During remarks on the Senate floor Tuesday, Sen. John Kennedy (R-LA) spoke about government spending.

00:00Mr. President, as you know, we're going to start talking about, put up the first one,
00:06we're going to start talking about the rescission package.
00:14And I want to talk about that for a few minutes.
00:17As you know, Mr. President, under our Constitution, Congress passes a budget.
00:24We send that budget to the President of the United States, whomever that might be,
00:28and the President executes or implements our budget.
00:36Close that door for me, please.
00:39And the President implements that budget.
00:43On occasion, under federal statute, the President has the authority,
00:50after we have passed a budget in Congress, to look at the budget and say,
00:54you know, I don't need all this money.
00:58To accomplish the goals that Congress established and instructed me to accomplish.
01:05And so the President can contact us and say,
01:10Congress, I would like you to rescind some of the spending in the budget that you sent to me.
01:19It's called a rescission bill or a rescission package.
01:24President Trump has sent us a rescission bill or a rescission package
01:31asking the United States Congress to cut the budget by roughly $9 billion.
01:41And that's what we're going to start voting on today.
01:46Now, $9 billion is a lot of money,
01:49except when you compare it to the overall federal budget.
01:54$9 billion, despite the fact that it's a bucket load of money,
02:01is one-tenth of one percent of the federal budget.
02:10One-tenth of one percent of the federal budget.
02:14It gives you an idea of how big the federal budget is.
02:21I think most people, most adults anyway,
02:28understand that in life,
02:32what you say doesn't really matter.
02:34What you say doesn't really matter.
02:39It's what you do that demonstrates what you believe.
02:46And that's certainly true in politics.
02:49And that's certainly true in Washington, D.C.
02:53Ignore what anybody in Washington, D.C. says.
02:57Ignore it.
02:59If you want to understand their behavior,
03:03look at their behavior.
03:05In Washington, D.C., as in life,
03:09what you do is what you believe,
03:12not what you say.
03:13What you do is what you believe,
03:15and everything else is just cottage cheese.
03:20Now, President Trump,
03:23whether you voted for him or not,
03:28whether you like him or not,
03:30ran on a platform of reducing the size of government.
03:36And the people elected him.
03:41And since day one,
03:44the president has been very hard,
03:48if you've paid attention to the news,
03:50he's been working very hard to reduce government spending.
03:53And he's reduced a lot.
03:55He started out with a doge program
03:58with Mr. Elon Musk.
04:01Mr. Musk, of course, has left.
04:02But the quest to reduce government spending,
04:07wasteful government spending,
04:09which I call spending porn,
04:12continues.
04:12Every Republican in the United States Senate
04:22has voiced approval of what the president has done.
04:26Every Republican,
04:29every one of my colleagues,
04:31myself included,
04:33has said to the president,
04:34attaboy, Mr. President,
04:35go get them.
04:37Keep issuing those executive orders.
04:39Reduce the spending.
04:41We're spending too much money.
04:43We've got a $37 trillion debt.
04:45Keep going, Mr. President.
04:48And the president has,
04:49but he's been doing it through executive order.
04:52There's only so much you can do through executive order.
04:55An executive order issued by a president
04:59expires when the president's no longer in office.
05:02The only way to permanently reduce spending
05:05is to have Congress act.
05:11And that's what the president's asking us to do
05:14in this rescission bill.
05:19What you do is what you believe,
05:22and everything else
05:23is just cottage cheese.
05:28The rescission package
05:29that the president has sent over is,
05:31we're going to start,
05:32we're going to start considering it today.
05:36And after listening,
05:38in some cases for years,
05:40but certainly for the last
05:42hundred plus days
05:43since President Trump's been in office,
05:45after listening to my Republican colleagues
05:48talk about the importance
05:50of reducing spending,
05:52it's gut check time.
05:54It is gut check time.
05:58Because what you do
05:59is what you believe,
06:00not what you say.
06:03And now my colleagues and I
06:04have an opportunity
06:06to really support the president.
06:09Now, I don't know
06:10if this bill is going to pass.
06:11I do not know
06:13if it's going to pass.
06:16I mean,
06:16I've heard a lot of wailing
06:18and gnashing of teeth
06:20and whining
06:21and civilization's going to melt
06:24if we cut one-tenth
06:25of one percent of the budget.
06:27And that's coming from
06:28some of my Democratic colleagues.
06:30They're entitled
06:31to their point of view.
06:33But I want to put this in context.
06:36After all of us
06:38on my side of the aisle
06:40telling the world
06:41that we need
06:41to reduce spending,
06:44if we vote against
06:46this rescission package
06:47and refuse to reduce spending
06:49by one-tenth of one percent
06:51of the budget,
06:53we ought to hide our heads
06:55in a bag.

