During a Senate Appropriations Committee hearing on Thursday, Sen. John Kennedy (R-LA) spoke about the rules of debate over the draft fiscal year 2026 Commerce, Justice, Science, and Related Agencies markup.

00:00why don't we do it backwards well amen to that that that is a legitimate question that i asked
00:12when i first joined this committee many years ago it has been the process of the committee
00:18and i would ask that we stick with it today but i will have a conversation with any members who
00:27wish on whether we should change the process frankly it has worked very well in the past
00:35to proceed to the votes then do well everybody is here and then proceed to consider each bill
00:46in turn and occasionally someone does switch about it doesn't happen very often but occasionally they
00:54do well um my point is that um i think something we ought to talk about because if we vote first
01:04and then senator van holland gets his amendment adopted i'm not saying he won't or won't then
01:09he has to change his vote and when you change your vote you're going to clock a big weenie
01:14yeah and it would make better sense it would seem to me to just take it like we do a normal bill but
01:22that's just one person's opinion which obviously the chairman doesn't agree with
01:27all i'm doing is following the process that has been in place for ever so i and has served this
01:41committee well in terms of getting bills um approved and uh without taking away anybody's rights
01:51so with that i would note that we do have a quorum present i'm sorry senator britt yes i just want
01:59to look i really appreciate this process i appreciate all of the hard work that's put in
02:04just respectfully i would say and and while by different means the moving of headquarters from
02:09one state to the other from one admission one administration to the other that precedent has been
02:15set and it was set by the biden administration this is very different and i understand that with
02:19regards to moving from maryland to dc but literally alabama competed and won fair and square under
02:25the president under president trump's administration and then under president biden even though his
02:29secretary of the air force said space command should be in alabama he chose to move it to colorado from a
02:34red state to a blue state we could talk about this for days but i think it's it's disingenuous to say
02:40that these things haven't happened so we now are going to proceed to the vote to report
02:46the commerce justice science and related agencies bill subject to amendments
