00:00We're going live very quickly to Venezuela. The Attorney General Terry William is offering statements. Let's listen.
00:07On behalf of the judicial body whose magistrates studied law in a kindergarten somewhere over there in the savannah of El Salvador
00:24because the response that they gave were so anti-law, so parrot-like. They gifted the prosecutor and justice to Chile. They have won over Chile.
00:39A letter that is truly brutal where they legitimized the disappearance of the Supreme Court of Justice, the General Prosecutor of El Salvador.
00:52They validated and legitimized the disappearance and the mistreatment that happened there because I'm convinced that they all knew what was happening there.
01:06We know, and it's a national source of joy that the world has witnessed over this weekend, the re-encounter of our compatriots with their families.
01:20I want to highlight that our 80 officials among prosecutors and experts, they did interviews to the repatriated when they arrived at Necatea.
01:33These compatriots, they made grave denunciations of gross violations of human rights that is offered in that anti-terrorism center known as the CUT.
01:47I would like to highlight that we take account of the crimes that we have witnessed.
01:58And one officials have been interviewing our compatriots, so it is an illegitimate operation, so listen carefully.
02:09They were arrested and taken to a penitentiary without any accusation formally of any crime or betrayal.
02:21So they suffered systematic tortures, including bits, daily bits by the officers.
02:30And so there are elements of inhumane treatment.
02:34And so they were, they were just isolated without any lights, light or ventilation.
02:44And so they were just, they were treated in a inhumane way.
02:52Anyway, they were bending over, kneeled down in uncomfortable floors.
03:00So they just were kept in a permanent exposition to artificial light, which was very intense.
03:13So let's estimate that, to have these lights permanently.
03:18And so they were just fed with decomposition food and non-drinking water, generating them very diseases.
03:29And they were denied of medical treatment to compatriots that were just throwing out in those cells.
03:42So they were questioned without legal assistance, they were non-communicating.
03:52So everything that I am accounting, that I am telling, it is a kind of, I would say,
03:59generalized documentation of the so many denunciations made by our compatriots.
04:10Besides of what I have said, just estimate what I'm telling you.
04:15Many of them, the vast majority was abused sexually, assaulted sexually by the officers
04:24when they were taken to the cells in punishment in a way that only mental disorder people
04:35and under the destruction of Bukele, he ordered eight of the actions violating all human rights.
04:42And I am just holding responsibility for what I tell.
04:47Systematic beatings.
04:50That's when they were declaring why they were just beaten without any cause,
04:57the answer was just to fire them with those bullets, with those rubber bullets.
05:06bullets and this is very disgusting everything is disgusting but Bukele ordered because the
05:14officer said you are here in prison because of Bukele he's ordering this and that so custody
05:23officials are just because they were just running on their own chief and so they were forced to
05:34follow a video when the Red Cross was there just two times the Red Cross was half-passed by and they
05:48forced them and so those who resisted the beatings they received they even passed out because of it
06:02and they received good food in quotation marks so decomposition food a kind of soup that was water
06:14which was a little bit warm and when there was any penal official when the Red Cross just came back
06:28or any Democrat or Republican and so some of them were affected their kidneys and they just gave them
06:43some medication without anesthesia and so this was very inhumane and all custody officers just
06:56were on drugs were in front of them so they they were giving drugs for them to to lose their mental
07:10order and just to commit all these dreadful actions that we have documented and on the file underway so
07:25they were taken to a punishment sale if they didn't comply with the bathing hours or they were just approaching to
07:37the a big part of them just thought about committing suicide they had suicidal ideas during the whole
07:49action criminal incarceration byproduct of the criminal action of the criminal action of Bokeli and his custody officers I would like to highlight that everything that I am telling you
08:03was for C
08:16that I
08:30human rights organization are against common crimes, besides with the help of experts that
08:44applied 25 medical recognitions in which they evidenced diseases as bruises, burns, results
09:04of torture, scars and there were just two psychological expertise recognitions and they could conclude
