed that the mutual defense treaty applies to the South China Sea,
02:06saying, quote,
02:06Marcos is in Washington, D.C. from July 20 to 22 for his first visit to the White House under
02:21the second Donald Trump presidency. He also met with Secretary of State Marco Rubio ahead of the
02:27White House meeting, which is set to happen on July 22. Trump's reciprocal tariffs are expected
02:32to be top of the agenda after the U.S. president increased the rate, which could be imposed on
02:37Philippine products from 17 to 20 percent. The Cybercrime Investigation and Coordination
02:44Center, or CICC, reports a massive decline in SMS and voice call scams in Q2 of 2025 compared to
02:51Q2 of 2024. However, malicious links found on social media and messaging apps such as Viber and
02:58Telegram increased quarter over quarter. The data comes from Gogolooks Who's call app,
03:03which blocks spam, scans URLs, and flags scam numbers using its database and user reports.
03:09For comparison, Telco Globe reported 2.74 million scam texts in the first half of 2024,
03:15down from 4.85 million during the same period in 2023.
03:20CICC Deputy Executive Director Renato Paraiso proposed stricter measures to curb scam calls and
03:26text. Limit how many SIMs a person can register. He also cited the ongoing sale of pre-registered
03:31SIMs on Facebook Marketplace, which may still be used for illegal activities.
03:36While scams through traditional texts and calls have gone down, scammers seem to have shifted to
03:41Facebook, other social media platforms, and messaging apps such as Telegram and Viber.