07:02Now, what kind of spending
07:04is the president asking us
07:07to reduce,
07:08to eliminate?
07:10That's important
07:11because not all government
07:13spending is wasteful,
07:14but a lot of it is.
07:16That's why I call it
07:17spending porn.
07:18I'm going to read you
07:20some of the appropriations
07:22that the president
07:24is asking us
07:25to eliminate
07:25from the current budget.
07:27And you be the judge.
07:28Let the American people decide.
07:30The president
07:34is asking us
07:35to eliminate
07:37$5.1 million
07:39of taxpayer money
07:41in the American budget
07:42and the federal budget
07:44that is there
07:45to, quote,
07:46strengthen the resilience
07:48of queer global movements.
07:50The president
07:54is asking us
07:55to rescind
07:57$6 million
07:58for media organizations
08:02and civic life
08:03for Palestinians.
08:07The president,
08:09in light of our
08:09$37 trillion budget
08:12deficit,
08:13is asking us
08:15to reduce spending,
08:17reduce a program
08:18in the amount
08:19of $3.9 million
08:20for lesbian,
08:22gay,
08:22bisexual,
08:24transgender,
08:25queer,
08:25and intersex population
08:27in the Western Balkans.
08:31The president
08:32is suggesting
08:33that we eliminate
08:34a program
08:35$1 million
08:36for voter ID
08:38programs
08:38in Haiti.
08:40This is your money, folks.
08:44The president
08:45is asking us
08:46to reduce the budget
08:47by $3 million,
08:49which is appropriated
08:50for, quote,
08:51sexual reproductive health
08:53in Venezuela.
08:56$3 million
08:58for circumcision,
09:00vasectomies,
09:01and condoms
09:02in Zambia.
09:04I didn't make
09:05this stuff up.
09:06It's in the budget.
09:09$3 million
09:10for Sesame Street
09:12in Iraq.

09:16for transgender people,
09:19sex workers,
09:20and their clients
09:20in Nepal.

09:25for social media
09:27mentorship
09:28in Serbia
09:29and Belarus.

09:33for pastry
09:34cooking classes,
09:36cyber cafes,
09:38and dance focus groups
09:39for male prostitutes
09:41in Haiti.
09:42How many Americans,
09:46Mr. President,
09:47do you think
09:48we should be spending
09:51their money
09:52to fund male
09:53prostitutes
09:54in Haiti?
09:57But there it is
09:58in our budget,
10:00bigger than Dallas,
10:02and the president
10:03is saying,
10:04cut it out.

10:12in Colombia.

10:21they've got a budget.