09:26that they were severely mental and physically affected and so they evidenced and they diagnosed
09:41post-traumatic stress, chronic stress and thoughts on suicide so they just
09:56we just collected hundreds of the enunciations of those victims so everything i am just
10:06telling you that we have a lot of recommendations but due to time and the spate of this press briefing
10:14let's sum up and the testimonies are the following one first video
10:24about a group a group testimony of of the young people that were tortured 19 years old
10:35greetings to our president nicolas maduro and attorney general of the republic tarea william
10:52saab we are really appreciated that you managed to rescue us from that hell we are here present our
11:00partners present to show you the mistreatment we received this is an impact of a rubber bullet bullet
11:12other partners were beaten these are bruises an impact of a rubber bullet and this was the
11:20the way they the way they operate operated they those are the proof the the evidence of the rubber bullets
11:30and they hit my head just for bathing or just for talking and ask for permission officers we need something
11:44something and they just where they just were they beating beating beating beating us to death
11:50and for and they and so we asked why we were there and they assaulted with rubber bullets
12:02and tear gas and we were without sheets uh without food water drinking the same water that we bathed in
12:20so as we were partners in the same cell
12:23they just gave gave us pills for for high pressure and
12:44and so when they were taking us to the doctor there was a program and
12:51and we all there there they beat us again they tortured us and look look how my hands are you see the difference
13:11they forced me to to say that i fell out of the
13:15the bone bed when it wasn't like that and they beat me in front of the doctor and the next day
13:27they did us a check up and they said you fell off the bone back bed and i had no choice
13:35and i told them and they didn't want us to get out with the red cross
13:49but they kept us kept us isolated sick in a different cell for the to wait for the red cross to to leave
14:05so we were watching a summary
14:21a summary
14:24of what was the the work that we were doing which is a work as you can appreciate as you can see
14:32it is not an immediate or casual work but a methodological work in which
14:44there is a documentation and analysis
14:48to see not only the price but also to take those actions
14:54and in the in this case the first action was to just to
14:59to to account with the interviews and to collect all information in documentation and to coordinate
15:07obviously future actions based on this
15:13with the familiar
15:15and the victims committee and it is important that we
15:21we watch
15:21which rounded in what i described the the brutal scope because one thing is that
15:33that this has been disseminated by some media outlets very few within el salvador and outside
15:42and the denunciations we were making the poly powers of venezuela
15:53that is one thing
15:55which is positive and another thing is that after the recreation of
16:03our compatriotas all our compatriots just to take notes photos videos documenting the brutal actions
16:14these monsters committed
16:18so now let's see the second testimony of michael spinosa father
16:24of the beautiful venezuelan child michaelis who was separated from his her his child from his wife
16:38confined in secot
16:42after being deceived
16:45as they told them
16:46as they told him he was going to be deported with his wife and child
16:54and they only deported the mother of michaelis they kept the child kidnapped in the united states
17:02and the father they just disappeared with him and we are
17:09we are ahead of the
17:10the first
17:11the first disappearances because right now we know the names of the 252 venezuelans kidnapped in el salvador
17:22uh because
17:25we had only the the names or and the pictures of those that were taken in on the videos but
17:34so they were under the crime of the forced disappearance disappearance
17:42till now that we know the definite list of those who were
17:47held there in in secotum now let's see the testimony
17:50good evening my name is michael alejandro escalona my id is i am the father of michaelis antonella the
18:09child that was separated from us and kidnapped by the u.s government
18:13we were treated in an unfair way in a humane way for just having tattoos my partner my wife my wife and me
18:24we were just tortured in a brutal inhumane way
18:29this place is
18:32is just
18:34unable
18:35thanks god we managed to get out get out of that kidnapping i just thanks president nicolas maduro and
18:45attorney general tarrer williams sab thank you for releasing us from that physical and mental torture
18:52because president nayib bucalit held us there torturing us and we just suffer from all those absurd
