The number of serious water pollution incidents increased by 60 per cent last year, a watchdog has found. Water Minister Emma Hardy said it's "a complete disgrace" and that it's "clear regulation isn't working".

00:00It's a complete disgrace what's happened and people have every right to be furious about it.
00:05I'm furious about what's happened and we've seen it particularly from three of the water companies
00:09and it is clear that regulation isn't working effectively but we've put in those building blocks
00:15to try and change things. When we came into government we've introduced the Water Special
00:19Measures Act which has banned unfair bonuses so some of those polluting water buses have not been
00:23getting bonuses this time because of the levels of pollution that we've seen but we've also
00:29managed to get £104 billion of investment into the sector because fundamentally if we want to stop
00:35pollution we need to invest in improving the infrastructure which has been left to just fall apart
00:40over the last 14 years.
