Laguna 1st District Rep. Ann Matibag files a bill at the House of Representatives that will protect senior citizens from abuse. Matibag said on July 16, 2025 that she filed the bill after seeing a viral video of a Pampanga businesswoman who was abused by her niece by taking advantage of her declining mental state.

00:02Okay, so my priority bill is our house bill number 2012, an act defining prohibiting elder abuse, providing penalty therefore and for their other purposes.
00:13So I filed this bill because I want to put deterrence to any individual abusers, family members who will try to take advantage of the weakness and the effects of aging of our senior citizens.
00:30And I want to protect of course our senior citizens.
00:34I've seen there was a viral news in the social media and in our national news that a senior citizen from San Fernando, Pampanga,
00:48who was physically, emotionally, mentally and most of all financially abused by a family member.
00:56So I want to put a stop on this and I want to have more prohibitions and talagang matutukan natin yung karapatan ng ating mga senior citizens.
01:07Alam nyo ho, ang Pilipino ay kilala na ang ating mga pamilya ay talagang close, no?
01:15From child, from children up to our mga ancestors, ating mga lolo at lola.
01:20Kaya ito po ay aking gustong protectahan at suportahan at bigyan katapusan ang pag-aabuso na ginagawa sa ating mga senior citizens.
01:31Of course, this bill would also give tribute to our senior citizens sa ating mga mahal na lolo at lola.
01:38How about yung penalty bill, ma'am?
01:41Kasi ito ay pinag-aabuso, okay?
01:42Yes, mayroong penalties po ito, no?
01:45And we will be discussing this through the committee hearings.
01:50We will invite our stakeholders and our lawyers also, our legal professionals,
01:58na would make a final decision on the penalties for this bill.