19:01laws that this god had thank you president thank you for all your management support
19:07till now we you know that we are not criminals
19:15well this youngster this young man i would say that he had
19:20a triple a triple inhumane situation because besides all the tortures he suffered in a physically and
19:35mentally he lived through that despair of seeing his his child kidnapped and spelled without legal terms
19:47his wife as we all know and he just commented on that and everything that i am just accounting today
19:59because obviously i am not going to put 252 videos it's all documented by our attorney generals
20:07so there's a case of venezuela that was brutally assaulted and i would say that it is very disgusting
20:20what he went through but in the case of the young man it was tripled to dozens of venezuelans that were
20:28killed there killed there criminally kidnapped and enforced disappearance there in seco
20:44my name is andrew jose hernandez romeros
20:49my id is and i am proudly venezuelan thank you for bringing us back for fighting for us for the
20:58venezuelan con nationals for bringing those 252 people that were being tortured just were being
21:08psychologically in my case i was sexually abused by salvadoran authorities who were
21:16custodying seven days of the week as venezuelans we thought
21:24to be dead for the whole life we thought that we would never see our families
21:32land that we shouldn't just go out because we are receiving any opportunity of
21:38coming back to this beautiful nation to this beautiful homeland that
21:42only you could provide us a thank you
21:51it's really painful
21:56who's replicated in others even he confessed that he attempted to commit suicide
22:05by proud of the reiterated physical aggressions that he went through by some custody officers
22:17and all of them if there is justice results of what we already know
22:24they should they should have have been tried in in terms of human rights
22:36and we've got a fourth video a testimony a collective testimony of several compatriots
22:42and one by one we'll explain the hell they live through in that secot whose responsible is bukeli
22:59my name is charlis gonzalez i am one of the affected that i am come from el salvador it was an inhumane
23:07treatment that not even a dog deserves we were weren't allowed to talk we didn't have food
23:18and we didn't see a fork and with the things that i just received a rubber bullet in my eyebrow without
23:31doing nothing just because we were just requesting for a ride and they hit me on all the week
23:43and the on sunday i i i could only rest on sunday then it was day and week by week without sleeping
23:52without shirts and socks with a single shot my name is we were hit mistreated humiliators and they just
24:04fire us with the rubber bullets and as many partners they just beat me on the face and they and my jaw
24:14was separated i i i couldn't i open my mouth and so and they deceived us they took us there deceived
24:27uh when we saw we were just landing off the secot they mistreated us in a horrible horrible way and they
24:37opened the head to my partners and imagine that our cells were closed and they just fired us and we
24:47didn't have anything to defend ourselves and then they just hit me on and they just beat me on the right
24:56leg and due to this i've got a huge bruise that lasted for three weeks and there was i just had
25:07like a mass that i am just it hurts and it's hard to work and every i we live a bad experience
25:18physical mistreatment psychological mental mistreatment we were beaten we were we didn't have access to a
25:29a call we didn't have human rights what we went through there we didn't wish that to anyone because
25:42they just threw us to a pit just for talking and even before leaving they beat me to just because i was
25:56i was bathing and there i've got a mark as they beat me my name is rodolfo mayor we lived through lots of
26:08torture turmoil days and nights of beating on may 12th as there were there was the the officials were
26:18aggressive they called us and beat us and i just lost my one of my teeth with my force they gave me a
26:30rubber bullet on the chest and they hit my head with
26:35a weapon and i received so many beatings and i just was urinating blood and and it really hurts
26:49so it is so outrageous because each testimony is more dreadful than the other and i repeat that we
27:04are just placing for logical reasons what we could be able to record but it it draws our attention
27:19how bokelly wanted to present himself as the best president of latin america through some
27:30mercenaries um mercenaries uh heads of outlets and concurrently he is able to do this
27:41and he's able as the world knows
27:48to be the head
27:52of the mara salvatrucha criminal group a man that has paid
28:00billionaire sums of money undermining the salvadoran democracy