10:52How in God's name

10:55did this spending porn
10:57get in the federal
10:58government's budget?
10:59Why would Congress
11:00put it there?
11:03Well,
11:03I'm going to tell you
11:04why.
11:07We didn't.
11:10When we
11:11pass a budget,
11:13we pass budgets
11:16based on
11:16programs
11:18or agendas
11:19or line items.
11:22We don't
11:23put in there
11:24that we'd like
11:25to spend
11:26$5.1 million
11:29strengthening
11:30the resilience
11:30of queer
11:31global movements.
11:33We appropriate
11:33money
11:34by agency
11:35or line item.
11:36For example,
11:37we might appropriate
11:38money for the
11:40economic support fund.
11:43Or if you look
11:44at our budget,
11:44you'll see money
11:45appropriated
11:46for the
11:46United States
11:47Institute of Peace.
11:50And if you look
11:51at our budget,
11:51you'll see money
11:52that Congress
11:53has appropriated
11:54for migration
11:55and refugee
11:56assistance.
11:58And then this money
12:00goes to the bureaucracy.
12:03And the bureaucracy
12:04takes the money
12:05that we have appropriated,
12:07for example,
12:07to the economic
12:08support fund,
12:10and they decide
12:11to give it
12:12to their friends,
12:13usually
12:13non-governmental
12:15organizations,
12:16to fund
12:17these nonsensical
12:20items that I just
12:21spent a few minutes
12:22reading.
12:23Congress didn't vote
12:24to spend
12:25$3 million
12:27on sexual
12:28reproductive health
12:29in Venezuela.
12:30We voted
12:32for a program
12:33that the bureaucrats
12:33took
12:34and spent
12:36on sexual
12:37health,
12:38reproductive health
12:39in Venezuela.
12:40That's not an excuse,
12:42but I get that
12:43question all the time.
12:44Why did Congress
12:45vote to do this?
12:46We didn't.
12:48The bureaucracy
12:49did.
12:50It's a giant
12:51rogue beast.
12:52But the point is,
12:54Trump caught it,
12:55and his people
12:56caught it,
12:57and the president
12:57is saying,
12:58get rid of it.
12:59We would
13:04be better off
13:06all these
13:07programs
13:08of spending
13:08porn,
13:10we'd be
13:10better off
13:11taking this money
13:12and spending
13:14it on tax,
13:16on scratch
13:17tickets
13:17and blackjack.