28:08promoting corruption to favor drug dealing in groups and
28:14mafia persons so reducing municipalities municipalities to 44
28:23and he has detained 85 000 salvadorans without legal orders i don't see any
28:34any briefings of human rights
28:38and the
28:38they come the they didn't they didn't the in syria in netanyahu that has been just committing
28:51genocide in in palestine and now in syria we we we have seen thousands of deaths of the drus
29:03to then justified any external invasion in lebanon there there is in lebanon in yemen there are constant
29:12bombardments and in the case of bukele i just compare him to netanyahu because for everything he has
29:21done with his compatriots and with foreigners and see that in all these videos
29:31compatriotas see the pain of our compatriots the way the resilience they have put up with
29:38and denounced all these crimes the abuses and sexual actions that were promoted within that
29:52infra humane jail
29:54in prison we saw a testimony known in venezuela by the way what does
30:04what does this young have to do with the trend that agua he was known for being a popular style
30:13for being a popular hair style person and he said that this is the best country in the world
30:22it was a positive message and this man this man was just about to commit suicide because
30:28aggressions against him were permanent not isolated and for the all the aforementioned
30:38and based on the principle of universal jurisdiction that allows the venezuelan state
30:48to establish the national jurisdiction regarding several crimes abided by the international community as
30:59those crimes against humanity and crimes against human rights the most important announcement besides
31:08the denunciation because this is a public denunciation that i hope that media outlets all
31:14disseminate this brief this press briefing because there we've got all evidence
31:24because what it was known it was barely 10 percent of what we have been narrating denounced
31:32and so we decided to open a formal investigation with the corresponding file and the three attorney
31:44generals to the following salvadoran officials naib almando bukele that violates the own salvadoran constitution and calls
31:56himself president of el salvador hector gustavo villatoro minister of justice and police security of el salvador
32:09director general of penitentiary centers and vice minister of police security in that country
32:17they are just they are just they just appeared as the responsible according to the preliminary
32:28preliminary investigations we've got of all these crimes i urge the icj to the human rights
32:39of america of the united nations and to corresponding entities to do the same to do what we've been doing
32:50against these three subjects and those who could appear as material material authors of these actions
33:00actions which were daily there wasn't a single day in which they didn't commit they commit all these crimes
33:12brutal and forced disappearance
33:17privation of liberty and association illicit association
33:22and so we've got to the legal status status that provide us the convention against torture
33:33or other mistreatments the international convention for the protection of all people
33:40against forced disappearances and the own roma statue provide us that authority to open that investigation
33:50and besides what the venezuelan constitution stipulates we hope that international organizations
34:02do what it is established to leave the complicity with people that have
34:11that have undermined human dignity not only to they are con nationals as it occurred in el salvador
34:20but also to people that are not that are foreign foreigners and that didn't didn't commit any crimes there in el salvador
34:32so the ministry will be on alert and we will continue our investigation and we will further communicate venezuela and the world thank you very much for your attention and solidarity
34:49with the families with the families of these venezuelans
34:52repatriated will be always unconditional to continue with that committee of victims
35:02taking all actions thank you
35:08we're listening live to the statements of the venezuelan attorney general tary william sap who has denouncing the
35:13the torture and mistreatment that so that the migrants the venezuelan migrants that were
35:17this forcibly disappeared in the salvador suffer the migrants that as we reported returned

36:13and they were forced under threats to their to their health to their well-being the the migrants also
36:19denounced that the of prison guards in the secot were on drugs that they were using consuming drugs
36:26while all this was happening they also this is what they've been denounced and the attorney general
36:33also make a moment to announce that the public ministry of venezuela is opening a formal investigation
36:40against three people in el salvador those being najib bukele the president hector gustavo the justice