13:24talked about
13:25and spending

13:29taxpayers

13:30a chance

13:34That's not
13:34out of control
13:35this is.
13:35But if you
13:36listen to some
13:36of my colleagues,
13:37oh my God,
13:38if we cut
13:39$9 billion
13:40civilization,
13:41if we cut
13:42this spending
13:42porn,
13:43civilization's
13:43going to
13:44melt.
13:44now there's
13:48one other
13:48thing in our
13:49budget
13:51that the
13:53president's
13:53asking us
13:54to cut.
13:55He's asking
13:56us to cut
13:56a little over
13:57$1 billion
13:58for what I
14:02will call
14:03public
14:03broadcasting.
14:04when I
14:06say public
14:07broadcasting,
14:08I'm talking
14:08about the
14:08corporation
14:09for public
14:10broadcasting,
14:11I'm talking
14:12about the
14:13public
14:14broadcasting
14:14service or
14:15PBS,
14:16I'm talking
14:17about national
14:18public radio,
14:19NPR as we
14:20call it.
14:21We spend
14:22anywhere from
14:23$500 to $600
14:24million a year
14:25on public
14:28broadcasting.
14:29Why do we do
14:29that?
14:30Well, we
14:30started doing
14:31it years ago,
14:32at least 50
14:32years ago,
14:33a time when
14:34there were
14:34only three
14:35television stations
14:36and a few
14:37radio stations
14:38and newspapers.
14:42And a lot of
14:42folks in rural
14:43areas, they
14:43didn't get the
14:45television stations.
14:46They didn't get
14:47any news at all.
14:47They might live
14:49far enough away
14:50from a major
14:50city so they
14:51didn't even have
14:52a daily newspaper.
14:54So Congress
14:54said, you know,
14:55we want everybody
14:56to know what's
14:56going on in the
14:57world.
14:57We're going to
14:58start public
14:59broadcasting.
15:00And we're
15:01going to give
15:01them money
15:02every year.
15:04And they
15:05won't have to
15:05run ads because
15:06we're going to
15:07spend taxpayer
15:08money to give
15:09to these radio
15:10stations and
15:12television
15:13stations.
15:15Well, that was
15:1650 years ago.
15:18Today,
15:20American people
15:21have access to
15:22all forms of
15:23media.
15:24Streaming,
15:25cable TV,
15:27network TV,
15:29TikTok,
15:30Twitter,
15:32newspapers,
15:33those that are
15:33left.
15:35No one's in a
15:36news desert
15:36anymore.
15:38So why are we
15:39spending money
15:40on public
15:41broadcasting?
15:43$500 million
15:44a year.
15:46Now, the other
15:47factor, it's
15:48undeniable that
15:50public broadcasting
15:52has become
15:53political.
15:53unless you've
16:01been a huge
16:03disappointment to
16:03your parents,
16:05you understand,
16:06if you listen to
16:07public broadcasting,
16:09that it's
16:09representing today
16:10one political
16:12point of view.
16:12of the
16:15president of
16:16public broadcasting.
16:18No one would
16:19mistake her
16:20for Walter
16:21Cronkite, I
16:22can assure you.
16:23Her name is
16:23Mathlin,
16:24rather,
16:25Catherine
16:25Mayer.
16:26this is her
16:28position.
16:30She's supposed
16:30to be delivering
16:31the news
16:32objectively,
16:33but this is
16:34what she
16:35has said.
16:36Trump is a
16:37deranged,
16:39racist
16:39sociopath.
16:40the president
16:43and CEO
16:46of NPR
16:46thinks that
16:47America is
16:49quote,
16:49addicted to
16:50white supremacy.
16:54She has
16:55denounced the
16:55use of words
16:56boy and
16:57girl.
16:58She says
16:58that's
16:59quote,
16:59erasing
17:00language
17:00for non-binary
17:02people.
17:05She
17:06contends
17:07that the
17:08United States
17:09was founded
17:10on the
17:10basis of
17:11quote,
17:12black plunder
17:13and white
17:14democracy.
17:15That's who's
17:15running the
17:16show over
17:16there.
17:18She's
17:19entitled to
17:20her beliefs.
17:21This is
17:22America.
17:23You're
17:24entitled to
17:24believe what
17:25you want.
17:27And NPR
17:28and PBS
17:29and the
17:32Corporation
17:33for Public
17:33Broadcasting
17:34are entitled
17:35to publish
17:36and broadcast
17:37what they
17:38publish,
17:38but not
17:40on the
17:41taxpayer's
17:42dime.
17:44When we
17:45owe
17:45$37
17:46trillion
17:47and we
17:48really owe
17:49that money,
17:50we have
17:50no business
17:51spending
17:52half a
17:53billion dollars
17:55a year
17:55giving it
17:57to any
17:58form of
17:59media.
18:00We don't
18:01fund CNN.
18:02We don't
18:03fund Fox
18:03News.
18:04We don't
18:04fund
18:04newspapers.
18:05Why are
18:05we funding
18:06PBS and
18:08NPR and
18:10the Corporation
18:10for Public
18:11Broadcasting?
18:12And all the
18:12president is
18:13saying, I
18:14don't want
18:14you to do
18:15that anymore,
18:16Congress.
18:17I don't want
18:17you to fund
18:18any media,
18:18any form of
18:19media.
18:21PBS, for
18:22example, has
18:23a right to
18:24publish what
18:24they want,
18:25but Congress
18:26shouldn't give
18:28them taxpayer
18:28money to do
18:29it.
18:29Let them go
18:30raise money
18:31in the private
18:31sector.
18:31And the
18:32president's
18:32right.
18:32the president
18:34is absolutely
18:35right.
18:37And that's
18:37all this
18:37rescission bill
18:38is going to
18:39do, Mr.
18:40President.

18:42bring a little
18:43bit of
18:43sanity back
18:45to our
18:48appropriations
18:49process.

19:30your chance.
19:32Here's your
19:32chance.
19:34It's gut
19:34check time.
19:36You either
19:37believe in
19:37reducing spending
19:38or you don't.
19:40You either
19:41support spending
19:43porn or you
19:44don't.
19:45We're going to
19:46find out who
19:46does and who
19:49doesn't here in
19:51about three or
19:51four hours.
